See ere a |ARRESTED | COMPLAINT |11/18/2007 |11:41:00 [ORDER IN/NOTICE TO APPEAR raise 2917.11 Mi | DISORDERLY CONDUCT Narrative On 11/18/2007 while on a traffic crash a call of a female at post wanting to place her tyr old in the care and custody of the Police Department. The Complainant/Caller told dispatch she no longer wanted the child and Children's Services would not take him. I cleared the crash once the injured female was removed from the scene. While enroute to 3035 Olive Rd, crews already on the scene were reporting the female would not release the child. She was also reported as attempting to leave the scene, and had become combative towards Officers. Not being on the scene, | made a request over primary for the Officers to make every effort not to taser the female. Upon my arrival at the Police Department | observed Officer McGill holding the tyr old boy, and Officer Wilmer was on the ground with his taser deployed. As | exited my cruiser | was advised she had been drive stunned once. | then assisted Officer Wilmer in getting the female later identified to me as Valreca Redden in custody. When | arrived | made contact with a female subject. | asked the female what was going on. The female, visibly upset, stated that she was tired of playing games with her childs father and she stated that she did not want the child anymore. | attempted to ascertain what exactly was going on from the female but all she would say was “are you going to take my baby or not?" | again attempted to ask the female what was going on and she stated “are you gonna interrogate me or are you gonna take my baby?" 1 asked the female if she had identification on her so that | could verify her identity. The female stated that | did not need to see her identification and asked again if | was going to take her baby from her. | advised the female that | would as soon as. she showed me her I.D. and | could verify that the child was in fact hers. The female became more upset and began to walk away. Due to the females emotional state and the fact that she had stated that she did not want the child anymore | was afraid of what the female might do to the child. | attempted to stop the female by grabbing her arm. The female swung her left arm in an attempt to make me let go. Since the female had the child in her hands | let go and gained control of the child. The female began to thrash violently. | grabbed the female by the back of her coat and attempted to subdue her while she was still thrashing until Ofc. McGill arrived on the scene. When Ofc. McGill arrived on the scene I handed him the child and took the female to the ground in an attempt to get her into hand-cuffs and under control. While on the ground the female continued to thrash her arms and resist. | told the female several times to place her hands behind her back and to stop fighting. The female continued to resist. | again told the female to place her hands behind her back or she would be tased. The female continued to resist. | removed the cartridge from my taser and placed the Taser on the back of the females neck | again told her to stop fighting or she would be tased. The female did not comply. | activated my Taser in a drive stun fashion for the pre-set five seconds. The female then put her hands behind her back. ‘Sgt. Wright arrived on the scene and assisted me in placing the female into custody. The female was identified as Valreca Redden. Redden's child was taken inside by Ofc. McGill. Children Services was also called by Sgt. Wright.
