PURPOSE.
1.
This procedure and guidance information has been developed to identify keyperformance parameters for HSE performance across the whole SECL'sorganization. A program for the inspection of hazardous conditions is an essentialpart of any active monitoring program. It is one of the best tools available to findproblems and assess their risks before accidents and other losses occur.
2.SCOPE.
3.To be used by SECL members and Sub-Contractors personnel who supervise andcontrol activities in order to identify potential problems.
4.RESPONSIBILITY.
5.Site Manager.1.1.1To ensure that HSE risks are monitored and managed.6.Site HSE Manager.1.1.2To plan an inspection schedule based on hazard identification and risk assessmentresults, legislation and regulations.1.1.3To carry out HSE inspections according to a documented monitoring scheme.
7.DEFINITIONS.
8.Proactive Monitoring.
1.1.4Checking the achievement of objectives and the extent of compliance with pre-setstandards. 
9.Reactive Monitoring.
1.1.5Investigating, analyzing and recording HSE Management System failure includingaccident, incidents, ill-health and property damage cases.
