University of California Berkeley near-final study, as titled. (In large part initiated and funded by charitable grant by SkyTel.) Estimates that if C-HALO is implemented nationwide, there would be $160 to $320 billion (to over 2% of GDP) in annual benefits realized in improved roadway transportation safety and efficiency (core components of Intelligent Transportation Systems or ITS), and indicates other major benefits to other sectors such as agriculture, construction, mining, etc. The total benefits could be in 5% of GDP range. This report discusses current GPS-GNSS accuracy, problem areas, various existing augmentation systems and techniques, certain N-RTK costs if widely deployed in the nation (basic reference stations, without estimating wireless delivery and end-user device costs), etc. This is important in the high-accuracy location may be easily understood as a major "game-change" infrastructure. Just as finding things in Cyberspace quickly and accuracy is new but essential, similarly ubiquitous location of critical real things (vehicles, persons, shipping containers, etc.) in real space with sufficient accuracy for safety and flow-- will be new, but also essential. It will be a foundational "GREEN Infrastructure, as well as CRITICAL FOR SAFETY and SECURITY.
