Ithas been an honor to work with you to serve the residents of the State of New York. During my
time with you, we have made extraordinary strides deploying innovative IT solutions across the
State enterprise that helped propel New York to the forefront of our emerging digital society.
As a team, we met many of our challenges head on to deliver better government services through
the use of technology. Your managers diligently worked to create a more agile, more cost-
efficient, more citizen centric, more transparent and more accountable State agency. | want to
express a heartfelt thank you for rising to the challenge time and time again.
| could not be prouder of the accomplishments CIO/OFT achieved. Our achievements are the
result of your efforts, and | am deeply grateful to each of you for your many contributions. We
moved New York State to the forefront of the New Innovation and Digital Economy by raising
New York State's national and global IT rankings in the National Digital States Survey from #18
{C-) in 2007 to #5 (8+) in 2010, evidence that our hard work to creatively use technology to
better serve New Yorkers is paying off! Working in collaboration with our State agency
partners, we increased the State's citizen self-service e-government applications online by 48
percent, giving people access to a wider array of government services in a convenient way.
Together, we raised the level of MWBE participation for technology procurements from less than
1% in 2007 to over 21% in 2010, exceeding our aggressive agency goal of 20% by 2010.
These are [ust « few of the many initiatives and achievements in which | om grateful to have
played a role with you.
