The audit focuseson the work done in the blood lab, but the problems it identified aren't confined to theserology lab. Why were 230 cases mishandled? The audit gives a six-part answer on page 4. Only one of these reasons is specific to the blood analysis unit. The other fivecould occur in any part of the lab.1) Poorly crafted policy;2) lack of objectivity;3) the absence of clear report writing guidance;4) inattention to reporting methods that left too much discretion to the individualAnalyst;5) lack of transparency;6) ineffective management and oversight of the Forensic Biology Section from 1987to 2003.You can find the audit, and much more about the SBI, at thehome pagefor our series, Agents' Secrets.
