IhaveneverbeenproudertobeaLonghorn,withthousandsofstudents,faculty,alumni,andfriendsaroundtheworldwhocontinuetheirstrongsupportfortheUniversitytheyloveandcherish.Ican'tthankeachofyouindividually,butIdoneedtorecognizetwoofyou:KennyJastrow,whochairedourCommissionof125,andNatalieButler,ourStudentGovernmentpresident.Thankyou.
As
Kennymentioned,Iwant
to
updateyouonissuesconfrontinghighereducationandourowngreatUniversity.I'llconcentrateonthreeareas:
(1)
ourbudgetsituation,(2)ourvisionforthefutureofUTAustinandpublicresearchuniversities,and(3)howwecanreconcilethatvisionwithcurrentquestionsabouthighereducationinTexas.Iwanttotalkaboutourdisciplinedcultureofexcellenceandinnovation.Andintheprocess,I'llgiveyouanupdateonsomeoftheinitiativessetinmotionbytheCommissionof125.
As
theendofthesemesterapproachesandthemajorityofourstudentspreparetoleavecampus,westilldonotknowwhattheupcomingstatebudgetwillbe.Hereiswherethingsstand.UndertheHouseversion,stategeneralrevenueforUTAustinwilldecreaseby20.5%,or$57.1millionperyear.TheSenateversionwouldreduceourgeneralrevenueby16.1%,or$44.9millionperyear.Wealreadydecreasedourbudgetby5%ofourgeneralrevenue--$14.5million--duringthe2009-10fiscalyear,andwehavecarriedthosesavingsforward.ThisfiscalyearIaskedallthedeansandvicepresidentstoplanforanadditional10%reductioninstateappropriations-$29millionperyear.Icongratulatethedeansandvicepresidentsfortheirhardworkandvisioninpreparingthesecuts.IftheSenateversionoftheappropriationsbillisadopted,ourbudgetpreparationsarenearlyontarget.Thatis,wehavepreparedfor15%incuts,andwewillhavetodealwithanadditional1%toachievethefullreduction.IftheHouseversionisadopted,westillhaveanother5.5%reductiontoabsorb.Wewillhavetomakeupthedifferencewithreservebalances,additionalbudgetcuts,andlayoffs.Thereisnoquestionthatthiswouldfurtherharmoureducationalmission.IwishIhadbetternews,butthat'swhatweknowasoftoday,21daysbeforethelegislativesessionends.Ofcourse,alotcanhappenin21days.AndIknowthatourlegislatorsandthelegislativeleadershipareworkingveryhardunderverydifficultcircumstances.
 
Butnextyear'sbudgetisonlypartofourchallenge,anditisemblematicofalong-termtrend.Thestate,onceaprimarysourceoffunding,nowsuppliesasmallfractionofpublicuniversitybudgets-about14percentatUTAustinthisyear.Threedecadesago,in1981,statesupportamountedto52%ofourbudget.IftheHouseversionofthebudgetpasses,wewillbedownto13%statesupport.Thisisaprofoundchange.Butitisonlyoneofmanyseismicshiftsinsocietythataffecthighereducation.Familiesarestillgrapplingwithadeeprecessionandmanyuncertainties.Currentdemographicandsocialtrendsaregreatlyexpandingthenumberofpeopleseekinghighereducation.Theroleoftheuniversityinsocietyhasexpandedfromoneofprimarilytrainingaworkforce,tobecomingpartnersininnovationfortheprivatesector,entrepreneurialcommunities,andothereducationalinstitutions.And,ofcourse,whocanfailtonotetherapidchangesintechnology?Enteringstudentstodaycan'trecallatimebeforetheInternet.TheWeb,smartphones,andothertechnologiesaresecondnaturetothem.Soastheworldchanges,somustwe.Wehavetoreinventthewaywedobusiness.Ourcurrentapproachsimplyisnotsustainable.Wecan'tjustlongfortheolddays;weneedtobeontheleadingedgeofchange.Weneedtobemoreproductivesothatwecandomorewithless.ThatwasmymessageintheStateoftheUniversityAddresslastSeptember,anditismymessageheretoday.Inamoment,Iwillsharemanyofthechangeswearealreadymaking,butitisimportanttonotethatwehavebeenreinventingthewayswedothingssincetheCommissionof125issueditsreportin2004.
It
issimplywrongtoclaimthatUTisnotinterestedinorengagedinchange.Wemustcontinuetochangeorwewillnotsurviveasagreatinstitution.Thegoodnewsisthatwearewellpoisedforchange.UThasalwaysbeenanengineforchangeandinnovation.Changeandinnovationareinour
DNA.
ConsidertheCommissionof125,agroupofleadingcitizensfromoutsidetheUniversitywhoworkedwithustoasktheveryquestionofhowweneededtochangetoachieveourgoalofbecomingournation'sbestpublicuniversity.Aftertwoyearsofsystematicandthoughtfulstudy,Commissionmemberstolduswedidneedtochange,andwehave.Theygaveusmarchingordersin2004aboutboth
what
weshouldbedoingand
how
weshouldbedoingit.TheCommissionsethighexpectationsforadisciplinedcultureofexcellence.
It
saidweshouldfocusontheundergraduateexperience,andthatweshouldbeselectiveandstrategicinhowweinvestinprograms.Weshouldsetahigherstandardofleadershipinthecollegesanddepartmentsandthenempowerthoseleaderstomaketheirunitstrulygreat.Thesewereinsightfulgoals.AndtheCommissionof125wasnotthefirst.Onour

didthesamething.Andagainonour100
th
anniversary,theCentennialCommissionadvisedushowweneededtochangeinresponsetoachangingworld.Iwasonthe40Acresthen,andthechangeswemadehadatransformativeimpact.TheCommissionof125wasjustpartofourtraditionofinnovation.Andthechangesitrecommendedhavehadatransformativeimpact.Weallcomefromdifferentreligioustraditions.MyownisPresbyterian.Wesaythechurchisnotjustreformed;itis
alwaysreforming.
ThatideaisatthecoreofUT.Notjustwhenthecommissionsareoncampus,butalways.Indeed,thatwasmycoremessagelastSeptember.ButtherewasasecondpartofmymessageinSeptember.Aswechange,wemustbeguidedbyavisionofthetruevalueofaworld-classteachingandresearchuniversity.Thatpartofthemessageismoreimportanttodaythanever.2
 
Sowhatisthevalueofagreatresearchuniversity?Andwhatisourvisionforthepublicresearchuniversityofthefuture?Thepublicresearchuniversityofthefuturemustsolveglobalproblems,expandknowledge,andimprovelivesthroughoutsociety.Ourfacultyareworkingonenergysustainabilitythroughresearchinitiativesincarboncapture,large-scalealternativeenergystorage,andsolarenergy.Ouradvancedcomputingcapability,whichincludesoneoftheworld'smostpowerfulsupercomputers,isbeingapplied
to
thestudyofhurricanes,oilspills,andearthquakes.Wehaveleadingprogramstotrainstudentsinlanguagesthatarecriticaltonationalsecurity,suchasArabicandHindi-Urdu,
to
preparethenextgenerationofgovernment,military,andbusinessleadersworkingintheMiddleEastandSouthAsia.Discoveriesfromourfacultylaboratoriesareimprovingthedetectionandtreatmentofdiseasessuchasmelanoma,lungcancer,anddiabetes.AndourfacultyhavehelpeddraftconstitutionsinAfrica,Asia,andLatinAmerica.Theirresearchandglobalserviceenhancesinternationalrelationsandpromotesdemocracythroughouttheworld.Thepublicresearchuniversityofthefuturemustofferthehighest-qualityundergraduateeducationandgraduateprograms,topreparethenextgenerationofleaderswhowillchangetheworld.Wemustdothisinawaythatisaffordableforourstudentsandtheirfamilies.Andwemustincludeallofourcitizens.TheCommissionof125andourbestfacultymembersworkedtogether
to
determinetheskillswewantedthenextgenerationofleaderstogainfromaUTeducation.Theytolduseverystudentshould:Receiveabroadeducationthatincludesexposuretoculture,literature,foreignlanguages,thehumanities,andthearts.Exploremathematics,science,andtechnology.Learntothinkandreadcritically,writecogently,speakpersuasively,andworkbothindependentlyandasapartofateam.Engageinopendiscussion,inquiry,discovery,research,problem-solving,andlearningtolearn.Examinequestionsofethicsandtheattributesofeffectiveleadership.Acquireasenseofhistoryandtheglobalcommunitywitharespectforothercultures.Theseskillsformedthefoundationofaboldexperimentinourcurriculum.TheinkwasbarelydryontheCommissionreportbeforereformbeganinearnest.Asdeanofthelawschool,IwasaskedtochairtheTaskForceonCurricularReform.Thetaskforcerecommendationsaugmentedthestate'scorecurriculumbyrequiringstudentstotakedesignatedclassesthathadasubstantialfocusonwriting,quantitativereasoning,globalcultures,multiculturalperspectives,ethics,andindependentinquiry.
It
alsoaddedarigorouscommonintellectualexperienceknownastheFirst-YearSignatureCourse,
to
betaughtbyseniorfaculty,ofteninaseminar.Infact,I'vetaughtafreshmanseminareveryyearthatI'vebeenpresident.AnotherexampleofoureffortstoenrichundergraduatelearningistheFreshmanResearchInitiative.Thisprogramprovidessome500freshmeninthenaturalscienceswitharealresearchexperienceinlaboratorieswithfacultymentors.Thesestudentsgoontoearnhighergradesandmorescholarships,andtheyhavehigherretentionandgraduationrates.Whenstudentsparticipateinintensivelearningexperiences-whentheycontributetothedevelopmentofnewvaccines,collectwatersamplesfromthecoastalwetlands,helpvillagersobtaincleanwaterinGhana,orteacharttoyoung
