Eversince1965,whenCongresspassedtheElementaryandSecondaryEducationAct,thefederalgovernmenthaspouredbillionsofdollarsintopubliceducation.TheNationatRiskreport,issuedin1983,indicatesthatallthatmoneynotonlydidnotimprovepubliceducationbutprobablycontributedtoitsdecline.Since1965manyotherfederalprogramshavebeenaddedtotheESEA.Andwheneveranewbillion-dollarprogramisadded"anewbureaucracyisneededtoadministerit,therebygreatlyincreasingthecostofgovernment.In1979,theU.S.DepartmentofEducationwascreatedtohandleallofthisfederalgiving.ButonethingtheDOEhasn

tdoneisprovidetheAmericanpeoplewithaneasy-to-read-and-unders1:andaccountingofwhereallofthismoneyisgoing,howit
is
beingspent,andwhetherornotitisdoinganygood.FortunatelywehavereceivedfromwashingtoncopiesoftheDOE'sAnnualEvaluationReportsforthefiscalyears1982,1983and1986.These600-pagedocumentslistallofthefederalleducationprograms,theyearlyappropriations,theprogramgoals,etc.Someofthesemulti-million-dollarprogramsaredescribedintwoorthreepages,providingscantyinformationabouttheireffectiveness.We'velistedoverahundredoftheseprogramsinthisreporttogiveyouanideaofwhatyourtaxmoneyisbeingspenton.Thesumsinvolvedaresometimesmind-boggling.We'vealsodonesomethingthatnooneelse,noteventhefederalgovernment,hasdone:addeduptheappropriationsofeachprogramovertheyearssothatonecanseehowmuchmoneyhasbeenpouredintoaspecificprogramfromitsinceptiontothepresent.J!..syouwillnotice,fewprogramsareevertermi-nated.Infact,itisestimatedthattheDepartmentofEducationbudgetin1988willbeitshighestyet,inthe2:0-to21-billion-dollarrange.Eventhoughagoodmany,ifnotall,ofthesefederalprogramsareneitheressentialnorwise,anysuggesticlIlsofcuttingorendingthemsendseducatorsintoparoxysms.Infact,theeducato]cscomplainthattheyaren'tgettingenough.Butiftheycan'tdeliverexceLl.encewiththebillionstheynowhave,itisacer-taintythattheywon'tbeable
