du Cambodge!  
  
Il y a 2 urgences pour le Cambodge : libérer ses territoires et se débarrasser 
des immigrants illégaux vietnamiens pour recouvrer son indépendance, et offrir à son 
peuple  la  démocratie.  Plus  de  32  ans  déjà  que  la  vietnamisation  et  la  dictature  de 
Hun Sen  y ont pris racine, et ce au mépris du traité de Paris du 23 Octobre 1991! En 
raison de la dictature très structurée du PPC‐Hum Sen, soutenue par le Vietnam et la 
2ème  monarchie  de  Sihanouk,  seule  la  rébellion  populaire  ou  la  révolution  du  Lotus 
pourra venir à bout de ce régime oppressif et traître.  
A/ 1ère urgence:la Libération.  
1/ Rôle historique du 18 mars 1970. 
Rappelons le contexte du 18 mars 1970, pour mieux appréhender le grand danger 
de  disparition  du  Cambodge  et  de  sa  nation.  Le  14  Août  1969,  Sihanouk,  pris  dans 
l’engrenage  d’aide  clandestine  aux  Viêt‐Cong  d’utiliser  le  territoire  khmer  (pistes 
Ho  Chi  Minh)  pour  vaincre  le  Vietnam  du  Sud,  demanda  à  Lon  Nol  et  Sirik  Matak  de 
former  un  gouvernement  de  sauvetage  pour  remettre  à  flot  son  royaume  exsangue 
économiquement  et  foulé  aux  pieds  par  les  Viêt‐Cong.  Le  6  janvier1970,  pour  leur 
laisser la main libre, Sihanouk fut parti en France, officiellement pour s’y soigner. 
Le 8 mars 1970, la présence massive des Vietcong fut signalisée dans les rizières de 
la province de Svay Rieng. Le gouvernement de sauvetage perdit son contrôle sur des 
manifestations  anti‐  vietnamiennes  du  11  mars  1970  déclenchant  quelques 
désapprobations  internationales.  Sihanouk  fit  volte  face  pour  pactiser  avec  des 
communistes  asiatiques  Chou  En  Lai  et  Pham  Van  Dong,  pourtant  irrespectueux  de  la 
souveraineté et de la neutralité de son royaume. Il entra de plein pied dans le piège 
vietnamien  de  l’annexion  du  Cambodge  sous  l’identité  de  l’Indochine  dominée  par 
Hanoi.  Le  18  mars  1970,  l’Assemblée  Nationale  a  voté  la  destitution  de  Sihanouk  à 
l’unanimitée  de  ses  92  membres.  Et  la  1ère  République  khmère  fut  proclamée  le  5 
octobre  1970.  Le  17  avril  1975,  jour  de  la  victoire  des  Khmers  rouges  Pol  Pot  et 
début du génocide, marqua le 1er grand pas dans cette  tentative d’annexion. Mais Pol 
Pot ne l’entendit pas de cette oreille. D’où la guerre entre Hanoi et Pol Pot quand 
le  Vietnam  lui  exigea  l’annexion  de  Koh  Tral  (  ou    Phu  Quoc)  et  autres  îles.  Le 
Vietnam  contrarié  décida  d’acheter  le  service    des  Khmers  rouges  traîtres  pour 
chasser les khmers rouges nationalistes de Pol Pot d’obédience chinoise. Le 7 janvier 
1979, Hanoi vit son rêve expansionniste réaliser se vantant officiellement d’avoir pu 
chasser    Pol  Pot  pour  sauver  le  peuple  khmer!  Il  présenta  à  la  communauté 
internationale un groupe de khmers rouges traîtres composés de Pen Sovann, Chan Si, 
Chea Sim, Héng Sam Rin, Hun Sen comme libérateurs. Sihanouk, Son San et Pol Pot déchu 
s’associèrent,  avec  l’appui  de  la  communauté  internationale  dont  la  Chine,  pour 
contrecarrer des envahisseurs vietnamiens et réussirent à garder le siège du Cambodge 
à l’ONU. Celle‐ci décida d’y intervenir par un Accord de Paix à Paris, le 23 octobre 
1991, pour que le Cambodge retrouve sa souveraineté et que son peuple puisse exercer 
et  jouir  des  droits  de  l’homme  et  de  la  démocratie.  Mais,  c’était  sous‐estimer 
l’ambition de Hanoi qui, bien que signataire de cet Accord, poursuit sans relâche sa 
stratégie  d’annexion  et  de  colonisation  territoriale  et  ethnique  du  Cambodge, 
laissant  aux  oubliettes  les  clauses  de  cet  Accord  de  Paris.  Le  Vietnam  a  utilisé 
l’autre corde sensible pour s’acheter Sihanouk, lui offrant la restauration de sa 2ème 
monarchie en 1993 sans demander l’avis du peuple cambodgien. Ainsi, malgré sa défaite 
aux élections de 1993, par l’initiative de Sihanouk, Hun Sen fut‐il nommé 2ème Premier 
Ministre  qui  fomenta  un  coup  d’état  du  5‐6  juillet  1997  pour  reprendre  tous  les 
pouvoirs  et  servir  sans  entraves  le  Vietnam.  Tous  les  dirigeants  khmers  dupes  et 
traîtres ne pensèrent même pas à annuler les traités 1979,82,83,85 pour recouvrer la 
souveraineté de leur pays. Enfin, Hun Sen exigea manu militari la signature du traité 
additif de 2005 par le roi Sihamoni, brandissant la menace d’abolition de  cette 2ème 
monarchie en cas de refus. Suite aux successives élections législatives truquées, le 
PPC‐Hun  Sen  et  le  Vietnam  contrôlent  aujourd’hui  solidement  le  Cambodge, 
politiquement,  économiquement,  militairement  et  ethniquement.  Le  Cambodge 
n’appartient plus à la nation khmère: tout est contrôlé par des bras tentaculaires de 
Hanoi.  Le  Vietnam  n’avait  pas  effectivement  évacué  le  Cambodge  comme  il  le  faisait 
croire à la communauté internationale en 1989, en montrant au média international le 
départ de ses troupes du Cambodge !  
2/ Révolution du Lotus. 
Qui pourra libérer le Cambodge ? Ce ne sera pas Hun Sen, le valet du Vietnam. 
Ce ne sera pas la 2ème monarchie de Sihanouk, actuellement à la merci de Hun Sen. Ce 
ne  seront  pas  les  partis  politiques  d’opposition  comptant  toujours  participer  à 
toutes  futures  élections…  Pour  chasser  les  Vietnamiens,  il  faut  se  débarrasser 
d’abord  du  PPC‐Hun  Sen,  de  cette    2ème  monarchie  de  Sihanouk  et  de  ces  partis 
politiques  flagorneurs.  Hun  Sen  préfère‐t‐il  quitter  le  pouvoir  à  la  Ben  Ali,  à  la 
Moubarak  ou  à  la  Kadhafi ?  Hanoi  préfère‐t‐il  évacuer  le  Cambodge  à  la  débandade 
comme les Américains et les Français évacuant le Vietnam, respectivement en 1954 et 
en !975? Sihamoni choisira‐t‐il d’abandonner sa monarchie à la Louis XIV ? Le Vietnam 
communiste devra immédiatement rendre la souveraineté au Cambodge comme le fit l’URSS 
envers la Lituanie, la Lettonie et l’Estonie… Sans Hun Sen, sans cette 2ème monarchie 
et  des  politiciens  flagorneurs,  le  Cambodge  n’aura  pas  eu  le  Vietnam  comme 
colonisateur  d’aujourd’hui.  Conformément à  l’Accord  de  Paris du  23  Octobre  1991,  le 
Vietnam  doit  évacuer  immédiatement  le  Cambodge  et  laisser  son  peuple  choisir 
librement  et  démocratiquement  son  sort,  dans  la  paix,  la  stabilité    et  dans  le 
respect des droits de l’homme.  
Pour  rendre  immédiatement  illégal  le  tracé  actuel  des  frontières  entre  Le 
Cambodge  et  le  Vietnam,  « La  Révolution  du  Lotus »    déclare  ne  plus  reconnaître  la 
légitimité du régime traître du 7 janvier 1979 installé au Cambodge par le Vietnam. 
En vertu de cette décision, Var Kim Hong doit stopper immédiatement, sur le terrain, 
le bornage et le démarcage des frontières du Cambodge avec le Vietnam, élaborés par 
Hanoi  et  exécutés  par  le  PPC,  basant  sur  le  traités  1979,  82,  83,  85  et  le  traité 
additif de 2005. « La Révolution du Lotus »  refuse de reconnaître la nouvelle carte 
élaborée par des sociétés choisies récemment par le Cambodge de Hun Sen et le Vietnam 
pour éditer leurs travaux de bornage et de démarcation.  
En  effet,  Var  Kim  Hong  et  le  gouvernement  Hun  Sen,  dans  l’opacité  la  plus 
totale de leurs actions, ne se sentent jamais responsables devant le peuple réclamant 
l’explication sur la superficie et le nombre de villages perdus, après l’implantation 
clandestine  déjà  réalisée  de  plus  de  la  moitié  de  ces  bornes  (sur  un  total  de  375)  
par  le  Vietnam,  sur  la  frontière  commune  longue  de  1270  kms.  En  revanche,  ils  se 
rangent  toujours  du  côté  vietnamien,  jouant  leurs  rôles  de  traîtres  à  la  nation  et 
avocats du colonisateur, méprisant le peuple, ne prenant jamais la peine d’expliquer 
au  parlement,  ni  à  l’opposition,  ni  discuter  avec  les  militants  et  activistes  de 
frontières,  et  menaçant  même  de  les  poursuivre  en  justice !  Hun  Sen  a  prévenu  les 
défenseurs  de  la  patrie,  détenteurs  ou  non  d’immunité  parlementaire,  de  ne  plus  le 
qualifier,  ainsi  que  ses  complices,  de  traîtres  à  la  nation !  Faute  de  quoi  il  les 
jettera en prison!.  
B/ 2ème urgence: les Droits de l’Homme.  
Rendre  l’exercice  et  la  jouissance  des  droits  de  l’homme  possibles  et 
accessibles immédiatement au peuple cambodgien, en conformité avec l’Accord de Paris 
et  la  Charte  des  Nations  Unies.  Le  Cambodge  moderne  n’a  pas  besoin  de  Hun  Sen,  un 
ancien  khmer  rouge  devenu  général  à  cinq  étoiles,  pour  pouvoir  jouir  des  droits  de 
l’homme. Pourquoi ce régime a‐t‐il refusé l’autorisation à  une association  féminine 
de  rassembler  ses  4  000  participants    à  Phnom  Penh,  le  8  mars  2011,  lors  du  100ème 
anniversaire de la journée internationale de femmes ? Au début du 21ème siècle, après 
avoir  perdu  la  Cochinchine  le  4  juin  1949,  et  payé  plus  de  3  millions  de  victimes 
dans  le  génocide  du  17  avril  1975au  7  janvier  1979,  le  peuple  khmer  ne  veut  plus 
revivre un autre colonialisme ni une autre dictature. Il en a assez de la trahison de  
Hun Sen  et de la colonisation vietnamienne !   
L’oppression  de  Ben  Ali  en  Tunisie n’a  duré  que  23  ans!  Le  peuple  égyptien, 
après  18  jours  de  protestation,  a  réussi  à  exiger  le  départ  de  Moubarak  au  pouvoir 
depuis plus de 30 ans. Au Yémen, le président Ali Abdullah SALEH a décidé de ne pas 
léguer  le  pouvoir  à  son  fils,  ni  de  se  représenter  à  l’élection  présidentielles  en 
2013.  Le  Cambodge  est  hélas  déjà  annexé  territorialement  et  ethniquement  par  le 
Vietnam,  avec  le  concours  et  la  trahison  du  PPC‐Hun  Sen  et  cette  2ème  monarchie  de 
Sihanouk. Le régime réduit drastiquement l’espace de liberté et l’exercice des droits 
de  l’homme.  Des  manifestations  avec  autorisation  préalable  sont  limitées  à  200 
personnes  et  immobilisées  à  l’intérieur  d’un  terrain  isolé!  Depuis  32  ans,  Hun  Sen  
se déplace  toujours avec son garde de corps spécial ( 5 à 7000 personnes ) dont son 
fils  Hun  Manet  est  commandant‐adjoint.  Ce  même  fils  promu  récemment  général  à  deux 
étoiles est également le commandant adjoint de l’Armée de terre  déjà dirigée par des 
généraux PPC très proches de HUN SEN. L’Unité mobile anti‐terroriste est aussi sous 
commandement  de  ce  rejeton  Hun  Manet.  La  police  est  confiée  à  son  beau  neveu  Net 
Savoeun…  Et  cela,  sans  parler  des  liens  de  business  tous  azimuts,  de  relations 
familiales dans des mariages des enfants de son clan familial avec des progénitures 
des dirigeants très hauts placés tels Sok An, Cham Prasidh, ... Le Cambodge devient 
déjà  la  propriété  privée  de  ce  parti‐état  PPC‐Hun  Sen.  M.  Brad  Adams,  directeur 
exécutif  de  Human  Rights  Watch,  et  Global  Witness  en  ont  dénoncé  ouvertement  cette 
mainmise déclenchant la rage de  Tith Sothea, le chien de garde de Hun Sen  traitant 
Brad Adams de Bandit international, ignorant, aveugle et inutile! Tith Sothea, Khieu 
Kanharidh,  Cheam  Yeap,  Phay    Sophan  et  autres  chiens  de  garde…,  font  toujours  leur 
travail  d’avocats    du  régime  PPC‐Hun  Sen,  pour  finaliser  la  vietnamisation  du 
Cambodge  fin  2012.  Mais  quand  la  maison  de  leur  maître  Hanoi‐Hun  Sen  brûlera,  ces 
chiens de  garde prendront la fuite bien avant le départ du maître! Récemment, le PPC 
a concocté un projet de loi limitant la liberté des ONG, déclenchant un tollé général 
des sociétés civiles et de certaines ambassades étrangères dont celle des Etats Unis. 
Pourtant, en apportant aides de tous genres à la population khmère délaissée vivant 
dans  la  misère,  l’injustice  et  la  dictature,  ces  ONG  n’ont  rien  demandé 
financièrement  à ce régime!  
C/ Dictature du PPC‐Hun Sen & Vietnamisation.   
Deux logiques prennent le Cambodge à  la gorge.   
1/  Logique  de  pouvoir  de  Hun  Sen  s’associant  avec  les  mafias  locales  et 
étrangères  pillant  la  richesse  du  royaume  pour  accumuler  et  sécuriser  leurs  avoirs 
(Mong  Rithy,  Lao  Meng  Khin  &  Yeay  Phu,  Ly  Yong  Phat,  Sok  Kong,  Sok  An,  Cham 
Praseth…).  Ces    anciens  khmers  rouges  et  associés  profitent  de  la  trahison,  de  la 
dictature et de la corruption généralisée, jetant quelques miettes de leurs richesses 
colossales dans la charité (Croix rouge cambodgienne de Bun Rany Hun Sen ou le  roi 
Sihamoni),  au lieu de payer des taxes et impôts à la caisse de l’état. Ces corrompus 
abandonnent cette infime partie de leur richesse mal acquise  à la construction des 
pagodes,  des  écoles  baptisées  de  leurs  noms…  pour  se  racheter  de  leurs  mauvaises 
consciences.  La  justice  sociale,  sans  la vraie  politique  de  répartition  de  richesse 
de  l’état,  en  a  souffert  énormément.  Les  malfrats  et  nouveaux  riches  ont  reçu  en 
prime  des  titres  de  Samdech,  Ek  Uddam,  Lok  Chumteav,  Oknha,  sénateurs, 
parlementaires,  vice–  premiers  ministres,  ministres  d’Etat,  conseillers  etc…  Ils 
achèteront  encore  et  toujours  des  votes  électoraux!  Hun  Sen  ne  pourra  pas  accepter 
d’en  perdre :  tous  ses  problèmes  majeurs  personnels  liés  aux  crimes  le 
rattraperont… ! 
2/  Logique  vietnamienne  d’annexion  de  territoire.  Le  Vietnam  communiste  est 
obligé  de  soutenir  les  traîtres  Hun  Sen,  Chea  Sim,  Héng  Samrin…,  le  PPC  et  la  2ème 
monarchie.  Il  échoua  avec  les  républicains,  puis  avec  Pol  Pot...  Il  a  pleinement 
réussi  avec  Sihanouk et  Hun  Sen.  Il  tentera  par  tous  les  moyens  d’acheter  les 
services d’autres futurs khmers traîtres… 
I‐Stratégie Gagnant‐Gagnant de Hun Sen. 
Hun  Sen  l’a  répété  inlassablement  à  la  nation  sa  politique    gagnant‐gagnant! 
En clair, c’est sa stratégie de division pour gagner et servir le Vietnam, par tous 
les  moyens  (coups  d’état,  trahison,  assassinats,  corruptions,  achats  de  voix, 
débauches  d’opposants,  fraudes  électorales,  corruptions,  intimidations  et  voire 
élimination physique des opposants considérés hélas comme ennemis...).  
En  décrétant  le  7  janvier  1979  comme  journée  de  sa  2ème  naissance,  faisant 
ainsi  oublier  l’Accord  de  Paris  du  23  octobre  1991,  on  y  discerne  la  signature 
caractéristique  de  Hanoi  utilisant  la  force  sur  le  terrain  et  les  négociations 
internationales pour arriver à ses fins. Contre les Français,  pour prendre Diên Biên 
Phu en 1954. Contre  les Américains, pour prendre Saigon en 1975. Quant à l’Accord de 
Paix de Paris du 23 Octobre 1991, le Vietnam n’en a cure!.  
Cette constance historique de l’annexion des territoires khmers par le Vietnam 
remonte à l’origine de la création du parti communiste indochinois en 1951, incluant  
les  partis  communistes  khmer(  ancêtre  du  PPC),  lao  et  vietnamien,  dans  le  noir 
dessein  de  construire    l’Indochine  sous  sa  domination!  A  sa  victoire  le  17  avril 
1975, l’aile nationaliste Pol Pot refusa la cession du territoire khmer (Koh Tral…) 
au  Vietnam,  déclenchant  le  courroux  de  Hanoi  et  la  guerre  de  punition  contre  le 
régime Pol Pot renégat. Les traîtres Hun Sen, Chéa Sim et Héng Samrin, et autres Pen 
Sovann… rentrèrent imbécilement dans ce jeu annexionniste longtemps tendu par Hanoi. 
Des  témoignages  de  Pen  Sovann,  le  1er  premier  ministre  (1979‐81)  de  cette  équipe 
traître  à  Pol  Pot,  l’ont  confirmé.  Hanoi    élimina  le  1er  ministre  Chan  Sy  (1981‐85) 
par  empoisonnement(?),    et  jeta    Pen  Sovann    en  prison  pendant  10  ans  et  52  jours. 
Seuls  Hun  Sen,  Chéa  Sim,  Héng  Samrin,  Keat  Chhon,  Hor  Namhong,  Sim  Ka,  Ouk  Bun 
Chhoeun,  …  refusèrent  de  s’en  affranchir,  acceptant  de    parachever  le  travail  de 
traîtres  à  la  nation,  craignant  leur  mort  certaine  en  cas  de  refus  à  l’instar  du  
Chan Sy  et  Pen  Sovann…  Curieusement,  Sihanouk  et  sa  famille,  monarchistes, traîtres 
et  charognards,  se  rangèrent  têtes  baissées  dans  cette  trahison  volontaire, pour 
pouvoir s’asseoir sur leur 2ème trône ! 
Dans la Révolution du Lotus, le peuple khmer refuse catégoriquement à payer au 
Vietnam  cette  dette  colonialiste  de  cession  de  territoires  et  de  vietnamisation 
ethnique imposée à l’équipe des traîtres Khmers rouges et monarchistes de tous bords! 
De  Gaulle  fit  appel,  le  18  juin  1940,  à  ses  alliés,  les  USA,  le  Canada, 
l’Angleterre…, d’aider la France à se libérer de l’Allemagne nazie. Après, les Etats 
Unis n’exigèrent pas le rattachement d’une portion quelconque de territoire français 
aux USA! Du 17 avril 1975 au 7 janvier 1979, le régime Pol Pot naguère frère de Hanoi 
a commis plus de 3 millions de morts. Après le 7 janvier 1979, Hanoi et l’équipe du 7 
janvier  1979  en  ont    rajouté  énormément  dans  l’opération  k5  (1984‐86).  Combien  de 
victimes  succombées dans cette  déforestation et  de  construction  de  Murs  de  bambous, 
dans des zones très boisées et inhospitalières  où sévirent mines anti‐personnelles, 
paludisme, malaria,… et famine : au bas mot, de dizaines ou de centaines de milliers?  
Sans mentionner les tributs de guerre constitués de trésors et patrimoines khmers que 
les  troupes  vietnamiennes    transportèrent  chez  eux,  lors  de  son  invasion(12,250 
tonnes  d’or  et  2  tonnes  de  diamants,  d’après  Pen  Sovan),  Hanoi  poursuivit  la 
liquidation du peuple khmer et de ses frères‐ennemis du clan Pol Pot, pour supprimer 
des témoignages de crimes de guerre et génocide. Sans la condamnation internationale 
du 23 octobre 1991, le Vietnam aurait déjà annexé totalement et irréversiblement le 
Cambodge  dans  sa  Fédération  indochinoise.  Le  7  janvier  1979  fut  juste  une  leçon  de 
correction  du  maître  Hanoi  adressée  à  Pol  Pot  pour  sa  trahison,  et  non  un  acte  
humanitaire du Vietnam vis‐à‐vis du peuple khmer. Hanoi organisa a posteriori la mise 
en scène propagandiste trompe‐l’œil montrant ses marionnettes Hun Sen, Chéa Sim, Héng 
Samrin… comme héros de la soi‐ disant guerre civile khmère. Historiquement, les Pol 
Pot,  Nuon  Chéa,  Khieu  Samphân,  Ieng  Sary,  Ieng  Thirith…  et  les  Hun  Sen,  Chéa  sim, 
Héng Samrin… étaient  tous des criminels du génocide et des créatures de Hanoi!.  
II. Stratégie Perdant‐Perdant de l’Opposition. 
Alors  que  le  PPC‐Hun  Sen  et  le  Vietnam  sont  en  train  de  terminer  secrètement 
le bornage et la démarcation de frontières, je trouve  surréaliste et inconscient le 
débat  des  opposants  politiques  sur  des  avantages  ou  du  manque  à  gagner  pour  des 
partis  d’opposition  voulant  participer  à  tout  prix,  unitairement  ou  en  rangs 
dispersés,    aux  élections  futures.  Ce  serait  juste  le  jeu  de  démocratie  de  façade 
pour grappiller quelques sièges à l’Assemblée Nationale ou au Sénat, pour du gagne‐
pain politique. Il leur serait plus judicieux de s’unir avec le peuple pour chasser 
d’abord les Vietnamiens et exiger le départ de l’état PPC‐Hun Sen. D’ailleurs, ils y 
ont  déjà participé à quatre reprises depuis 1993: et ils ont tous perdu et n’ont pas 
pu libérer notre patrie!   
L’urgence  du  peuple  khmer,  c’est  de  se  débarrasser  immédiatement  du 
colonialisme vietnamien pour recouvrer l’indépendance de sa patrie. Pourquoi attendre  
que  l’opposition  politique  gagne  d’abord  des  élections  dans  ce  royaume  déjà 
profondément  vietnamisé  militairement,  administrativement  et  ethniquement?  Cette 
stratégie‐suicide mettant la charrue avant les bœufs, le Vietnam est en train de la 
maîtriser  mécaniquement  et  structurellement  pour  coloniser  notre  pays.  Avec  la 
nouvelle règle majoritaire de 50%+1 de sièges à l’Assemblée Nationale (votée par Sam 
Rainsy !), quels que soient les résultats aux élections, le Cambodge restera toujours 
vietnamisé.  Sihanouk  n’a‐t‐il  pas  renouvelé  son  soutien    éternel  au  PPC‐  Hun  Sen 
jusqu’à sa mort ? Lors du 32ème  anniversaire du 7 janvier 1979, son fils Ranaridh en 
a profité pour faire une basse allégeance à Hun Sen. La seule  et unique voie  qui 
reste au peuple,  c’est de libérer d’abord sa patrie de ses propres mains! 
En  l’absence  d’instances  nationales  neutres,  indépendantes  garantissant  la 
justice,  la  sécurité  et  la  liberté d’expression,  toutes  les  élections n’y  reflètent 
plus la volonté du peuple. La Tunisie et l’Egypte, deux états pourtant indépendants, 
nous ont bien montré  l’inutilité de ces suffrages dans des régimes contrôlés par le 
parti‐état:  les  victoires  des  élections  présidentielles  ou  législatives  fabriqués 
d’avance, y frôlent souvent des chiffres de 90%. Depuis 1998, c’est le même phénomène 
qui se produit au Cambodge. L’opposition bien que respectueuse de la Constitution et 
royaliste,  y  est  naïve  voire  complice:  elle  se  contente  juste  d’une  minorité  des 
sièges,  laissant  ainsi  le  temps  au  Vietnam  de  s’y    consolider  politiquement  et 
ethniquement.  
Sans  rébellion  pour  la  libération,  le  Cambodge  restera  toujours  dans  les 
griffes  de  Hun  Sen  et  du  Vietnam  soutenu  par  cette  2ème  monarchie.  Hun  Sen  s’y  est 
déjà  préparé  en  donnant  le  feu  vert  à  Ranarith,  un  pion  minable  sans  aucune  valeur 
ajoutée ni pour la morale, ni pour la démocratie, ni pour l’indépendance nationale. 
Comme  traître  et  dictateur,  Hun  Sen  profite  impunément  de  la  richesse  du  Cambodge, 
pour  s’enrichir  personnellement,  et  se  renforcer  politiquement,  servant  ainsi 
l’ambition  annexionniste  du  Vietnam.  Ces  traîtres  et  corrompus,  dont  plusieurs 
centaines avec rang de ministres et des dizaines de milliers comme  conseillers, ne 
savent rien faire autre que de transformer leurs postes en fonds de commerce pour la 
corruption et s’enrichir aux dépens de la nation!  
III. Stratégie de Libération et de Démocratie. 
Dans  cet  état  dictatorial,  libérer  le  Cambodge  du  Vietnam,  c’est  se  libérer 
d’abord de cette 2ème monarchie et de l’équipe khmère rouge traître du 7 janvier 1979. 
L’objectif urgent du MLDK, c’est l’annulation immédiate de tous les traités injustes 
imposés par le Vietnam dès son occupation du 7 janvier 1979. Abattre ce régime ou ne 
plus le reconnaître, c’est la seule solution   pour stopper légitimement le bornage 
et la délimitation de frontières pour les rendre illégaux internationalement.  
Pour  y  arriver,  la  Révolution  du  lotus  prône  le  boycott    des  toutes  les 
élections  dont  des    législatives  pour  signifier  à  ces  traîtres  qu’ils  ne  recevront 
plus de pouvoir du peuple pour nous trahir ! Sans cette délégation du pouvoir par le 
peuple, les traîtres agiront  dans l’illégalité.  En effet, quelque soit le parti qui 
gagnera  aux  élections  ‐  le  PPC  ou  le  PSR  ou  le  PDH  ‐    le  Vietnam  consolidera  son 
occupation  au  Cambodge,  militairement,  administrativement,  économiquement    et 
ethniquement. Ne pas participer aux élections, c’est participer à libération de fait 
de  notre  Patrie  par  la  démocratie !  Hun  Sen  n’osera  pas  commettre  de  répression  à 
huis clos à la Pol Pot, pour nous écraser, parce que nous n’irons pas voter!. 
Dans  cette  Révolution  du  lotus,  nous  ne  faisons  plus  la  guerre  sale  de 
libération comme au 20ème siècle qui tuait toujours des petits gens!  
En voici les 4 étapes: 
1. Eliminer la colonisation vietnamienne,  
2. Abattre la dictature du parti‐état PPC‐Hun Sen fantoche de Hanoi,  
3.  Choisir  un  régime  par  référendum  qui  puisse  répondre    aux  aspirations  du 
peuple dans le contexte du monde moderne,   
4.  Laisser  au  peuple  khmer  le  libre  choix  de  ses  dirigeants,  dans  la  vraie 
démocratie électorale.  
Chers compatriotes, 
La « Révolution du Lotus », c’est comme la vague de protestation, grossissant 
de jour en jour, et qui pourra atteindre la taille du tsunami capable d’emporter sur 
son  passage  et  la  vietnamisation  et  la  dictature  de  Hun  Sen.  Le  MLDK  n’est  pas  un 
parti  politique  appartenant  à  un  individu.  Il  est  un  mouvement  de  tout  un  peuple 
baptisé  « Révolution  du  Lotus ».  Il  n’est  pas  un  mouvement  terroriste ni  xénophobe. 
C’est  le  mouvement  d’un  peuple  souverain  voulant  exercer    librement  son 
autodétermination.  
Au nom du peuple, pour le peuple et par le peuple, « Révolution du Lotus » a 
le droit de : 
1/  Déclarer  la  guerre  contre  le  parti‐état  PPC  et  Hanoi    qui  poursuivent 
toujours leur travail de colonisation et de vietnamisation du Cambodge.   
2/  Exiger  du  parti‐état  PPC  la  cessation  immédiate  de  son  travail  de  bornage 
clandestin de frontière avec le Vietnam.   
3/  Exiger  du  parti‐état  PPC  des  explications    sur  l’immigration  illégale  des  
vietnamiens au Cambodge. Combien y sont‐ils actuellement ( 6 ou 7 millions ?). 
4/  Exiger  du  parti‐état  PPC  des  explications  sur  des  fraudes  électorales 
organisées, par l’inscription des Vietnamiens sur la liste des électeurs comme s’ils 
étaient  des  Cambodgiens.  Combien  y‐a‐t‐il  de  Vietnamiens  immigrants  possédant  la 
carte d’électeur (4 ou 5 millions )?  
5/ Exiger du parti‐état PPC  des explications sur la  cession  au Vietnam des 
territoires appartenus à notre Patrie bien avant son arrivée au pouvoir.    
6/ Exiger de Sihamoni, Sihanouk et sa famille des explications sur les raisons   
de  leur  signature  du  traité  additif  2005  et  de  la  non‐annulation  des  traités  1979, 
82, 83, 85, au mépris de l’Accord de Paris du 23 octobre 1991. Juste pour que Hanoi 
et les Khmers rouges traîtres maintiennent  en vie leur 2ème monarchie? 
7/  Exiger  des    dirigeants  de  la  2ème  monarchie  (Ranaridh,  Sam  Rainsy,  Kem 
Sokha,  Chéa  Sim,  Héng  Samrin  et  autres  députés,  sénateurs,  vice‐premiers

Sous  la  colonisation  vietnamienne  actuelle,  toute  participation  aux  élections 
organisées par le parti‐état PPC sera  considérée par « Révolution du Lotus »   comme 
acte de trahison et de collaboration avec le régime fantoche et traître. « Révolution 
du Lotus » préconise d’abord la destruction  de ce parti‐ état fantoche en abattant 
ses  instances  et  institutions  dirigées  par  le  PPC  qui  de  plus  en  plus  violent,

The Lotus revolution: Hun Sen, Get out! Vietnam, Go 
home!  
 
  
There  are  2  emergencies  for  Cambodia:  free  its  territories  and  to  get  rid  of 
Vietnamese illegal immigrants to recover its Independence, and provide for its people 
Democracy. More than 32 years already that the Vietnamization  and the Dictatorship 
of Hun Sen took root, and this despite the Paris Agreement on  October 23, 1991! Due 
to  very  structured  CPP‐Hum  Sen  Dictatorship,  supported  by  the  Viet  Nam  and  the  2nd 
Sihanouk  Monarchy,  only  the  popular  rebellion  or  Lotus  Revolution  will  be  able  to 
overcome the oppressive regime and traitor.

 A / 1  emergency: Liberation.  
1 / Historical role of March 18, 1970. 
Remember the context of March 18, 1970, to better understand the great danger 
of disappearance of Cambodia and its nation. August 14, 1969, Sihanouk, caught in the 
toils  of  clandestine  aid  to  the  Viet  Cong  to  use  khmer  territory  (  Ho  Chi  Minh 
tracks)  to  defeat  the  South  Viet  Nam,  told  Lon  Nol,  Sirik  Matak  to  form  a  Rescue 
Government  and  asked  them  to  deliver  his  poorer  Kingdom  afloat  economically  and 
trodden  under  foot  by  the  Viet  Cong.  January  6,  1970,  to  leave  them  a  free  hand, 
Sihanouk was left in France, officially to care. March 8, 1970, the Vietcong massive 
presence  was  signaled  in  the  rice  fields  of  Svay  Rieng  province.    The  Rescue 
Government  lost  its  control  over  March  11,  1970  anti‐Vietnamese  demonstrations 
triggering some international disapproval. Sihanouk made volte face to come to terms 
with  Asian  Communists  Chou  En  Lai  and  Pham  Van  Dong,  but  disrespectful  of  the 
sovereignty and the neutrality of his Kingdom. He entered full foot in the Vietnamese 
trap of the annexation of Cambodia under the identity of the Indochina dominated by 
Hanoi. March 18, 1970, Khmer National Assembly with its 92 members have unanimously voted the destitution 
of Sihanouk .  And October 5, 1970, the first Khmer Republic was proclaimed.  On April 17, 1975, the day 
of the victory of the Khmer Rouge Pol Pot and the start of the genocide, marked the 
1st  grand  step  in  this  attempt  of  annexation.  But  Pol  Pot  did  not  the  ear  heard. 
There  was    the  war  between  Hanoi  and  Pol  Pot  when  the  Viet  Nam  demanded  him  the 
annexation of Koh Tral (or Phu Quoc) and other islands. The upset Viet Nam decided to 
purchase a treacherous group of Khmer Rouge to hunt the nationalist Khmer Rouge Pol 
Pot of Chinese obedience. January 7, 1979, Hanoi saw its expansionist dreams realize  
officially claiming to be able to hunt Pol Pot to save the Khmer people! He presented 
to  the  international  community  a  group  of  treacherous  Khmer  Rouge  composed  of  Pen 
Sovann, Chan Si, Chea Sim, Héng Sam Rin, Hun Sen as liberators. Sihanouk, Son San and 
deposed  Pol  Pot  joined  forces  with  the  support  of  the  international  community, 
including  China,  to  counter  Vietnamese  invaders  and  managed  to  keep  the  seat  of 
Cambodia at the United Nations. The United Nations  decided to intervene by a Peace 
Agreement in Paris, on  October 23,1991, so that Cambodia found its sovereignty and 
that  its  people  can  exercise  and  enjoy  human  and  democratic  rights.  But,  it  was  to 
underestimate  the  ambition  of  Hanoi,  although  signatory  to  this  agreement,  that 
continues unabated its strategy of annexation and ethnic and territorial colonization 
of Cambodia, leaving forgotten clauses of the Paris agreement. The Viet Nam used the 
other chord to buy Sihanouk, with the restoration of his 2nd monarchy in 1993 without 
the  advice  of  the  Cambodian  people.  Thus,  despite  his  defeat  in  the  elections  of 
1993,  by  the  initiative  of  Sihanouk,  Hun  Sen  was  appointed  2nd  Prime  Minister  who 
staged  a  coup  of  5‐6  July  1997  to  resume  all  the  powers  and  serve  the  Viet  Nam 
unimpeded.  All  the  Khmer  leaders  fooled  and  treacherous  thought  not  to  cancel  the 
1979,82,83,85 Treaties to recover the sovereignty of their country. Finally, Hun Sen 
demanded by force the signatory of 2005 additive Treaty by King Sihamoni, brandishing 
the  threat  of  abolition  of  this  2nd  monarchy  in  the  event  of  refusal.  Due  to 
successive  rigged  legislative  elections,  the  CPP‐Hun  Sen  and  the  Viet  Nam  control 
today firmly Cambodia, politically, economically, militarily and ethnically. Cambodia 
is  no  longer  Khmer  nation:  everything  is  controlled  by  tentacle  arm  of  Hanoi.  The 
Viet  Nam  had  not  actually  evacuated  Cambodia  as  he  did  believe  the  international 
community in 1989, by demonstrating to the international media the departure of her  
troops from Cambodia!  
2 / Lotus Revolution. 
Who can Liberate Cambodia? It will not be Hun Sen, the puppet of the Viet Nam. 
This  is not  the  2nd  monarchy  Sihanouk,  currently  at  the mercy  of  Hun Sen.  This will 
not be political opposition parties cash always participate in all future elections… 
To  hunt  Vietnamese,  first  we  must  to  get  rid  of  CPP‐Hun  Sen,  this  2nd  Sihanouk 
monarchy  and  these  parties  of  the  political  sycophants.  Hun  Sen  prefers  leave  the 
power in the way of Ben Ali, or the Mubarak or the Gaddafi? Preferred Hanoi evacuate 
Cambodia  to  stampede  as  the  Americans  and  the  French  evacuated  the  Viet  Nam, 
respectively in 1954 and in 1975? Sihamoni will choose to abandon his monarchy in the 
way  of  Louis  XIV?  The  Communist  Viet  Nam  shall  immediately  make  sovereignty  in 
Cambodia, as did the USSR to the Lithuania, the Latvia and the Estonia… Without Hun 
Sen, without this 2nd monarchy and sycophant politicians, Cambodia will not have had 
the  Viet  Nam  as  a  colonizer  of  today.  In  accordance  with  the  Paris  agreements  of  
October 23, 1991, the Viet Nam must evacuate immediately Cambodia and let its people 
choose  freely  and  democratically  their  fate,  in  peace,  stability  and  respect  for 
human rights.  
To  make  immediately  illegal  the  current  border  demarcation  between  Cambodia 
and the Viet Nam, "The Lotus revolution” declares not to recognize the legitimacy of 
the  traitor  regime  of  January  7,  1979  installed  in  Cambodia  by  the  Viet  Nam.  In 
virtue  of  this  decision,  Var  Kim  Hong  must  stop  immediately,  on  the  ground,  the 
boundary and the canvassing of the borders of Cambodia with the Viet Nam, developed 
by  Hanoi  and  executed  by  the  CPP,  based  on  the  treaties  1979,  82,  83,  85  and  the 
additive  2005  Treaty.  "The  Lotus  revolution”  refuses  to  recognize  the  new  map 
developed by companies chosen recently by Cambodia's Hun Sen and the Viet Nam to edit 
their work of surveying and demarcation. »   
Var  Kim  Hong  and  the  Government  of  Hun  Sen,  in  the  total  of  their  actions 
opacity,  feel  never  responsible  before  the  people  claiming  the  explanation  on  area 
and the number of villages lost, after the illegal implantation already carried out 
over more than half of these bounds (on a total of 375) by the Viet Nam, on the long 
common border of 1270 km. However, they fall always on the Vietnamese side, playing 
their  roles  as  traitors  to  the  nation  and  counsel  for  the  colonizer,  despising  the 
people,  never  taking  pains  to  explain  to  Parliament,  nor  to  the  opposition,  or 
discuss  with  the  militants  and  activists  of  borders,  and  threatening  even  to 
prosecute justice! Hun Sen warned the defenders of the fatherland, holders or not of 
parliamentary immunity, not to characterize him, and his accomplices, as traitors to 
the nation! Otherwise he lay them in prison!.

 B / 2  emergency: the Human rights.  
Make  the  exercise  and  enjoyment  of  the  Human  rights  possible  and  available 
immediately to the people of Cambodia, in accordance with the Paris Agreement and the 
Charter of United Nations. Modern Cambodia is not need from Hun Sen, a former khmer 
rouge becoming  five‐ star General, to be able to enjoy human rights. Why this regime 
refused leave to a women's association to bring together 4,000 participants in Phnom 
Penh,  March  8,  2011,  at  the  100th  anniversary  of  the  International  Day  of  women?  At 
the beginning of the 21st century, after having lost the Cochinchina on June 4, 1949, 
and  paid  more  than  3  million  victims,  in  the  April  17,  1975  ‐  January  7,1979 
genocide, the khmer people no longer wants to relive another colonialism or another 
dictatorship. He had enough of the treason of Hun Sen and Vietnamese colonization!  
 The  oppression  of  Ben  Ali  in  Tunisia  lasted  only  23  years  old!  The  Egyptian 
people,  after  18  days  of  protest,  was  able  to  demand  the  departure  of  Mubarak  in 
power for more than 30 years. Yemeni President Ali Abdullah SALEH has decided to not 
bequeath  power  to  his  son,  nor  to  represent  in  the  presidential  election  in  2013. 
Cambodia  is  unfortunately  already  annexed  territorially  and  ethnically  by  the  Viet 
Nam,  with  the  help  and  the  betrayal  of  the  CPP‐Hun  Sen  and  this  2nd    Sihanouk’s 
monarchy.  The  regime  drastically  reduced  the  area  of  freedom  and  the  exercise  of 
human  rights.  Events  with  prior  authorization  are  limited  to  200  people  and 
immobilized within isolated land! For 32 years, Hun Sen always moves with its special 
body guard (5 to 7000 people) whose son Hun Manet is Deputy Commander. This same son 
and General recently promoted to two stars is also the Deputy Commander of the army 
already led by CPP generals very close to HUN SEN. The anti‐terrorist mobile unit is 
also under command of his offspring Hun Manet. The police is entrusted to his nephew 
in  law  Net  Savoeun…  And  this,  not  to  mention  business  links  all  over  the  place, 
family  relations,  in  marriages  of  children  in  his  family  clan  with  progeny  of  such 
placed very senior leaders Sok An, Cham Prasidh... Cambodia is already becoming the 
private property of the State party CPP‐Hun Sen. Mr. Brad Adams, Executive Director 
of  Human  Rights  Watch  and  Global  Witness  denounced  openly  this  control,  triggering 
Tith  Sothea  rage.  This  Hun  Sen  watchdog  dealing  with  Brad  Adams  of  Bandit 
international, ignorant, blind and useless! Tith Sothea, Khieu Kanharidh, Cheam Yeap, 
Phay Siphan and other watchdogs…, do always their work of lawyers of the regime CPP‐
Hun Sen, to finalize the Vietnamization of Cambodia at the end of 2012. But when the 
House  of  their  master  Hanoi‐Hun  Sen  will  burn,  these  guard  dogs  will  take  flight 
before the departure of the master! Recently, the CPP has concocted a bill limiting 
the freedom of NGOs, triggering a public outcry of civil societies and some foreign 
embassies including that of the United States. However, by providing aid of all kinds 
to the derelict Khmer population living in misery, injustice and dictatorship, these 
NGOs has nothing requested financially to this regime!  
 C / CPP‐Hun Sen’s Dictatorship & Vietnamization.  
Two logical take Cambodia's throat.  
1  /  Hun  Sen’s  Logic  of  power  partnering  with  local  and  foreign  mafias 
plundering  the  wealth  of  the  Kingdom  to  accumulate  and  secure  their  assets  (Mong 
Rithy,  Lao  Meng  Khin  &  Yeay  Phu,  Ly  Yong  Phat,  Sok  Kong,  Sok  An,  Cham  Praseth…). 
These  former  Khmer  Rouge  and  associated  benefit  from  treason,  dictatorship  and 
corruption widespread, throwing a few crumbs of their colossal in charity wealth (Bun 
Rany Hun Sen Cambodian Red Cross or King Sihamoni), instead of paying taxes and the 
State Fund. These corrupt abandon this tiny part of their badly gained wealth in the 
construction  of  pagodas,  schools  known  for  their  names…  to  redeem  their  bad  minds. 
Social justice, without the real policy of distribution of wealth of the State, has 
suffered  greatly.  The  thugs  and  new  rich  received  bonus  of  Samdech,  Ek  Uddam,  Lok 
Chumteav,  Oknha  titles,  senators,  parliamentary,  vice‐Prime  Ministers,  Ministers  of 
State, consultants etc. They will buy again and again of the electoral votes! Hun Sen 
will  not  accept  losing:  he  will  get  caught  by  all  his  personal  problems  related  to 
the crimes …! 
2  /  Vietnamese  logic  of  annexation  of  territory.  The  Communist  Viet  Nam  is 
required  to  support  the  traitors,  Hun  Sen,  Chea  Sim,  Heng  Samrin…,  CPP,  2nd  
monarchy. It failed with the Khmer Republicans, then with Pol Pot... It fully managed 
with Sihanouk and Hun Sen. It will try by all means to purchase the services of other 
future Khmer traitors… 
 I. Hun Sen win‐win strategy. 
Hun Sen repeated endlessly to the nation his win‐win policy! In clear, this is 
his strategy of division to win and serve the Viet Nam, by all means (coups d’état, 
treason,  murder,  corruption,  purchases  of  voice,  debauchery  of  opponents,  electoral 
fraud,  corruption,  intimidation  and  even  physical  elimination  of  opponents 
unfortunately considered enemies...).  
In  decreeing  January  7,  1979  as  their  2nd  birth  day,  thus  making  forget  the 
Paris  agreement  of  October  23,  1991,  one  discerns  the  characteristic  signature  of 
Hanoi using force on the ground and international negotiations to achieve her goals. 
Against the French, to seize Dien Bien Phu in 1954. Against the Americans, to seize 
Saigon in 1975. As the peace of Paris agreement of 23 October 1991, the Viet Nam did 
cure!  
This  constancy  of  the  annexation  of  the  Khmer  territories  by  the  Viet  Nam 
historically dates at the origin of the creation of the Indochinese Communist Party 
in  1951,  including  the  Khmer  Communist  parties  (ancestor  of  the  CPP),  lao  and 
Vietnamese, in the dark purpose to build Indochina under his domination! A victory on 
April 17, 1975, nationalist wing Pol Pot refused the surrender of the Khmer territory 
(Koh Tral…) to the Viet Nam, triggering the wrath of Hanoi and the war of punishment 
against  the  regime  of  renegade  Pol  Pot.  The  traitors,  Hun  Sen,  Chéa  Sim  and  Héng 
Samrin,  and  other  Pen  Sovann…  stupidly  returned  in  this  annexationist  game  long 
stretched by Hanoi. The testimony of Pen Sovann, 1st Prime Minister (1979‐81) of this 
treacherous team to Pol Pot, was confirmed. Hanoi eliminated 1st Prime Minister Chan 
Sy  (1981‐85)  by  poisoning  (?),  and  threw  Pen  Sovann  in  prison  for  10  years  and  52 
days. Only Hun Sen, Chéa Sim, Héng Samrin, Keat Chhon, Hor Namhong, Sim Ka, Ouk Bun 
Chhoeun,...  refused  to  be  freed,  agreeing  to  complete  the  work  of  traitors  to  the 
nation, fearing their certain death if they refused following the example of Chan Sy 
and  Pen  Sovann…  Curiously,  Sihanouk  and  his  family,  monarchists,  traitors  and 
scavengers,  sided  heads  lowered  in  this  voluntary  betrayal,  to  sit  on  their  2nd 
throne! 
In the Lotus revolution, khmer people categorically refuse to pay to Viet Nam 
this colonialist assignment of territories and ethnic represented debt imposed on the 
team of the Khmer Rouge traitors and monarchists from all sides! De Gaulle appealed, 
on 18 June 1940, his allies, the USA, the Canada, England…, to help to free  France  
from the Nazi Germany. After, the United States demanded not connecting a portion of 
any French territory in the USA! From April 17, 1975 to  January 7, 1979, the Pol Pot 
regime,  once  brother  of  Hanoi,  has  committed  more  than  3  million  deaths.  After 
January 7, 1979, Hanoi and the January 7, 1979 Khmer rouge team have added enormously 
in the k5 operation (1984‐86). How many victims succumbed in this deforestation and 
construction  of  walls  of  bamboo,  in  very  forested  and  inhospitable  areas  where 
antipersonnel  mines,  malaria,  malaria,  and  famine  came:  the  low  word  of  tens  or 
hundreds  of  thousands?  Not  to  mention  tributes  of  war  consisting  of  treasures  and 
Khmer  heritage  those  Vietnamese  troops  carried  home,  during  their  invasion  (12.250 
tons  of  gold  and  2  tons  of  diamonds,  Pen  Sovan  revealed...),  Hanoi  continued 
liquidation  of  the  khmer  people  and  his  brothers‐enemies  of  the  Pol  Pot  clan  to 
remove  evidence  of  war  crimes  and  genocide.  Without  international  condemnation  of 
October  23,  1991,  the  Viet  Nam  have  already  annexed  completely  and  irreversibly 
Cambodia in its Indochina Federation. 7 January 1979 was just a lesson in correction 
of Hanoi master addressed to Pol Pot for his betrayal, and not a humanitarian act of 
the Viet Nam to the khmer people. Hanoi organized a posteriori propaganda staged Sham 
showing its puppet Hun Sen, Chéa Sim, Héng Samrin… as hero of the self ‐ saying Khmer 
civil war. Historically, Pol Pot, Nuon Chéa, Khieu Samphan, Ieng Sary, Ieng Thirith… 
and  Hun  Sen,  Chéa  sim,  Heng  Samrin…  were  all  criminals  of  the  genocide  and  the 
creatures of Hanoi!.  
 II. loser‐loser strategy of the Opposition. 
While  the  CPP‐Hun  Sen  and  the  Viet  Nam  are  completing  secretly  the  post 
implantation and demarcation of borders, I find surreal and unconscious the debate of 
political  opponents  on  benefits  or  the  shortfall  for  opposition  parties  wanting  to 
participate at any price, in unity or scattered ranks, in future elections. It would 
be just the game of democracy facade to grab a few seats in the National Assembly or 
the Senate, for political livelihood. It would be better to unite with the people to 
hunt first the Vietnamese and demand the departure of the CPP‐Hun Sen State. Indeed, 
they already participated four times since 1993: and they have all lost and could not 
liberate our homeland!  
The  urgency  of  the  Khmer  people  is  to  get  rid  immediately  of  Vietnamese 
colonialism  to  recover  the  Independence  of  their  homeland.  Why  wait  that  the 
political  opposition  wins  first  of  elections  in  this  Kingdom  already  deeply 
Vietnamized  militarily,  administratively  and  ethnically?  This  suicide  strategy 
putting  the  cart  before  the  horse,  the  Viet  Nam  has  its  control  mechanically  and 
structurally to colonize our country. With the new majority rule of 50% + 1 of seats 
in  the  National  Assembly  (passed  by  Sam  Rainsy!),  whatever  the  results  in  the 
elections, Cambodia will be always Vietnamized. Has Sihanouk not renewed its eternal 
support  for  PPC  ‐  Hun  Sen  until  his  death?  In  the  32nd  anniversary  of  January  7, 
1979, his son Ranariddh took the opportunity to make a low allegiance to Hun Sen. The 
single  track  which  remains  to  the  people    is  to  free  their  homeland  with  their  own 
hands first! 
In  the  absence  of  neutral,  independent  national  instances  guaranteeing 
justice, security and freedom of expression, all elections don’t reflect any more the 
will  of  the  people.  The  Tunisia  and  Egypt,  two  yet  independent  States,  have  well 
shown  us  the  futility  of  these  votes  in  regimes  controlled  by  the  State  party: 
victories of presidential or legislative elections made in advance, there often verge 
on  figures  of  90%.  Since  1998,  it  is  the  same  phenomenon  which  occurs  in  Cambodia. 
The  opposition  while  respectful  of  the  Constitution  and  royalist  is  naive  or  even 
complicit:  it  simply  has  just  a  minority  of  seats,  leaving  time  to  Viet  Nam  to 
consolidate their politically and ethnically.  
Without rebellion for liberation, Cambodia will remain always in the claws of 
Hun Sen and the Viet Nam supported by this 2nd monarchy. Hun Sen is already prepared 
by giving the green light to Ranarith, a cheap pawn without any added value neither 
for  the  moral,  neither  democracy  nor  for  national  independence.  As  a  traitor  and 
dictator,  Hun  Sen  takes  with  impunity  the  wealth  of  Cambodia,  to  enrich  himself 
personally, and to strengthen politically, thus serving the annexationist ambition of 
the Viet Nam. These traitors and corrupt, including several hundred with the rank of 
Ministers  and  the  tens  of  thousands  as  advisors,  can't  do  anything  other  than  to 
transform their positions in business for corruption and enriching themselves at the 
expense of the nation!  
 III. Strategy of liberation and democracy. 
In this dictatorial State, to free Cambodia from Viet Nam, is to break this 2nd  
monarchy and January 7,1979 treacherous Khmer Rouge team. The urgent goal of the LDKM 
is the immediate cancellation of all unfair treaties imposed by the Viet Nam from her  
occupation  of  7  January  1979.  Shoot  this  regime  or  no  longer  recognize  it,  is  the 
only solution to legitimately stop the surveying and the delimitation of borders to 
make them illegal internationally.  
To  do  so,  the  Lotus  revolution  advocates  boycott  of  all  elections  including 
the  legislative  in  order  to  tell  these  traitors  they  won’t  receive  any  more  power 
from  the  people  to  betray  us!  Without  this  delegation  of  power  by  the  people,  the 
traitors will act illegally. Indeed, whatever party wins the elections ‐ the CPP or 
SRP  or  HRP  ‐  the  Viet  Nam  will  consolidate  its  occupation  in  Cambodia,  militarily, 
administratively,  economically  and  ethnically.  Do  not  participate  in  the  elections, 
is participating in fact of our homeland liberation by democracy! Hun Sen will dare 
not commit of repression behind closed doors in the Pol Pot way, to crush us, because 
we'll do not vote!. 
In this Lotus Revolution, we make over the dirty war of liberation in the 20th 
century which still killed small people!  
Here are the 4 steps: 
1. Eliminate Vietnamese colonization  
 2. Shoot down the dictatorship of the party‐State CPP‐Hun Sen puppet of Hanoi  
3. Select a regime in a referendum that can respond to the aspirations of the 
people, in the context of the modern world  
4.  Leave  the  Khmer  people  free  to  choose  its  leaders,  in  a  true  democratic 
election.  
Dear compatriots, 
The  "Lotus  Revolution"  is  like  the  wave  of  protest,  magnifying  from  day  to 
day,  and  who  can  reach  the  size  of  the  tsunami  capable  of  carrying  through  and  the 
vietnamization  and  Hun  Sen’s  dictatorship.  The  LDKM  is  not  a  political  party 
belonging  to  an  individual.  It  is  a  movement  of  an  entire  people  called  "Lotus

sovereign people to freely exercise self‐determination.  
In  the  Name  of  the  people,  for  the  people  and  by  the  people,  "Lotus 
revolution" has the right to: 
1 / Declare war against the State party PPC and Hanoi who continue their work 
of colonization and vietnamization in Cambodia.  
2  /  Require  party‐State  CPP  immediate  cessation  of  its  work  of  clandestine 
demarcation of border with Viet Nam.  
3  /  Require  party‐State  CPP  explanations  on  the  illegal  immigration  of 
Vietnamese in Cambodia. How many are they currently (6 or 7 million?). 
4  /  Require  party‐State  CPP  explanations  on  electoral  fraud  organized  by  the 
inclusion  of  the  Vietnamese  people  on  the  list  of  voters  as  if  they  were  of 
Cambodians.  How  many  are  there  Vietnamese  immigrants  with  the  voter's  card  (4  or  5 
million)?  
5 / Require party‐State CPP explanation of the transfer to the Viet Nam of the 
Territories belonged to our country well before his arrival in power.  
6  /  Require  Sihamoni,  Sihanouk  and  his  family  explanation  of  the  reasons  for 
their signing of the Treaty additive 2005 and of the 1979, 82, 83,85  treaties  non‐
cancellation,  despite  the  Paris  agreement  of  23  October 1991.  Just  that  treacherous 
Hanoi and the Khmer Rouge keep alive their 2th monarchy? 
7  /  Require  leaders  of  the  2nd    monarchy  (Ranariddh,  Sam  Rainsy,  Kem  Sokha, 
Chéa  Sim,  Héng  Samrin  and  other  deputies,  senators,  Vice‐Prime  Ministers...) 
explanations on the rationale of their regime, their acceptance of vote for the 2005 
additive  Treaty,  and  their  1979,  82,  83,85  treaties  non‐cancellation,  despite  the 
October 23, 1991 Paris agreement. Just to cling to power? 
Under current Vietnamese colonization any participation in elections organized 
by  CPP  party‐State  will  be  considered  by  "Lotus  Revolution"  as  Act  of  treason  and 
collaboration  with  the  puppet  and  traitor  regime.  "Revolution  of  Lotus"  first 
advocates the destruction of this party ‐ puppet State , cutting down its bodies and 
institutions  run  by  the  CPP  that  more  and  more  violates  ,  impedes  or  restricts  the 
exercise of human rights... All means (actions against Vietnamese settlers, civil or 
military  and  their  interests  in  Cambodia  ...)  must  be  immediately  implemented!  The 
union  between  the  Diaspora  and  the  Khmer  people  of  the  Interior  shall  be  without 
fault.
