eblacks freed and equal as well. It is my wis

e country be reunited as quickly aspossible and order restored.

e Union.

en Percent Plan I must admitwas genius. It allowed a power s

ift to t

e Democratic side t

at was sorely needed.Wit

at plan, as soon as ten percent to people voted and swore loyalty, t

ey could bereadmitted to t

e Union and elect t

eir own state constitutions.

e Radicals did not atall agree wit

ed parties so many times and brokeloyalties to former friends. After
