To provide for health care for every American and to controlthe cost and enhance the quality of the health care system.
 Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘American Health Secu-
4
rity Act of 2011’’.
5
SEC. 2. FINDINGS; SENSE OF THE SENATE.

(a) F
INDINGS
.—Congress finds as follows:
7
(1) While the United States of America spends
8
on average nearly twice as much per capita on
9
health care services as the next most costly nation,

the United States ranks 32d among all nations on

life expectancy, and 41st on infant mortality.

(2) The number of uninsured Americans rose
3
 by more than 4,000,000 between 2008 and 2009 to
4
a total of 51,000,000, or more than 1 of every 6
5
 Americans.
6
(3) This rise in the number of uninsured Amer-
7
icans was the largest single-year increase since 1987
8
and was the result of a continued decline in private
9
health coverage, primarily in employer-sponsored in-
10
surance.
11
(4) Small businesses around the country cannot
12
afford to reinvest in their companies and create new
13
 jobs because their health care bills are going up 10
14
or 15 percent every year.
15
(5) American businesses are at an economic dis-
16
advantage, because their health care costs are so
17
much higher than in other countries. Notably, auto-
18
mobile manufacturers spend more on health care per
19
automobile than on steel.

.—It is the sense of the Senate that the

.—It is the sense of the Senate that

the 112th Congress should recognize and proclaim that
5
health care is a human right.

LEXIBILITY
.—It is the sense of the Senate that in order
8
to provide high quality health care coverage for all Ameri-
9
cans while controlling costs in order to make American
10
companies more competitive, individual States should be
11
given maximum flexibility in designing health care pro-
12
grams to improve the individual experience of care and
13
the health of populations, and to reduce the per capita
14
costs of care for each State.

.—It is the sense of the Senate

that—

(1) a new single payer health care system
19
should build on achievements and commitments in
20
the Patient Protection and Affordable Care Act
21
(Public Law 111–148) and the Health Care and
22
Education Reconciliation Act of 2010 (Public Law
23
111–152), to strengthen primary care and public
24
health, to raise the quality of patient care, to de-
25
