n 2009, the Department o Deenseoperated nearly 70,000 lodging rooms— similar to hotel rooms — and spentnearly $1 billion to operate them. Yet many o the Army lodging acilities were not inthe best o condition and were deicient inmany lie-saety and critical system areas.Since August 2009, exciting progress hasbeen made to upgrade the lodging at 10Army installations — about 3,200 rooms— through the Privatization o Army Lodging program. About 5,000 roomsat 11 other installations, as announcedon Sept. 23, 2010, will be added to theprogram this calendar year, once approvedby Oice o Management and Budget.PAL is committed to providing theconvenience and consistency o consumer-branded hotels at avorable rates with thecomorts o home and the conveniences o the oice. PAL is based on the successulstructure and lessons learned during theprivatization o military Family housing,called the Residential CommunitiesInitiative program. The national team developed duringthe RCI program employed its experienceand expertise to leverage governmentacilities to raise private unds to improveon-post stays. The team is led by thedeputy assistant secretary o the Army orinstallations, housing and partnerships andincludes members rom the InstallationManagement Command and the Oice o the Assistant Chie o Sta or InstallationManagement, who protect and advocateor the installations’ needs, and the U.S.Army Corps o Engineers, who providereal estate, environmental and counselsupport.Ater a competitive selection processorganized by the national team, the Army entered into a lease with Rest Easy LLC toprivatize the irst 10 installations. The lease will be amended this year to add the next11 installations.Rest Easy LLC is a joint venture o two entities that are uniquely and highly qualiied to provide the right mix o proiciencies and know-how to solve Army lodging problems. Actus Lend Lease hasbeen involved in designing, renovatingand building military Family housing ormore than 30 years and is the managingmember in six o the Army’s RCI projects.InterContinental Hotels Group, the mostglobally diversiied hotel company inthe world, is the hotel operator or theprogram. Existing and new acilities willbe brought up to the operating standardso the IHG’s Holiday Inn Express,Candlewood Suites and Staybridge Suitesbrands.Under the lease, Rest Easy LLC has theresponsibilities to manage, inance, build,renovate, maintain and operate the lodgingacilities. Rest Easy LLC earns income by charging a daily room rate to guests, butin accordance with the lease, on averageacross the portolio, this rate must be lessthan 75 percent o the General ServicesAdministration’s per diem lodging rate.Rest Easy LLC immediately set aboutcorrecting commercial code noncomplianceissues and overhauling the mechanical,electrical and plumbing systems o theexisting inventory o the irst group o installations in 2009. Once the amendedlease agreement is executed, Rest Easy LLC plans to inance and invest $250million in development and constructionservices on the irst group o installationsand another $350 million in the nextgroup.Rest Easy LLC and their hotel operator,IHG, strive to bring the convenienceand consistency o consumer-brandedhotels while providing a guest experiencespecially tailored or Army travelers. Theircommitment is evident in the high level o guest services now oered at IHG Army Hotels.Complimentary breakasts are providedto registered guests in the great room o each central hotel building. Conciergeservices are located in the central hotel o each installation and oer services designedto welcome and meet the inormationalneeds o registered guests. On mostinstallations, a regularly scheduled courtesy shuttle service provides transportation within the installation seven days a week. The hotels provide ree laundry acilitiesor registered guests and complimentary high-speed Internet access. Most lodgingacilities are pet riendly. Moreover, whenmilitary members and civilians stay at anIHG Army Hotel, they are eligible to earnpoints in the corporate reward system, which are redeemable at IHG hotels worldwide. The irst o group o installations tohave their lodging privatized, known as“Group A,” includes Forts Rucker, Ala.;Leavenworth, Kan.; Riley, Kan.; Polk, La.;Sill, Okla.; Hood, Texas; Sam Houston, Texas; and Myer, Va.; along with FortShater-Tripler Army Medical Center,Hawaii; and Yuma Proving Ground, Ariz. The second group o PAL installations,known as “Group B,” includes FortsBelvoir, Va.; Bliss, Texas; Buchanan,Puerto Rico; Campbell, Ky.; Gordon,
