SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

of 2011’’or the ‘‘DREAM Act of 2011’’.

SEC. 2. DEFINITIONS.

In this Act:

(1) I
N GENERAL
.—Except as otherwise specifi-
9
cally provided, a term used in this Act that is used
10
in the immigration laws shall have the meaning
11
given such term in the immigration laws.

(2) I
MMIGRATION LAWS
.—The term ‘‘immigra-
13
tion laws’’ has the meaning given such term in sec-
14
tion 101(a)(17) of the Immigration and Nationality
15
Act (8 U.S.C. 1101(a)(17)).

(3) I
NSTITUTION OF HIGHER EDUCATION
.—The
17
term ‘‘institution of higher education’’ has the
18
meaning given such term in section 102 of the High-
19
er Education Act of 1965 (20 U.S.C. 1002), except

that the term does not include an institution of high-

er education outside the United States.

(4) S
ECRETARY
.—Except as otherwise specifi-
3
cally provided, the term ‘‘Secretary’’ means the Sec-
4
retary of Homeland Security.

(5) U
NIFORMED SERVICES
.—The term ‘‘Uni-
6
formed Services’’ has the meaning given the term
7
‘‘uniformed services’’ in section 101(a) of title 10,
8
United States Code.

SEC. 3. CONDITIONAL PERMANENT RESIDENT STATUS FOR
10
CERTAIN LONG-TERM RESIDENTS WHO EN-
11
TERED THE UNITED STATES AS CHILDREN.

.—Notwith-
13
standing any other provision of law, an alien shall be con-
14
sidered, at the time of obtaining the status of an alien
15
lawfully admitted for permanent residence under this sec-
16
tion, to have obtained such status on a conditional basis
17
subject to the provisions of this Act.

(b) R
EQUIREMENTS
.—

(1) I
N GENERAL
.—Notwithstanding any other
20
provision of law, the Secretary may cancel removal
21
of, and adjust to the status of an alien lawfully ad-
22
mitted for permanent residence on a conditional
23
basis, an alien who is inadmissible or deportable
24
from the United States or is in temporary protected
25
