We are deeply concerned about the lack of accountability in Sri Lanka. Amnesty International has received
consistent, credible reports that both the Sri Lankan government and the opposition Liberation Tigers of Tamil
Eelam (LTTE) committed violations of human rights and international humanitarian law, including war crimes,
during the final months of the war in Sri Lanka in 2009. The LTTE used civilians as human shields and shot
civilians who tried to flee the war zone. The Sri Lankan armed forces launched indiscriminate attacks on areas
densely populated by civilians. For lasting peace in Sri Lanka, the perpetrators of these crimes must be brought
to justice.

The Sri Lankan government has a poor record of effectively investigating human rights abuses, as documented
in Amnesty International’s reports. An independent, international investigation into reports of violations of
human rights and international humanitarian law, including war crimes, by both sides during the war is needed.
We respectfully request that the United States government take immediate steps to support the establishment by
the United Nations of such an independent, international investigation and cooperate with its operation.
