On August 1, 2008 new teen driving laws will go into effect for 16- and 17-year-old drivers.These new laws are designed to keep you safe and to prevent accidents on the roadways.With tighter restrictions on teen drivers and tougher penalties, we hope you will understandthe serious responsibilities that come with getting a Connecticut driver’s license. Passingthe driver’s test alone does not mean someone is a good driver. Frankly, those habits takepractice to achieve.We hope all teen drivers enjoy this new and exciting opportunity in their life, but remember that laws, including speeding, reckless driving, cell-phone use, passenger restrictions andthe curfew must be obeyed. We expect you to develop the skills and confidence to becomesafe and responsible drivers. If not, there could be tragic consequences.Whether you are a new driver, an experienced driver or a parent of a teen driver, youshould know the rules of the road and the state’s motor vehicle laws and policies. Thisbooklet provides valuable information on both. If every motorist drove carefully,Connecticut roadways would be a safer place for all. Make it a goal to not only learn all of the new laws, but to also practice them.Highway safety is an issue many Connecticut drivers do not take seriously enough. this manual. This test will be administered prior to issuing any Learner’sPermit..
New for Learner’s Permit Holders

No CurfewHowever, permitholders must beaccompanied by alicensed instructor,parent(s), legalguardian or qualifying adult.
All Learner’s Permit HoldersWho Obtain a Permit ON ORAFTER AUGUST 1, 2008
In addition to classroom work,permit holders need at least 40hours of behind-the-wheeltraining before applying for their driver’s license. Also, parents or legal guardiansare required to complete a two-hour class concerning teendriving laws.
ALL LEARNER’S PERMIT HOLDERS REGARDLESS OFWHEN THEY RECEIVED THE PERMIT:For the entire time a driver holds a learner’s permit,
he or she may not have any passengers except for:
A licensed driving instructor giving instruction
OR
His or her parents or legal guardian, at least one of whom holds a valid driver’s license
OR
One person who is providing instruction and is at least20 years old, has held a driver’s license for four or more consecutive years and whose license has notbeen suspended during the four years prior totraining.
Please note: These restrictions before or after August 1 donot apply during the actual time when a learner’s permit holder is receiving specific instruction from a licensed driver instructor from a commercial driving school or driver education program.
