In 1991, the Town of Hudson, Quebec, governed by a SUBVERSIVE GROUP OF LUNA-

TICS, enacted a by–law that PROHIBITED the use of pest control products that were
otherwise HEALTH CANADA APPROVED, FEDERALLY LEGAL, SCIENTIFICALLY SAFE, and
TOTALLY IRREPLACEABLE.

Hudson officials easily capitulated under the pressure of a mere handful of Enviro–
Lunatic–Activists.

The Agriculture and Golf Industries were provided with an Exception Status.

Mr. William H. Gathercole crafted the original Golf Industry Exception Status, which
endures to this day for virtually all jurisdictions in North America.

In 1992, two Professional Lawn Care companies, ChemLawn and Spraytech, were
each fined three hundred dollars for accidentally spraying pest control products on
lawns located in the Town of Hudson.

The fine was LEGALLY CHALLENGED by the Professional Lawn Care Industry on the
basis that the by–law was invalid, since it was PROHIBITORY and DISCRIMINATORY,
and LIMITED or NEUTRALIZED PROVINCIAL AND FEDERAL LAWS.

Lawn Care Industry before The Supreme Court of Canada ― the attempt was ill–
fated.

On June 28th, 2001, The Supreme Court of Canada, which was clearly infested with
Enviro–Lunatics, upheld the ACTS OF SUBVERSION perpetrated by the Town of Hudson.

Quebec Prohibition Conspiracy

Once the ACTS OF SUBVERSION of the Town of Hud-

son were VALIDATED by Enviro–Lunatic–Judges, the
PROVINCE–WIDE CONSPIRACY BEGAN.

In 2002, the Government of the Province of Quebec

moved to PROHIBIT pest control products used by the
Professional Lawn Care Industry.

The PROHIBITION would be implemented under the

Pesticide Management Code, over a three–year peri-
od, instituted in 2003 and ending in 2006.

Of course, the AGRICULTURE and GOLF INDUSTRIES

were provided with an Exception Status.

On April 3rd, 2004, the Province of Quebec proceeded

with the FIRST STAGE of its NEEDLESS, SENSELESS,
and MALICIOUS PROHIBITION of 20 active ingredients
used by the Professional Lawn Care Industry and Do–
It–Yourself Homeowners.

Quebec also PROHIBITED the sale of « Weed and Feed

Products ».

However, it is a little–known fact that Quebec DID

NOT PROHIBIT ALL PEST CONTROL PRODUCTS, and
PERMITTED products such as Acclaim Herbicide, Beta-
san Herbicide, Deltagard Insecticide, Dicamba Herbi-
cide, Dimension Herbicide, Imidacloprid Insecticide,
and Spinosad Insecticide

I rise to speak on behalf of all New Democrats on our motion to BAN

THE USE OF PESTICIDES used for cosmetic purposes in private homes
and public spaces.

A motion that I’ m pleased to have rest in my name.

Mr. Speaker, only five countr ies in the world use more pesticides per
capita tha n Canada.

This is an issue that impacts our enviro nment, and i t’s an issue that
impacts the very health of Canadians. [ ?!?! ]

That’s why New Democr ats a re calling on Parliamen tari ans from all
parties to support this mo tion a nd ta k e a positive step forw ard to-
gether.

Mr. Speaker, in back yards and school yards, parks, gardens and green
spaces across Canada a TOXIC COCKTAIL OF CANCER causing chemicals
are being used to kill weeds, and pests. [ Wrong ! ]

While these CARCINOGENS [ ?!?! ] are very effective at keeping our

yards and public spaces looking green, they are far from being g reen.

Pesticides that in many cases may have life altering implica tions not
just in the near term, but decades down the road, such as immune
system damage, reproductive damage, skeletal abnormal ities, ski n

As the Canadian–Cancer–Society has said, and I quote ―

« Since the ornamental use of pesticides has no countervailing

health benefit and has the potenti al to cause harm, we c all for a ba n
on the use of pesticides on lawns and gardens. » [ Wrong ! ]

So Mr. Speaker, why does the federal government continue to allow

these cancer–causing pesticides to be used ? [ ?!?! ]

These chemicals are seeping into our soil, leaching into the water we
drink, being absorbed by our homes, harming our bodies and claim ing
the lives of our CHILDREN. [ Wrong ! ]

Mr. Speaker, the wait a nd see attitude of past governments puts

more and more Canadians at risk. [ ?! ?! ]

It is time to take conc rete ac tion to ban the use of these unnecessary
cosmetic pesticides. [ Wrong ! ]

That’s why New Democrats are moving this motion.

That’s why we’re calling on the pesti cide manufa cturers to prove
that their products are safe before the y can be mar keted to the Ca-
nadian public. [ ?!?! ]

Just as the government oversees and regulates the use of drugs, the
use of pesticides must be held to similar government oversight.
[ ?!?! ]

By reversing the onus of proof, with proper scientific and government

oversight we will move Canada forwar d toward a greener, cleaner,
future that is healthier for our C HI LD RE N and gra ndchildren.

Carnage in Quebec and Across Canada

LUNATIC–TERRORIST–PROHIBITION led to HORREN-

DOUS CARNAGE ―

LOSS OF REVENUES, BUSINESS FAILURES, BANKRUPTCY,

and UNEMPLOYMENT.

Because of the LUNATIC–TERRORIST–PROHIBITION,

Professional Lawn Care businesses were forced to
TERMINATE many or most of their employees.

PROHIBITION inflicted TERROR, DESPAIR, and DESTI-

TUTION on THOUSANDS of hapless victims throughout
the Professional Lawn Care Industry.

The DEVASTATION of the Professional Lawn Care In-

dustry was EXTENSIVE because there were NO valid
economical alternatives to replace the prohibited
products.

Consequently, Professional Lawn Care Companies

were UNABLE to provide adequate weed and insect
control, and were UNABLE to keep their customers
satisfied.

In the Province of Quebec, OVER 60 PER CENT of the

Professional Lawn Care Industry was ANNIHILATED.

In the Province of Ontario, the PROFESSIONAL LAWN

CARE INDUSTRY LOST OVER 500,000,000 DOLLARS, with
8,300 TO 12,500 UNEMPLOYED.

All thanks to lunatics like JACK LAYTON.

Fighting Enviro–Terror Alliance

In 2009, in the Province of Quebec, Dow AgroSciences ini-

tiated a LEGAL CHALLENGE against the Canadian federal
government under the provisions of the North American
Free Trade Agreement ( NAFTA ).

Dow AgroSciences sought a REPEAL of Quebec’s PROHIBI-

TION of conventional pest control products containing the
herbicide 2,4–D.

Dow AgroSciences also demanded at least 2,000,000 DOL-

LARS IN DAMAGES.

If Dow is successful, and other manufacturers initiate sim-

ilar lawsuits, the Canadian federal government may ulti-
mately be forced to dispense HUNDREDS OF MILLIONS OF
DOLLARS for every pest control product PROHIBITED in
every province and municipality across Canada.

Consequently, an Environmental–Terror–Alliance was cre-

ated to prevent this LEGAL CHALLENGE by Dow.
