What is gained with open data, what is lost with closed data, and what are the best practices for
governments and organizations? Moderated by Martin Tisne, Transparency and Accountability
Initiative
• Why should think tanks and advocacy groups care about open government data?
(Jonathan Gray, Open Knowledge Foundation) This short talk will provide a succinct
introduction to the phenomenon of open government data, with reference to projects and
initiatives that have sprung up around the world in the last two years. In particular it will focus on
why developments in this area may be relevant to advocacy groups and think tanks.
• Right to Information and Right to Reuse (Helen Darbishire, Executive Director, Access
Info Europe) This short talk will cover issues related to open data and right to information laws,
looking at copyright, data formats and reuse.
• Data.gov: Moving Datasets Online (John Wonderlich, Policy Director, Sunlight
Foundation) This short talk will discuss Sunlight Foundation’s work on data.gov, with lessons
learned.

1:15-2:15 Organizational marketplace – Each participant will be given opportunity to present their
organization. This will be done in an exhibition style, and no separate oral presentations are requited.
Participants should bring publications (books, reports, studies, policy briefs, newsletters and other
relevant material) produced by their think tanks, posters, laptops with short presentation or any other
presentation that would be self-explanatory to visitors, pictures from their events, T-shirts and any
other material that depicts the work of their organization to other participants present at the seminar.
2:15-2:45 An Abecedary of Civic Hackerdom (Tony Bowden, International Agitator, mySociety) In this
short talk, Tony Bowden will discuss some of the lessons he's drawn from the past 18 months of
working as mySociety's international agitator and mentor on technology and democracy projects
across Central and Eastern Europe. mySociety has pioneered the use of technology in the UK to bring
citizens and organizations closer to holding their government to account, through such projects as
FixMyStreet, WhatDoTheyKnow (FOI requests), and TheyWorkForYou (parliamentary monitoring).

3:00-5:00 Introduction to information visualization – (Marek Tuszynski and Tom Longley, Tactical
Technology Collective) In this session, Tactical Tech's Marek Tuszynski and Tom Longley will lead
participants through different ways that data and information have been presented visually as part of
campaigns to create change. They'll look at key elements of successful visualization and insightful
advocacy that participants can take into their work. Expect a highly participatory session full of
exercises, discussion and examples from around the world.
Followed by a small group discussion on what think tanks currently do with data

Evidence-based advocacy - Marek Tuszynski and Tom Longley, Tactical Technology Collective (TTC)
Getting data can be hard work, but using it effectively to create change is still the biggest challenge. In this workshop
participants can learn about approaches to analyzing and presenting data which are focused on the needs
campaigning and advocacy. It will also look at different ways that think tanks can make their data more accessible to
advocacy groups, and work with them to keep their campaigning grounded in the facts.
Tech project management - Aaron Presnall, Jefferson Institute
So, you have a great idea and a committed donor, but managing a tech project can sometimes seem intimidating. It
shouldn't be. This workshop will cover top 10 mistakes to avoid on a non-profit technology project, and its corollary
list of top ten best practices.

Internationalizing WhatDoTheyKnow: Making public the FOI request process - Tony Bowden, mySociety
In this session, Tony Bowden will walk participants through WhatDoTheyKnow, mySociety's public FOI request portal,
looking at some of the key design, usability, technical, and philosophical issues raised in creating such a site. He will
also cover their new Alaveteli (http://alaveteli.org/) project that aims to produce an internationalized, flexible version
of WhatDoTheyKnow by working with partners implementing FOI request tools in their own countries. The remainder
of the session will be spent discussing project strategies and technology issues with participants interested in
exploring similar projects for their own country, or looking to learn more about the topic.
Making sense of spending data - Jonathan Gray & Friedrich Lindenberg, Open Knowledge Foundation
This session will focus on how digital tools can be used to explore and analyze spending data and budgetary
information, with a particular focus on data acquisition, data cleaning, and data visualization. It will start with a brisk
overview of several Open Knowledge Foundation projects which enable users to visually explore spending
information, including Where Does My Money Go? and Open Spending, and will explain the Foundation's vision and
roadmap for future work in this area. There will then be an opportunity for participants to discuss how they are
interested in using spending data, and to receive advice about tools and projects which may be relevant to them.
Data discovery and reuse - Jonathan Gray & Friedrich Lindenberg, Open Knowledge Foundation
How can advocates find and reuse datasets that are useful to them? This session will walk participants through the
process of identifying, acquiring, cleaning up and republishing information they need, with reference to a variety of
new tools and technologies that might be helpful along the way.
Open government data in your country - Jonathan Gray & Friedrich Lindenberg, Open Knowledge Foundation
This session will be an opportunity for participants to discuss laws, policies and practices related to accessing and
reusing public information in their country. Discussion will focus on opportunities for government or citizen driven
open government data initiatives.
Online Legislative Accountability - Ellen Miller & John Wonderlich, Sunlight Foundation
New websites and projects are bringing public scrutiny and reporting to the legislative process in a way that was never
possible before. Sunlight’s Ellen Miller and John Wonderlich will show tools they’ve helped create to track the US
Congress’s business as it is conducted, and also to the powerful influences applied to it. The presentation will explain
what is necessary in order to build such a site, and share Sunlight's experience in planning similar projects. To include:
OpenCongress.org, GovTrack.us, Congress and RTCongress (Mobile Apps), Sunlight Labs API, Expenditures Databases,
and ReadTheBill.org.
Government Spending Tracked - Ellen Miller & John Wonderlich, Sunlight Foundation
Government spending is increasingly being posted online, by governments and by NGOs alike. The Sunlight
Foundation has created and funded numerous projects to track government grants and contracts, and helped to
create accountable spending decisions, and evaluate failures in spending tracking systems. The presentation will
include how to approach the decision to develop a spending tracking site, and the potential benefits and pitfalls in
pursuing such a project. To include: FedSpending.org, USASpending.gov, ClearSpending.com, and Recovery.gov.
Geospatial tools and policy data - Aaron Presnall, Jefferson Institute
Maps can be powerful and participatory tools for telling complex stories buried in data, and for engaging your
community in that story. This workshop will walk through some highlights of the expanding universe of interactive
map visualization tools, and the Jefferson Institute's experiences using them.

Ellen S. Miller is the co-founder and executive director of the Sunlight Foundation, a Washington-based, non-partisan
non-profit dedicated to using the power of the Internet to catalyze greater government openness and transparency.
She is the founder of two other prominent Washington-based organizations in the field of money and politics -- the
Center for Responsive Politics and Public Campaign -- and a nationally recognized expert on transparency and the
influence of money in politics. Her experience as a Washington advocate for more than 35 years spans the worlds of
non-profit advocacy, grassroots activism and journalism. Ms. Miller’s work has recently been featured in
Washingtonian Magazine (“100 Tech Titans,” May, 2009), Fast Company, (“The Most Influential Women in
Technology,” January, 2009), WIRED Magazine (“15 People The Next President Should Listen To,” October, 2008), The
Chronicle of Philanthropy (“Seeking Online Exposure,” January, 2008). Ms. Miller also served as Deputy Director of
Campaign for America's Future, the publisher of TomPaine.com and a senior fellow at The American Prospect. She

John Wonderlich is the Policy Director for the Sunlight Foundation and one of the nation's foremost advocates for
open government. John spearheads Sunlight's goal of changing the government by opening up key data sources and
information, to make government more accountable to citizens. He is one of the foremost authorities on transparency
policy, from legislation and accountability in Congress to ethics and information policy in the executive branch.

Tony Bowden is the international agitator for mySociety, the UK-based organization that created TheyWorkForYou,

He has been building web sites since before Netscape existed, and founded several of Northern Ireland’s leading

Jonathan Gray is Community Coordinator at the Open Knowledge Foundation. He studied Philosophy at Corpus Christi
College, Cambridge University, Social Sciences at the Open University and is currently doing research in the German

Helen Darbishire, Executive Director of Access Info Europe, is a human rights professional specializing in access to
information, freedom of expression and media freedom. Helen has extensive experience of working to promote the
right to information globally, including by assisting drafting and promoting implementation of access to information
laws in Europe, Latin America, and Africa. She is a founder and current chair of the Freedom of Information Advocates
Network. Helen's human rights experience spans 20 years. She has worked with Article 19 (London and Paris, 1989-
1998) and the Open Society Institute (Budapest and New York, 1999-2005) and as a consultant with inter-
governmental organizations (including UNESCO, Council of Europe, OSCE, and World Bank). She has published and
lectured widely on freedom of expression, access to information, human rights and democratization. She holds a
degree in History and Philosophy of Science (Psychology and Philosophy) from the University of Durham, UK. She
speaks English, French and Spanish. Helen is based in Madrid, Spain.

Tom Longley - Tactical Technology Collective http://www.tacticaltech.org/team


Tom Longley is Tactical Technology Collective’s Program Lead for Visualizing Information for Advocacy. Tom's work
has focused on the documentation and analysis of large scale human rights violations and the effective use of
technology to aid this. Before joining Tactical Tech, Tom was project manager at Human Rights Information and
Documentation Systems (HURIDOCS), where he managed the development of the OpenEvSys rights violation

database. He has extensive field work with NGOs in Kosovo, Sierra Leone, Zimbabwe, Cambodia and others on the

Marek Tuszynski - Tactical Technology Collective http://www.tacticaltech.org/team


Marek Tuszynski is the Co-Founder and director of programs and technology at Tactical Technology Collective. Marek
has been working to help advocates use technology since 1995. In the mid-nineties he co-founded the International
Network of Contemporary Art Centers and worked with others to create a television program about independent
culture in Poland. He was director of the Stefan Batory Foundation’s Internet program (Warsaw), sat on the board of
Klon/Jawor (a research and infrastructure NGO) and The Second Hand Bank. Marek worked as a consultant to many
funding agencies focusing on information and communication strategies for civil society in Central Asia.

Aaron Presnall, Director of Studies, Areas of Interest: Regulatory processes; informal economies; European transition
states; democratization; trade as an instrument of growth. Dr. Presnall is a political economist specializing in issues of
banking and telecommunications regulatory transition, and the roles of information and participatory politics in
regulatory outcomes. In addition to scholarly works and popular opinion pieces, he has written on the business and
political environment of Europe for the Economist Intelligence Unit, the United Nations Development Program
(UNDP), and numerous private and governmental organizations in Europe and the United States. He has an extensive
background in project development and management and has short and long term work experience in most countries
of Southeast and Central Eastern Europe. Before joining the Jefferson Institute, he served with the EastWest Institute
for seven years in Prague, then in Belgrade as EastWest’s Regional Director of Southeast Europe. He earned a Ph.D. in

Jacek Kucharczyk - Member of Think Tank Fund Sub-Board

Jacek Kucharczyk is Research Director at the Institute of Public Affairs, one of Poland's leading policy institutes, and a
Board Member of the newly established European Partnership for Democracy (EDP) in Brussels. He is also one of the
founders of the Policy Association for an Open Society (PASOS), an association of think tanks from Central and Eastern
Europe and Central Asia. He received his PhD in Sociology in 1999 from the Institute of Philosophy and Sociology of
the Polish Academy of Sciences. Prior to that, he was a fellow at the Graduate Faculty of the New School for Social
Research in New York (1994-1995). He also holds an MA in Philosophy from the University of Kent at Canterbury and
an MA in English Studies from Warsaw University.

In the 1980s, Kucharczyk was active in Poland's underground student and publishing movement, and today he is the
author and editor of numerous policy briefs, articles, reports and books on democratic governance, foreign policy, EU
integration and transatlantic relations. His publications include: Bridges Across the Atlantic, Learning from the
experience of West-European think tanks, Democracy in Poland 2005-2007, and, most recently, Democracy's New
Champions. European Democracy Assistance after EU Enlargement. He also frequently comments on current domestic
and European affairs and political developments for Polish and international media.
