To note information and, if interested,complete on-line Fellowship Nomination FormSir/Madam,I have the honour to refer to the jointly established ICAO-Republic of KoreaDeveloping Countries Training Programme, which is sponsored by the Office of Civil Aviation,Ministry of Land, Transport and Maritime Affairs (MLTM) and the Korea International CooperationAgency (KOICA) and administered by ICAO’s Technical Co-operation Bureau.I
am pleased to announce that in 2011, under the above Programme, training will beoffered to 201 participants from developing States in eleven areas. Details on the courses offered aswell as the terms and conditions applied for these fellowships are explained in the
Attachment A
. Itis important to note, however, that course content and course delivery are outside the Organization’spurview and hence the sole responsibility of the MLTM. Applicants are required to complete theon-line Fellowship Nomination Form atwww.korea-ftp.org, user ID:

 In August 2009, the Government of the Republic of Korea (ROK) and ICAO signed aMemorandum of Understanding (MOU) to jointly establish a Fellowship TrainingProgramme for Developing Countries with plans to train over 390 aviation personnel fromICAO Contracting States over a 3-year period from 2010 to 2012. In accordance with thisMOU, the ROK will invite 201 trainees from developing countries in 2011 to participate inbelow courses with the aim of promoting balanced development of international civilaviation.

KCATCThe Civil Aviation Training Center (KCATC) of Korea Airports Corporation was establishedin 1984 with UNDP and ICAO aids for improvement of technical expertise to contribute tothe safety in and development of the civil aviation industry. KCATC offers specializedtraining courses for domestic and international trainees in an effort to foster global-mindedhuman resources experts in the air navigation system, airport management and operation, airtraffic control and other fields in the aviation industry. Since 2001, the center hasimplemented annual international training programs for 398 aviation personnel.KCATC is staffed with excellent instructors and equipped with state of the art, practicaltraining facilities. Trainees will be staying in KCATC dormitory and will have access to itsamenities including a movie theater, singing rooms, and gym for their enjoyment. Meals willbe served buffet style so that trainees from different countries can choose from a variety of food choices to suit their tastes.TrainingFacilities
 EquipmentNew international training center with the most advanced facilitiescompleted in April 2009. Twelve lecture rooms, air traffic control &aviation facility laboratories, and seminar rooms are fully equipped withaudio-visual aids such as beam projectors and video presentation aids.Training equipments and electronic calibrators are provided for everycourse to allow practical training: 2 DVOR, 2 ILS, 3 DME, 1 trail air trafficcontrol simulator, 1 GPS training equipment, and 30 calibrating equipmentsincluding oscilloscopes and spectrum analyzers.Dormitory All trainees will be staying in dormitories equipped with air conditioningand heating, and served buffet style meals that different nationalities canenjoy. Gym, movie theater, and music rooms are also available free of charge for the trainees' use.
IIAC Aviation AcademyIIAC Aviation Academy is a new training facility for aviation expertise established by IIACin 8 June 2008. With the newest facilities a comfortable and convenient training environmentis provided. Located only 40 minutes away from Seoul and accessible by Airport Highway,trainees can reach Seoul without any traffic congestion.
