law-enforce-
mentofficers·.Whilebaseduponwell-establishedprinciplesofcombat,defensivetactics
is
notpo.ttemedafteranysinglesystemormethodof
self-defense
orhand-to-handfighting.Onthecontrary,simpleandeffectivemaneuversfromage-oldartsandsportssuch
as
judo,jiujitsu,savate,boxing,wrestling,roughandtumble,football,soccer,
and
fencing,havebeenselected,andwithsomevariations,moldedintoonesystemwhich
is
particularlyapplicabletotheworkoftheofficer.Anylawenforcementofficercanprofitbyacourseindefensivetactics.Theindividualwhopossessesaveragephysicalabilitycanlearn,throughconscientiouspractice,
to
perform
all
ofthetechniquesinaneffectivemanner.Theindividualwho
is
less
fortunatelyendowedfrom
a
phyaical
standpoint

B.PURPOSEOFDEFENSIVETACTICS
Thepurposeoftrainingindefensivetacticsis
to
improvetheskillandgeneral.efficiencyoftheofficerthroughspeedingupreflexaction,inspiringconfidenceandimpartingaknowledgeoftheprinciplesofcombat.WhlletheFBIandotherlaw-enforcementagenciesdonottolerateforce,duress,orbrutality,defensivetacticsprovidestheofficerwithscientificmethodsofapplyingsuchtacticswhichmightbenecessarytoprotecthimselfandatthesametimeassuremaintainingthecustodyofthepersonbeingarrested.

Extremecautionmustbeexercisedinpracticingandlearning
defensive
tactics.Manyofthemaneuversaredefinitelydangerousand

prac-ticedinahaphazardmannermayresultinsevereinjury.However,theriskofinjurycanbere-ducedtoaminimumbyobservingthefollowingsafetyprecautions:L

thefirstandthesecond.Thefirstphaseofanytechniqueconsistsofallthestepsorma-neuversnecessarytoplaceyouropponent
in
apositionwherehecanbethrownorhurtbytheapplicationofpressure.Theapplicationofpres-suresoastoinflictpainortheactualthrowingofyouropponentconstitutesthesecondphase.Thefirstphaseofanytechniqueisthemostimportantbecauseonceyouhaveyouropponentintheproperordesiredposition,itisaneasymattertoapplypressureorthrowhim.Conse-quently,
by
practicingonlythefirstphase,orbypracticingthefirstandsecondphasesseparately,defensivetacticscanbemasteredwithoomparativesafety.Thereareseveralsafetyprecautionswhichmustalsobeobservedintheactualuseofdefensivetactics.Attemptingtouseatechniqueorma-neuverwhichhasnotbeenthoroughlymastered
