Box 942849Sacramento, CA 94249-0031Dear Senator DeSaulnier and Assemblymember Furutani:We would like to indicate our support for the Governor’s proposal to add $3 million tothe Citizens Redistricting Initiative.Proposition 11 allocated $3 million to fund the entire three-year process of setting up andsupporting the Citizens Redistricting Commission. This figure, taken from cost estimatescalculated by the Legislative Analyst, may not have included the in-kind staff costsexpended by various legislative offices – costs which would now be transferred to theState Auditor, Secretary of State, or the commission itself. In order to live up to theexpectations of Californians to create an open and inclusive process, from selection of commissioners to hearings to the final maps, we support an additional budgetaryallocation.The Bureau of State Audits just completed phase one of its outreach campaign to reachout to potential applicants for the Citizens Redistricting Commission. Over 30,000people filled out the initial application for the 14-member commission. In order to carryout an outreach campaign that ensured that the applicant pool represents the best andmost representative pool of applicants, it was necessary for the BSA to engage inoutreach, especially to hard-to-reach populations that can be underrepresented in thepolitical process.Besides conducting the outreach campaign, the Auditor’s Office has been preparing andmanaging the application process. This has included holding public hearings around thestate and working with interested constituent groups to gather input on and design anapplication process to ensure commission members represent the diversity of California,as required by Proposition 11.1
 
As stated in Proposition 11, the initial $3 million allocation was designed to be a floor,not a ceiling. When Proposition 11 was passed, the voters of California declared thatthey wanted to participate more fully in the political process. We support the Governor’sproposed addition of $3 million to the budget. We believe that the Legislature’s supportof this budget line is important to ensuring the Citizens Redistricting Commission is openand inclusive.
