Of the seven candidates cited by Heder, the other five were key ‘members of the Democratic Kampuchea regime, but these two senior unllitary officers are less obvious suspects. One problem with including. these two as prime suspects i that i extends the seope considerably. beyond the highest bodies of the Centre, raising the question of hhow many others held equal rank and would therefore logically be Included as prime suspects. Its not cleat from thelr exposition that the crimes committed by these two were exceptional and, indeed, such expansion is the thrust of Heder’ latest work.
