1. PURPOSE.
The purpose of this procedure is to outline the requirements for the standardizationand effective use of HSE signs, signals, barricades and information boards onprojects controlled by SECL.
2. SCOPE.
This procedure applies to all activities during the Engineering, Construction,Commissioning and Operations. To be used by all members of the SECL ProjectManagement Team, Supervisors and Sub-contractors personnel who supervisework where effective communication is a key item in matters of HSE control. Toprotect not only persons working directly on the Project but also other persons in thevicinity, including visitors and members of the public.
3. RESPONSIBILITY.
3.1Site HSE Manager.Will be responsible for the following:3.1.1Ensuring that Supervision and Subcontractor management are familiar with thisprocedure.3.1.2That signs and barriers are ordered in accordance with this procedure.3.1.3Monitoring site conditions to ensure that signs and barriers are being erected asappropriate to the conditions.3.1.4Liaison with the commissioning team prior to start up on the requirements andordering of signs, warning tape, tags and barriers.3.2Supervisors and Superintendents.Will be responsible for:3.2.1Identifying and ordering sufficient signs and barriers to consider their areas of work.3.2.2Ensuring that signs and barriers are erected in accordance with this procedure.3.2.3Provision of instruction as required.3.2.4Ensuring that adequate barriers are provided around areas where hazards mayexist.3.3Administration Manager. / Procurement Manager.Will be responsible for 3.3.1Ordering the supply or manufacture of sufficient signs in accordance with therequirements of the HSE Manager and Supervisors and as per the colors andstandards described in this procedure.
