district. After joining the 1996 defections he retained his rank of
general in the Cambodian army and was again assigned to Samiaut,
Battambang region,
Heder claims that evidence shows that these two ‘CPK Military
Division Chairmen ... were directly involved in the arrest and
transfer 19-21’ of soldiers from thelr divisions, and thatthe evidence
similarly suggests that both officials may be responsible for arrests
‘and executions perpettated by subordinates in their respective
Divisions.
Of the seven candidates cited by Heder, the other five were key
‘members of the Democratic Kampuchea regime, but these two senior
unllitary officers are less obvious suspects. One problem with including.
these two as prime suspects i that i extends the seope considerably.
