transition.ManyofBaltimore'soncemightyindustriesaregone.Thecityitselfhasstruggledwithunemploymentandadecliningpopulation.Despitethefactthatmorethan21percentofcityresidentslivebelowthepovertylinewhile16.4percentofthepopulationreceivessometypeofpublicassistance,theCityofBaltimoreandtheStateofMarylandcontinuetocreateandenforceregulationsthatstiflewould-beentrepreneurs,especiallythoseonthebottomrungsoftheeconomicladder.Thisreportaddressesthestateofentry-levelentrepreneurshipintheCityofBaltimore.Manysmallenterprises-insuchareasasvending,newsstandoperation,taxicabservice,andgarbagecollection-faceoppressivegovernmentregulationorevenoutrightprohibition.ThisreportcallsontheCitynottolosesightofindustrious,small-scaleentrepreneursstrugglingtosurvive
in
achangingBaltimore.
VENDING
Unlikenumerousothermunicipalities,theCityofBaltimoredoesnotplaceacaponthenumberofvendingpermitsitissues.Thislackofanartificial,and,inmanyinstances,arbitrarylimitonpermitsshouldopenanavenueofentryintothevendingbusiness.Butalthoughvendorsdonotfaceanumericallimitonentry,theyneverthelessfaceheavyfeesandnumerousregulationsimposedbyboththeStateofMarylandandtheCityofBaltimore.Todemonstratehowthesefeescanbeprohibitiveforanindustriousbutlow-incomevendor,considerthefactthatapushcartvendorwhosellsfoodmustpaycloseto$1,000inpermitsandfeestosetup.Thatisaboveandbeyondthecostoftheirwares.Inaddition,theCityalsoprohibitsvendorsfromthemostpotentiallylucrativemarketindowntown-theInnerHarborarea.Baltimore'sprohibitoryattitudetowardvendingintouristareasextendstovendingwithincityparks.Theseareamongthereasonswhyonlyabout60vendorscurrentlyoperateindowntownBaltimore.ThisreporturgestheStatetoremoveitselfentirelyfromtheregulationandregistrationofvendorsandallowlocalitiestoregulatevendingontheirstreetsinreasonablefashion.Inadditiontothesemoremodernvendors,Baltimore'shorse-pulledfruit-and-vegetablesalesmen,knownas"arabbers,"faceanuncertainfuture.City-imposedregulationsdemandedbyanimalrightsactivistsontopofintrusionsofmodernlifethreatentoeliminatethisentrepreneuralopportunity,whichtraditionallyhasbeentakenupbyAfrican-Americanmen.Today,onlyabout40arabberlicensesarecurrentlyissued.Yettheseindustriousindividualsrepresentahistoricallinktoaneraofmoresoundcommunitiesandtoastrongentrepreneurialethic,especiallyinareasofthecityplaguedbydrugsandurban
