Assistant Logistical Coordinator – Ngaoundere Regional Office

STATEMENT OF WORK
March 2011

The Assistant Logistician works under the supervision of the Administrative Officer and is responsible for
coordinating all aspects of support in the designated work area. The regional logistician provides administrative
and Volunteer support, emergency response and financial services. He/She will be based in the regional office
in Ngaoundere..

Administrative Duties
ƒ Maintains appropriate administrative documentation concerning PC programs and finances for the operation
of the Regional Office
ƒ In coordination with the Information & Technology Specialist, maintains the computer systems and the PCV
managed office in the region
ƒ Provides daily coordination, guidance and oversight to the regional driver and provides input to the AO for
annual evaluations and day-to-day management
ƒ Calculates interim cash advances to cover necessary general services purchases. Submits correct
documentation to the AO and Cashier in order to clear advances on a timely basis.
ƒ Coordinates with General Services Manager to monitor use of the PC vehicle based at the regional office for
administrative and programmatic functions
ƒ Operates Peace Corps vehicles for official purposes in a safe and appropriate manner, adhering to Peace
Corps’ policy and local laws
ƒ Serves as liaison with the utility companies and other suppliers of the regional office

IT support
- Very familiar with Microsoft Windows environment and able to:
• check server log, and if any errors, report to IT Specialist
• run patches and updates
• check any windows error messages on computers and report clearly to IT Specialist
• follow advice and guidelines given by IT Specialist over phone or email

- Very familiar with Microsoft Office Professional

- Very familiar with Internet environment and able to:

• use Internet in general as user


• able to check Internet modem and router status and report to IT Specialist
• able to check network switch status and report to IT Specialist
• able to measure internet bandwidth speed and report to IT Specialist
- Able to do a first level of computer and internet troubleshooting
- Able to deal with local IT technicians and vendors

Volunteer Support:
Safety and Security
ƒ Facilitate Safety & Security communication both internally and externally
ƒ Work as a major link between PC Cameroon main office and the GOC authorities during crises and/or
emergency situations,
ƒ Understand and implement appropriate actions (as defined in the Emergency Action Plan) in the event of an
alert, standfast, consolidation, or evacuation,
ƒ Update emergency locator files, and notify the S&S Coordinator, and AO or CD of changes required in the
Emergency Action Plan (EAP).
ƒ Meet with GOC police and/or gendarmerie officials and keep them up-dated on Volunteer sites,
ƒ in coordination with the S&S Coordinator inform the appropriate police or gendarme authorities of any
crimes or other security problems related to Volunteers,
ƒ Assess PCV housing during site visits, and coordinate with APCDs to resolve any housing issues
ƒ Provide information as appropriate to the Safety & Security Coordinator on transportation infrastructure
ƒ Assist in coordinating projects at the regional level
ƒ Advise/assist Volunteers with counterpart relations particularly with regard to administrative and logistical
issues.
ƒ Procures small quantities of office supplies as needed.

Site visits:
ƒ Provide routine support and help problem-solve situations
ƒ Coordinate staff site visits and prepare an agenda/itinerary for them.

Medical:
ƒ Maintain contact with the Medical Unit on PCV health issues (as confidentiality allows),
ƒ Maintain liaison between PCVs and assigned regional medical facilities (including lab-technicians and
clinics)
• Coordinate supplies distribution
• Help with medical emergencies
• Coordinate non prescribed (OTC) medications and medical consumable i.e. maintaining an inventory log

Program
ƒ Provide regional perspective and expertise to the Senior Staff for site selection
ƒ Provide support for APCD visits to region in terms of coordinating meetings with GOC, NGOs, and other
partners as well as coordinating with PCVs
ƒ Maintain as appropriate, regular contacts with NGO representatives, leaders in the area including
Governors, Prefets, Mayors, Chefs de Canton, and Chefs du Village
ƒ Provide regular reports to the Country Director, Program & Training Officer, and other appropriate Senior
Staff on project progress and issues.

Training
ƒ Provide coordination and administrative support for any training activities occurring in the Region including
language immersion during and immediately following PST, IST activities, and on-going language training.

Mail
ƒ Ensures that the Volunteer mail is sorted and properly distributed;
ƒ Maintains liaison with other staff for information dissemination, clearances, correspondence and related
procedures, instructions, etc.;
ƒ Distributes notices, cables, faxes, and other correspondence to individuals including the Country
Director as often as feasible.

Required Qualifications

Applicant must be a Cameroonian citizen, must not have been employed in intelligence-related activities, and must be able
to submit application that clearly documents how s/he meets each of the following qualifications:

ƒ University degree preferred OR the equivalent of education and experience


ƒ At least four years experience in activities noted in the basic function
ƒ Fluent in English and French with excellent communication skills in both;
ƒ Solid experience with Microsoft Word, Excel
ƒ A valid Cameroon driver's license;
ƒ Experience working with Peace Corps Volunteers or in international agencies;
ƒ Fluent in Fulfulde
ƒ Good counseling skills
ƒ Must have a demonstrated ability to be effective in a fast paced work environment with minimum
supervision.
