Developing Our Solutions Business
Central Government Office Building No. 7 PFI Project
This PFI (private finance initiative) project was undertaken to improve the Central
Government Office Building No. 7, which houses the Ministry of Education,
Culture, Sports, Science and Technology and the Board of Audit of Japan. The
BTO (build-transfer-operate) scheme is used for the design, construction,
maintenance, and operation of the building for a 15-year period, as well as
associated private facilities. The total floor area of the building is 230,000 m2.
Akabane Housing Project for Government Employees (PFI project)
This was the first PFI project undertaken by the government (Kanto
Local Finance Bureau). The nine-year project is being done for the
construction and maintenance of this housing for government
employees under the BTO scheme. There are 11 buildings in total
containing 425 residences, with a total floor area of 33,400 m2.

Kimitsu area waste treating and recycling project
This is the first waste treating and recycling plant in Japan to be operated as a "third sector"
project, with funding from private sectors through the PFI method. In 2002, Kazusa Clean
System Co., Ltd. began treating (melting) and recycling municipal solid waste generated by
four cities in the Kimitsu area. The company will operate this facility for more than 20 years.
Narumi Plant Construction and Operation Project Participating in Kita-kyushu Eco-town Project
in Nagoya City (PFI project) Waste is treated by Kitakyushu Eco Energy Co., Ltd.
