LABOUR POLICY 2010

 INTRODUCTION OF LABOR POLICY

 LABOUR POLICY is about the protection of

rights of labor.
 Since independence, some labor policies have
been announced by the government in the years
1955, 1959, 1962, 1972, 2002
and 2010.
LABOR POLICY
ISSUE

Workers’ right to form unions and unions should be protected and

an institutional framework be made available to foster close
cooperation between workers and employers at establishment
level.
 NATURE OF ISSUE

The issue comes under Universal Issue

According to the universal issue condition the people from the
all walk of life are affected by the problem. The labor
community makes 46 million part of nation. Any decision
against them impacts the people in all the walk of life.
According to the second condition of the universal issue this
issue is changes with the economic and political condition.
Our issue is labor unions which are widely affected by the
economic situation of the country. And the last that the media
gives special coverage with the issues and fully cover the
stories.

Incremental Model

Incremental model is applicable on this policy because

labor policy 2010 is the continuation of its previous labor
policy 2002. The labor policy of 2010 is the second type
of incremental model in which previous policy is
implemented with little modification.
 Agenda Setting

Level of Agenda Setting

There are two levels of agenda setting:-

 Selection of objectives and issues for attentions.

 Selection of attributes for thinking.

Selection of objectives and issues for attentions

In this step the government identifies the problem that

Pakistan economy and productivity is not good. One of
its reasons is that the relationship between the labor and
the establishment are not good. . Lab or workforce from
all the walk of life is insecure about their jobs. Until they
are not satisfied, their productivity in their jobs can not be
increased.
Selection of Attributes for Thinking

In this step the government has taken step or action

according to the demand of labor. The purpose of
introducing this objective is that to limit the behavior of
labor unions in a legal way and to develop a healthy
relationship between the workforce and the owners.

This is an “Outside Initiative Model” because issue arises

from non governmental groups.
 Streams
Problem Stream
Our issue is workers have a right to form unions and unions
should be protected. Government is giving suggestions
and taking some actions but due to unstable political
conditions in the country, the problem is still there and
due to these reasons employees are less motivated in their
work. As a result a relationship of uncertainty exists
among the government, the workforce.
 Policy Stream
Policies include wide variety of ideas generated by specialist
actors within policy communities. Our policy
communities consist of labors , industrialist, business
man, factory owners, labor ministry and their ideas are
tested through hearings, newspapers, electronic media
and if the policy proposals are not consistent with the
value of labor ministry. They are also less likely to be
considering for adoption.
Political Stream

Political streams consist of three elements:

National mood
It means that a group of people think on a common line. The all labor
community think that their rights should be protected and
government should have policy for their rights and the policy would
be regulate properly.

Pressure Groups
Pressure groups include labor which supports the behavior of all
workforce also provides signals to government to take action
according to the problem.

Administrative and Legislative

Administrative and legislative design a policy they have most impact on
agenda setting because they only bring the positive changes.
Window

Spill over Problem Window

The policy window is an opportunity for advocates of

proposals. It is the window in which issues are drawn into
already an open window which means a new window.

Organization Based Instruments
According to our issue type government does not
wait for the profitable sector to announce the
policy which is beneficial for both the sector labor
workforce. Therefore government itself
formulates the policy.
Authority Based Instruments
Government formulates the policy to protect the
labor unions then the policy is strictly regulated to
get the best possible results. If someone breaks it
must face the consequences.
Treasury Based Instruments
To keep a healthy relation with labors government gives
incentives to them.
 Substantive Constraints

The industrialists who are the big fishes they do not want at
any cost that the labor community gets stronger. They
possible they can create hurdles in the way of solution of
the labor union issue. Therefore the land lords, factory
owners and business are the technical type of substantial
constraints.

We apply “First order change” to our policy. In
Which only variable changes.

Federal and all provincial government of Pakistan.
Ministry of labor and man power (Pakistan).
Factors which can effect on the degree of freedom on

MICROLEVEL
Our policy comes under micro level because issues
related to our policy comes in micro level and
actions are involved if any issue arises the
government takes action regarding that issue. The
government has policy and actions have no world
wide effect.
 MODEL OF DECISION MAKING

Garbage Cane Model

In this model problem are solved on temporary bases. Our

issue falls in this model because when an issue arises in
labor community government solves them on momentary
bass. It gives allowances and incentives to them on short
term not make a police on it. Sort out adhoc solutions
instead of properly solve the issue. And in every issue the
actors are different.
