year initiative to both honor and commemorate the Civil War, which

marks its 150th anniversary in 2011, starting with a week-long
programming event, fully integrated across all platforms, it was
announced today by Nancy Dubuc, President and General Manager,
HISTORY.
HISTORY will launch a national educational campaign tied to the Civil
War which will serve educational institutions for generations to come.
Kicking off the week is a two-hour feature documentary, Gettysburg,
Executive Produced by the Scott brothers, Tony (Unstoppable; Man on
Fire; Top Gun) and Ridley (Gladiator; Black Hawk Down; American
Gangster).
“The Civil War is arguably one of the most critical events in
our nation’s history, and one to which HISTORY has been
dedicated since our inception. Our four-year commitment to
the Civil War, highlighting the 150th anniversary and the key
battles and people who fought during that conflict,
underscore our deep devotion to the genre – it is a pledge we
are making to our country, to our viewers and to every school
in America,” said Ms. Dubuc. “To kick off this epic
programming event, I can think of no better and more
amazing, awe inspiring story-tellers than Tony and Ridley
Scott. They will bring the raw courage of all who fought in
Gettysburg to light.”

Gettysburg will strip away the romanticized veneer of the Civil War and

frontlines. Compelling CGI and powerful action footage place viewers in
the midst of the fighting, delivering both an emotional cinematic
experience and an information packed look at the turning points,
technology, and little known facts of perhaps America’s greatest battle.
Gettysburg will launch a week long programming event on HISTORY,
including special Civil War themed episodes of Pawn Stars, American
Pickers and other specials throughout the week, details of which to be
unveiled over the coming months. As well, the network will also
premiere a two-hour special, Lee & Grant.

Ector, was referring to the Michigan court case which many have
credited as being the genesis of the 1927 Michigan Firearms Act. This law

Also, Ector concedes that there is another reason for pushing open carry
in Detroit.

to rape, rob, and murder.”

Wisconsin --(Ammoland.com)- Attendee’s at both the Madison and
Wausau hearings on Shall-issue and constitutional carry concealed carry
laws last week were overwhelmingly in support of right to concealed
carry IN ADDITION to the ability to practice that right without permits
and fee’s. “Constitutional Carry”.
Wisconsin Carry and our members had a “meet and greet” with Senator
Pam Galloway in her District in Wausau this past week. Senator
Galloway has introduced Senate bill 93 the “Constitutional Carry” bill.
Senator Galloway shared MANY positive things regarding the
legislation’s progress.
She fielded questions and gave great answers about the bills, the status,
and what members could do to help get Constitutional Carry through the
legislature. She said that rumors of the death of constitutional Carry are
in no way true. Support is INCREASING.
Her suggestion was to contact your own legislators, no matter what side
of the issue they have currently taken and give them your views and that
you want the particular legislator to support Constitutional Carry, Be
polite and non-threatening and give a reason or two why you want
Constitutional Carry. Make the phone call and/or email and/or letter
contact (or multiple contacts) short and sweet. Do not let up. Two short
messages are worth more than one long winded sermon.
BE SURE TO REFER TO CONSTITUTIONAL CARRY not
concealed carry.
Below is some additional information/links that you can use as talking
points when you call/email your legislators. Again, SHORT but impactful
contact is the best. Do not spend an hour writing a huge email. They
won’t read it all. If you want to send multiple ideas, do it in separate
short emails.

Constitutional carry will save the citizens of Wisconsin millions upon
millions of dollars:

Contact your legislators. Share with them this document. Specifically
refer them to page 23 where a section on the ECONOMIC BENEFIT TO
WISCONSIN of constitutional carry estimates over a half BILLION in
annual savings.

Talking point #2:
In a time of fiscal crisis in Wisconsin, “shall-issue” permits would add an
expense the state cannot afford. The first link below is the FISCAL
ESTIMATE of a permit system (which Assembly bill 126 would
implement). Over 2 million dollar projected expense the first year and 1
million projected expense every year there-after. (DA’s didn’t agree with
the estimate. I presume they think it would cost more) Newspapers are
ALREADY citing the fiscal estimate of the permit system as a reason not
to pass concealed carry. Constitutional Carry blows that argument out of
the water.

in the next couple of weeks. NOW IS THE TIME to contact your
legislators (State assembly person and senator) and ask them to support

woman who was attacked in her home while in the shower.
After an extend fight she managed to shoot her victim nine times but he
still manages to run away.

The man who police say was killed by a homeowner during
an attempted sexual assault was identified Thursday as
Israel Perez Puentes, 34, of Alpharetta.

Israel Perez Puentes, 34, was killed when he entered a
Duluth home and tried to sexually assault a woman.
A Gwinnett County woman shot and killed Puentes
Wednesday morning after the knife-wielding man attacked
her in the shower, police said.
The incident happened about 6:30 a.m. at a home in the
2800 block of East Mount Tabor Circle.
Gwinnett police Cpl. Edwin Ritter told the AJC that the
woman, who is in her early 50s, was getting out of the
shower when the intruder, who she did not know, turned out
the lights and attacked her.
She fell back into the shower, injuring her back, and
attempted to fight Puentes off with the shower rod, Ritter
said.

“She was telling him that she has money and please don’t
hurt her,” Ritter said.
“He forced her into her bedroom,” Ritter said. “Once inside
the bedroom, she retrieved a .22-caliber pistol and shot him
several times.” Ritter characterized the attack as an
attempted sexual assault.
The suspect ran outside the house and collapsed. He was
taken to Gwinnett Medical Center, where he died.
This is a great example of why there should be no limit on gun magazine
size. Guns are the great equalizer and this women just needed more
ammunition to be sure her attacker was stopped.

MALTA, Mont. --(Ammoland.com)- Montana wildlife officials report
that a Missoula man shot a grizzly bear in self defense on May 15 on the
Blackfoot-Clearwater Wildlife Management Area near Seeley Lake.
A female grizzly bear with two cubs surprised the man shortly after noon
on the northwest portion of the WMA.

the FWP Wildlife Center in Helena to where they will be held until they
can be placed in a permanent facility.
Wardens reported that the man acted within the law and shot the grizzly
in self defense. He will not be charged in the incident. The sow was
uncollared and did not have a past history of interactions with people.
But Guess what? Incoming doesn’t care what your preference
is.
Despite its earned reputation as a good combat rifle, the M16-series
remains one of the only modern designs still in wide spread use that is
not ambidextrous. An obvious problem here is the magazine catch. The
design of the release is ergonomic for a righty, but not so much for the
southpaw.

PRATT, KS --(Ammoland.com)- The Kansas Department of Wildlife
and Parks (KDWP) reports that there were 17 hunting incidents in
Kansas in 2010, five more than the record low of 12 in 2009. One of the
accidents was fatal.
The one fatal accident occurred in Dickinson County when two turkey
hunters had finished hunting for the day and were walking across a
plowed field to their vehicle. The shooter stated that he was carrying his
20-gauge shotgun in the high ready position when he heard a turkey
gobble behind him. He turned to his left, toward the victim, and the
shotgun discharged, striking the victim in the side of the neck. The
victim died at the scene.
In an average year, about 50 percent of Kansas hunting accidents involve
swinging on game while hunting upland birds. That figure held true last
year, when eight of the 17 cases involved swinging on game. Although the
single fatality involved careless gun handling, 2010 showed a drop in the
number of careless handling incidents, a point stressed in KDWP’s
hunter education courses.
“We place great emphasis on gun handling skills in our
courses — always controlling the muzzle, keeping the finger
out of the trigger guard and off the trigger, as well as the
other rules of safe gun handling,” says Kent Barrett, statewide
Hunter Education Program coordinator for KDWP.
“We can only hope to prevent these unfortunate incidents
from occurring in the future. In fact, they were all
preventable. All of our instruction and all of our hunter
education course activities included in our field days
emphasize this point and constantly promote safe gun
handling practices.”
Although there was an increase in 2010, the number of accidents is still
very small compared to the number of hunters and hours spent afield.
According to the latest available statistics in the U.S. Fish and Wildlife
Service’s 2006 National Survey of Fishing, Hunting, and Wildlife-

Associated Recreation, 271,000 hunters spent more than 3 million man-
days hunting in Kansas.
In addition to the official hunting incidents reported, three bowhunters
fell from treestands, one fatally. In none of these incidents was the
hunter wearing a restraint harness, as is taught in hunter education and
bowhunter education courses.
“The simple use of a fall restraint system would have
prevented these incidents from occurring,” Barrett notes.
“Bowhunters need to remind themselves to use these safety
devices.
“But the take away message from 2010 is that hunting is still
incredibly safe,” he continues. “Studies consistently show that
hunting is one of the safest outdoor activities, with only five
injuries per 100,000 participants. With more 19 million
hunters in the U.S., our volunteer hunter education
instructors should rightfully feel pride in their efforts to
educate students. They must be listening.”
As in past years, young hunters were involved in fewer incidents than
more seasoned hunters; the average age of shooters involved in these
incidents was 37.
Hunting is indeed safe. According to the National Safety Council, Injury
Facts 2008 Edition, hunting is by far the safest sport. Figures show that
while football players suffer 2,585 injuries per 100,000 participants,
baseball players suffer 1,122 injuries per 100,000, and even billiards
players suffer 15 injuries per 100,000 participants.

frustrating.

Salem, Oregon --(Ammoland.com)- HB 2791 removes the Oregon
State Police as the point of contact for gun purchase background checks.
Under 2791, the State Police would be replaced by the National Instant
Check System.
35 states contact the Feds directly for these checks and buyers pay no fee
for the “service.” In Oregon, when a purchase is initiated, the dealer
contacts the OSP who call NICS and then OSP charges a $10.00 fee.
In the last 6 months or so, gun dealers in Oregon have had serious
difficulty conducting these checks due to long delays when attempting to
contact OSP. Even after finally getting an operator on the phone, the wait
times can be onerous. The incidence of “pended” or delayed approvals
has spiked as well. Many people have reported that they could make a
purchase one day and be delayed the next. People with long histories of
problem-free gun buys, have suddenly faced delays, sometimes for
months.
HB 2791 would solve this problem by removing the middleman and
simply going directly to the NICS system where no similar problems
have been reported. In fact, the National Shooting Sports
Foundation, which represents gun dealers, has informed us that NICS
has an excellent track record of rapid approvals and the only states
having problems are ones which, like Oregon, use local “points of
contact.”
At the hearing, Representative Greg Smith (who did an excellent job)
questioned the State Police ID Unit Director who testified that gun
purchase background checks subsidized many other types of checks that
OSP conducts for free.
The Director, David Yandell, also testified that the ID Unit was
experiencing difficulties completing background checks, but hoped
things would improve. He noted that the unit plans to soon have an
electronic check system that would allow dealers to conduct the checks
themselves online. He also testified that even if this “new and improved”
system became functional, reducing the need for staff time, that it was
their intention to still seek the higher fee per check that they have
requested. The current fee is $10.00. The State Police want to almost
triple that to $26.00.
As expected, “Cease fire Oregon” came to oppose the bill with borderline
hysterical testimony and invented statistics. More interestingly, a
representative for the public employees unions came to oppose the bill
on the grounds that several union jobs would be lost if the Feds took over
the checks. Her position was that this bill would devastate Oregon’s
economy because a handful of state workers would not longer be able to
pay taxes after losing their jobs.
This is a fascinating premise. By her reasoning, Oregon could solve all its
economic problems by hiring everyone in the state. Those people would
then pay taxes and Oregon would be flush.
The magnitude of economic illiteracy out there is staggering.

Oddly, the public employees representative did not question whether the
new “electronic” check would cost any jobs. None of the committee
members asked about that either.
Senator Rod Monroe seemed primarily interested in not losing any state
jobs, but most committee members appeared to get the point that
Oregonians should not be paying twice for the same “service,” a process
they never asked for which is being provided so poorly.
Now the bad news. The hearing was only one step. The bill cannot
move without a “work session” and we have been reliably informed that
the Democrats will be resisting such action. Apparently, saving millions
of dollars of taxpayer money and endless headaches is less important
than losing a single public employee job. So there is strong reason to
suspect that the leadership in the Senate Democrat Caucus will be doing
what they can (which is a lot) to stop progress on this bill. It’s by no
means dead, but it is clearly in the cross hairs of the Democrat
Leadership. By simply taking no further action on the bill, it will die, you
will continue to face hassles and expense at the hands of the OSP, and
“no one” will be to blame because no one had to vote.
Over in Senate Judiciary, Senator Floyd Prozanski, with the full support
of Senate President Peter Courtney, is continuing to hold up any
progress on House Bills 2787, 2792 and 2797. If he has not chosen a date
to have work sessions on these bills by Monday, May 23rd, they will all
be dead unless some legislator steps up and moves that they be removed
from his committee. So time is running out.
Based on previous testimony and Prozanski’s own comments, we are
confident that the Senator will make some attempt to turn one of these
good bills into a Frankenstein monster of an anti-gun bill. Almost
certainly it will be HB 2797 which only seeks to clarify firearms carry on
motorcycles, snowmobiles and ATV’s. Expect this bill to be stuffed with
language to ban guns on any school property along with lots of potential
other amendments. Prozanski also wanted to change the rules about the
restoration of felons’ gun rights. Having failed to make his own bill go
anywhere, he could well add that language to any gut-and-stuff
amendments to HB 2797.
We believe that it is unlikely (but by no means impossible) that
Prozanski can pass a “no guns in schools” bill, however what he can do,
and clearly is trying to do, is torpedo every bill that can in any way be
perceived as “pro-gun.” In the case of HB 2797 this is particularly
troubling. All that bill does is fix a legislative screw-up from 2009. It
merely provides guidance so people can avoid running afoul of the law.
So Prozanski and Courtney’s actions here are particularly reprehensible.
No doubt both will be cheered by the Supreme Court’s recent
decision to further eviscerate the US Constitution.

LOCKPORT, NY --(Ammoland.com)- A severe backlog in the
processing of pistol permit applications by a state executive branch
agency has left Niagara County officials gravely concerned about the
public’s ability to exercise a fundamental right—and the safety of citizens
who need to exercise that right.
County Clerk Wayne F. Jagow disclosed today that more than 100
Niagara County pistol permit applications are backlogged due to the
failure of the New York State Office of Mental Health to process routine
background checks—and called on Gov. Andrew M. Cuomo to take
immediate steps to rectify the problem, which stems from cuts contained
in Cuomo’s 2011-2012 executive budget.
“The New York State Mental Health Office section
responsible for pistol permits was slashed from four people to
one,” Jagow explained. “This has produced a huge bottleneck
in pistol permit applications.”
By targeting the Office of Mental Health’s pistol permit section for cuts,
the state’s executive branch has turned a normally routine check to verify
that pistol permit applicants have not been institutionalized for mental
illness into a logjam on what, until recently, was a fairly smooth and
quick process. Statewide, thousands of pistol permit applications are
languishing as a massive backlog has formed.
“Hundreds of residents of Niagara County are experiencing

unconscionable delays waiting for a permit that will allow
them to take steps they believe are necessary for their self-
defense and the protection of their homes and families,”
Jagow said. “And that’s unconscionable.”
Jagow said his gravest concern from the delay is that law-abiding citizens
who sought a sidearm for home protection would be unable to quickly
obtain a pistol or revolver—and could be in jeopardy if their lives were
under threat.
“No failure of this nature should leave any citizen, or their
families, exposed and in danger. The Second Amendment
exists for a reason,” Jagow said. “We have always recognized
that fact in Niagara County , and taken reasonable steps to
eliminate government barriers to our citizens exercising their
Second Amendment rights. Now, though, this issue is leaving
our citizens vulnerable. And we think that’s terribly, terribly
wrong.”
Within hours of Jagow revealing the state executive branch’s failure to
process the permit applications, the leader of the Niagara County
Legislature’s multi-party Majority Caucus threw his support behind
Jagow’s effort.
“The Majority Caucus of the Legislature has been consistent
in its support of the Second Amendment rights of Niagara
County ’s citizens,” Majority Leader Rick Updegrove, R-
Lockport said. “The delay in processing pistol permit
applications is absolutely unacceptable and an affront to the
rights of sportsmen.”
Updegrove has been a leading voice in the County Legislature on behalf
of sportsmen and the Second Amendment, working closely with Newfane
lawmaker John Syracuse and several other members of the Majority
Caucus to oppose most recently an effort by Sen. Eric Adams, D-
Brooklyn, to require costly registration fees on all legally-owned firearms
in Upstate New York.
The failure of the executive branch of government to uphold its
responsibilities to law-abiding citizens under the state’s already-stifling
gun regulations, however, drew Updegrove’s direct ire.
“This situation needs to be rectified immediately,” Updegrove
stated, directing his remarks at Cuomo and executive branch
leadership. “We support the sportsmen in Niagara County ,
and we support our county clerk’s demand that state
bureaucracy not impede our pistol permit application
process.”
Also joining Jagow is calling on Cuomo to immediately rectify the
situation was the president of the Niagara County Federation of
Conservation Clubs, Inc., Chris Schotz.
“There should be no reason that this is delayed due to staffing
issues in Albany ,” Schotz said. “To have this delay is unfair to

the law-abiding people who are just trying to exercise their
rights.”
Schotz noted that, in addition to home- and self-defense considerations,
hunters and sport shooters were being punished by the executive branch
delays, as well as individuals working in security-related fields that are
required to carry personal sidearms.
Jagow warned that inaction by Cuomo would only exacerbate the
situation.

BELLEVUE, WA – -(Ammoland.com)- After Senator Joseph
Lieberman released contents of his letter to Attorney General Eric
Holder supporting a proposed long gun sales reporting requirement in
southwest states, the Citizens Committee for the Right to Keep and Bear
Arms today urged Lieberman to instead support an on-going
investigation of the Bureau of Alcohol, Tobacco, Firearms and
Explosives’ botched Project Gunrunner.
In a letter to Sen. Lieberman, CCRKBA Chairman Alan Gottlieb
reminded him that press reports and documents relating to Gunrunner
indicate that the ATF “abetted the movement of firearms into the illicit
gun market, and ultimately to drug cartels in Mexico.” Gottlieb also

expressed his surprise that Lieberman’s letter to Holder did not mention
either Gunrunner or Operation Fast-and-Furious, a project handled by
the Phoenix ATF field office. Both of those efforts are believed to have let
thousands of guns to be “walked” into the hands of Mexican criminals.
“I am astonished that you now support a strategy that places
firearms dealers and their customers under additional
scrutiny of an agency that may very well be largely
responsible for creating a problem you now expect it to
resolve,” Gottlieb wrote. “The agency to which you now
advocate giving more power over firearms transactions in
southwest states was responsible for allowing criminal
suspects to complete multiple purchases of so-called ‘assault
rifles,’ despite the concerns of those licensed dealers you
would have ATF micro-manage, and over the objections of its
own field agents.”
Gottlieb reminds the senator that ATF has recently shuffled its entire
Phoenix management team, moving the two top agents who oversaw
Fast-and-Furious to ATF headquarters in Washington, D.C., where one
is now cooperating with investigations launched by Sen. Charles Grassley
and Rep. Darrell Issa.
“It is not the southwest firearms dealers who need
investigating, Senator, but the ATF,” he said. “It is not those
gun dealers who should be held accountable for the flood of
illicit firearms into Mexico, but the ATF officials who not only
allowed it to happen, but encouraged it.
“Instead of supporting this new reporting strategy, I urge you
to instead exercise your considerable influence to support
Senator Grassley’s investigation of the Gunrunner
controversy,” Gottlieb concluded.
