Board of NursingResolution No. 08Series of 1994SPECIAL TRAINING FOR NURSES ON INTRAVENOUS INJECTION
WHEREAS Sec. 27 (a) Art. V of R.A. 7164: “The Philippine Nursing Act of 1991” providesthat intravenous injection is within the scope of nursing and that, in the “administration of intravenousinjections, special training shall be required according to protocol established.WHEREAS, the Association of Nursing Service Administrators of the Philippines (ANSAP)with an aim for quality and safe nursing practice has the expertise and resources to conduct suchspecial training program in the administration of intravenous injection for nurses; andWHEREAS the Board under Sec. 4. (h), Art. III of Supra Law is empowered to adopt measuresas maybe necessary for the improvement of nursing practice.NOW, THEREFORE, by virtue of its quasi-legislative power under Sec. 10 Art. III of the R.A.No. 7164, the Board hereby RESOLVED, as it so RESOLVED:that a registered nurse is proscribed orprohibited from administering intravenousinjections to a patient unless he/she hasundergone a special training at least under anursing administrator who is member of ANSAP and who is qualified under Sec. 28,Art. V of R.A. 7164 thereon either before orafter his/her registration as a nurseFURTHER, RESOLVED, that any registered nurse without such training who administeredinjections to patient whether causing or not an injury or death to the patient shall be held liable eithercriminally liable under Sec. 30 (c) Art. VII of the said law or administratively under Sec. 21, Art. III orboth.FURTHER, RESOLVED, to widely circularize the herein Resolution through the DOH, PNA,and other concerned agencies and sectors.
