2.SoundAnalysis.BasedonDECstaffreview,thesoundanalysis(AppendixI)isinadequate.Pleaseaddressthefollowingitems:a.DECstaffhavedeterminedthatfour15-minutenoisesamples(oneateachambientmonitoringlocation)inadequatelycharacterizedambientsoundlevelsatandneartheproposedfacility.Amorethoroughassessmentisneeded.b.Thetruckandrailloadfacilityisproposedtooperateona24-hourbasis.Thenoisesurveyincludedananalysisofdaytimeoperationonly.Pleaseincludenighttimeoperationintheanalysisincludinganestimateofnighttimeambientsoundlevels.Thisconsiderationshouldalsobemadeforthebrinepumps,injectionpumps,andcompressors.

Mr.KevinBernsteinDECFacilityNo.8-4432-0008528April20114.Insection4.2.2.2PotentialImpacts,thesectionentitledPotentialforBrinePondReleaseonpage91,providesamassbalancemodeltocalculatetheconcentrationsofsodiumandchloridethatwouldresultfromaninstantaneousworst-casecatastrophicreleaseofover80milliongallonsofbrineintothelakefromfailureofthepond.DECstaffrecommendthatamixingzone-typeevaluationbeperformedsinceisunlikelythatthespillwouldmixrapidlywiththeentirevolume(4.2trilliongallons)ofwaterinthelakeanditislikelythatdensityortemperaturerelatedstratificationwouldlimitmixinginthelake.TherevisedanalysisshouldalsoupdatetheproposedimpactsontheLake'saquaticorganismsandnearbywaterintakes.Youshouldalsodescribetheoperationalprocedure'sthatwouldbeusedintheeventthatalarge-volume,emergencydrawdownofthebrinepondbecamenecessarywhenthecavernsarefullofLPG.Ifneeded,asasafetymeasuretoremovestoredproductfromthecaverns,canproductfromthestorag_egalleriesberoutedtothefJare?If"yes,"howlongwouldittaketoflareallstoredproductineachproposedgalleryassumingeachisatmaximumLPG.capacity,andistheflareofadequatedeslqntoallowsuchasustainedflaringevent.Itisunderstoodthatthefillingofrailcarsandtrucks,andtheuseofportableflarescouldalsobeemployedshouldsuchanunlikelyeventbenecessarybutasaworst-casescenarioassumenoneoftheseoptionsareavailable.5.InBrinePondAlternatives(page53),DECstaffrecommendthatconsiderationoftwo(ormore)smaller(deeper,etc)pondsindifferentlocationsbeconsideredintheanalysis.6.Willthebrinepondbefencedorwilltheentirefacilitybefenced?Thereisa6-footchainlinkfenceindicatedoncross-sections1&2ofthebrinepondinAppendixF.However,itisnotshownonthelayoutviewsprovidedintheotherfiguresorbrinepondlayoutview.Page135states"PhysicalProtection-Simplephysicalbarriersatthesitecaneasilypreventsomeveryseriousaccidentalreleases.Thenatureof"seriousreleases",andtheroleofphysicalbarriersinpreventingthem,shouldbemoreclearlyexplained.7.Insection4.1.3UndergroundStorageCaverns(page56andelsewhereinthedSEIS)referencetogallerywellsidentification'numbersmustbeupdatedtoreflectthecurrentplans.8.InthesectionentitledGeologicalFaultsAnalysis(page67),thesentence"Inconclusion,thewaytodeterminethesuitabilityofacaverntostorehydrocarbonsistotestthecavern'spressurecontainmentcapability"appearsout-of-placeandshouldberevisedasotherwaysofdemonstratingsuitabilityareincludedinthefollowingsentenceofthesameparagraph.Thisparagraphshouldbecorrected.9.ThesectiononSonarReportsand'Surveys(page72)mustbeupdatedwiththemostrecentsonarreports.Anycavernorwelldeficienciesthatareidentifiedbythereportsshouldbediscussed.10.ThesectionRockMechanicsandFiniteElementAnalysis(FEA)onpage74{lastbulletcommentthatbegins"Bothwell58andNYSEG..."}shouldbeupdatedbasedonthemostrecentNoticeofIncompletefortheUndergroundStorageapplication.11.PleaseaddtoSection4.6,ImpactsonPublicSafety,adiscussionofthetypeofaccidentsthatmaybetypicalatthistypeoffacilitybasedonpastexperience,includingsurfaceandsubsurfaceblowouts,accidentsinvolvingtruckandrailtransportofLPGandthecapabilitiesoflocalfirstresponderstomanagethoseincidents.
