Dear Secretary Clinton:
| appreciated the opportunity to discuss with you our international broadcasting
efforts at our budget hearing in March where you mentioned the important role the new
Broadcasting Board of Governors was playing in re-shaping our Internet, radio and television
efforts to connect with oppressed peoples around the world, Based on that, I wanted to take
this opportunity to send to you a follow-up Committee report that details our nation’s public
diplomacy and broadcasting efforts with China — perhaps the country with whom we have the
zreatest concem in these matters, especially given its blocking and censoring of the Internet.
It was as a result of many of the findings in this report that I wrote to you on
January 31, 2011, urging the State Department to shift funding — at least $8 million —to the
BBG in order to foster greater advances in Internet Censorship Circumvention Technology.
No doubt, the Department and USAID have significant functions to play in providing
training related to this issue. However, when it comes to fechnology, given their daily
struggles with China, Iran, Belarus, Syria, Venezuela and other closed societies, the BBG is
our government’s leading expert on getting through electronic firewalls.
It seems that both the House and Senate have agreed with this thinking and have
urged the Department to transfer even more money than my earlier letter suggested,
However, it appears that in spite of this high degree of Congressional interest, the
Department has apparently failed to follow this lead. Should Congress take more remedial,
legislative action?
