FOREWORD
Human resources are the most vital component of an organization. Their skills,attitudes and values invariably determine its success or failure in accomplishing its goals.Hence, it cannot be gainsaid that the brand of service an organization gives is reflective,first and foremost, of the quality of its manpower resource.In the same vein, the negative scenario painted by media regarding incompetence,lack of commitment, corruption and other forms of disvalues in government may besymptomatic of the quality of service rendered by government officials and employees.Cognizant of its share in shaping a better image for Philippine bureaucracy, theAdministration has embarked in a humble effort to improve its recruitment, selection andpromotion process in order to attract and retain the best and the brightest in public service.This will further reinvigorate and professionalize the civil service, in general, and the paroleand probation services, in particular.This body of rules and procedures would not have been realized were it not for thecooperation, diligence and commitment of all officials and employees involved in itspreparation and refinement, particularly the Committee to which the task was entrusted.GREGORIO F.
