1. PURPOSE.
This procedure and guidance has been developed to ensure as far as is practicablethe security of all equipment belonging to SECL and its Sub-contractors. Thearrangements to prevent unauthorized access to site, procedures for checkingvehicles entering and exiting site and the requirements for security assistance in fireprevention and emergency response.
2. SCOPE.
To be used by all members of the SECL Construction Management Team,Supervisors and Sub-contractors personnel to protect all site assets.
3. RESPONSIBILITY.
3.1Construction Manager.
3.1.1
To arrange in consultation with HSE Manager and Administration Manager theprovision of adequate Security personnel, Facilities and Equipment to enable anefficient Site Protection Organization to be established and maintained.3.1.2Carry out regular reviews with all members of the Construction Management Teamon the effectiveness of the security arrangements.
3.1.3
Arrange that Site Security is included on the agenda of the Project HSE CommitteeMeetings.3.2Site HSE Manager.
3.2.1
In association with the Administration Manager advise the Construction Manager onthe requirements to establish an effective Site Protection Organization.3.2.2To take overall control for the management of the Site Security Team.3.2.3Arrange training for Security Personnel to assist in Fire Prevention, First Aid,Rescue and Emergency & Evacuation Procedures.3.2.4Recommend to the Construction Manager any improvements necessary in SiteSecurity matters including provision of additional associated equipment.3.2.5Monitor Sub-contractors compliance in accordance with the Site SecurityProcedures.
