For four months following June 2010, theKashmir valley was torn by mass protests– locally called the uprising or
intifada
–which were met with overwhelming forceby Indian security forces. Curfews andclosures were frequent, often shadinginto each other. Well over a hundred werekilled, most of them students and youth.Hundreds were injured, many of thempossibly incapacitated in one way or theother for life. Those killed and injuredcould have been active protesters, butalso those who just happened to beat the wrong place at the wrong time.But there are also cases, as this reportpoints out, where mourners and evenpeople engaged in daily activities have
been indiscriminately red upon. Anindependent fact-nding team went to
the Kashmir valley at the end of Octoberto go into the totality of the situation,principally to inquire into the causesfor the unconscionably large number of deaths that have occurred in this phase of mass agitation. The present report dealswith various facets of the situation thatcivilians in the Kashmir valley faced in aseason of unabated turmoil.
