I moved to Iowa in June 2009. While I have not attended any school board meetings or served on any committees. I have been following redistricting and budget Issues via the newspaper and the Internet

I have 4 children in the ICCSD (3 in Elementary School and 1 in Junior High) and want to ensure that they and all the children in the district continua to have excellent educational opportunities.

I believe In service to my community and countryj as was demonstrated by my 14 years of Army service.

I am an active and Involved parent in our daughter's education in the ICCSD from first grade (2000).

I have chaperoned and participated in school and after-school actMtles during her elementary school days at Hoover (2000-2006).

At South East Junior High (2006-2008), I continued my involvement with the school, chaperoning dances, and helping with fundraising.

At City High (2008-present), I am involved with fundraislng for the school and for the music programs. My wife and I are co-presidents of BACH (Band Associates of City High) - going on our third year. BACH activities include but are not limited to: Heck week, Marching band invitational. home marching band activities, Marching band competitions, dances, Jazz band, Jazz Showcase, Hawkeye Village, parking lot clean-ups, concerts, I chaperoned for All-State, chaperoned 2 band trips - one to Florida and one to st. Louis. Attend Opstad concerts for &113 bands (Concert, Symphonic & Wind Ensemble), and Orchestra concerts. Chaperone on the Large Group contest In Cedar Rapids. Organize the water and apples for the marching band for home games. Organize the Band Awards banquet potluck.

Attend parentlteacher conferences throughout my daughter's educational evolution. Maintain a positive relationship with principals~ teachers and staff throughout.

I believe I would bring a new perspective to the board. I would hope to facilitate greater City and School cooperation and coordination in order to lower costs for the district for essential services.

To be an advocate for students and parents, teachers and staff; to ensure the best outcome for all parties involved.

To encourage parents to be more actively Involved in their student's educational lives. To assist with the tough choices that will need to be made with budgetary restraints, balancing the greatest benefit for the dollar.

Help to revamp the bidding process for goods and services for the district. Assist in making board procedures and actions more transparent.

Maximize dollars in classrooms, recognizing that the most Important educational instrument Is a well-trained and motivated teacher in front of the students.

I was born in Mercy Hospital here in Iowa City ~ Iowa, the fourth child to Keith and Joanne Hemingway ofruraJ Johnson County. I grew up in my family's farm; was educated in the West Branch Community School system; attended the University of Iowa for 2 years. I worked on the family fann for a time before getting the opportunity to manage Carver Tropical Products (CTP) in Belize, Central America. CTP was a 24~OOO acre cattle ranch in the northern Orange Walk District of Belize. The ranch has 7 miles of border with Mexico on the Rio Hondo river, a 1,000 acre lake, at one time had over 4,000 head of cattle, had a sheep and mango operations, a machine shop, land clearing and rowcrop operations, poultry & horses. When I first started working for CTP, staff was over 60 with 2,400 head of cattle and when I left, it was 35 with over 4~000 head of cattle and an increase in acreage. After CTP. I was doing agricultural consulting in the former Soviet Union, many times being the first American in the areas I visited since before the revolution. After this period I went to work for International Vac services of Cedar Rapids, a division of Westside Transport. During this time, I unloaded foreign aid ships in third world countries, i.e. Estonia, Latvia, Ukraine, Turkey, Ethiopia. Eritrea, Djfbouti, Kenya, Tanzania, & Angola. During this period I worked as a cargo master and a port captain. Upon the birth of my daughter, I stopped my international work to spend time with my family, worked as a mechanic for local businesses before opening my own repair business in 1997. Since then, I have worked as a sole proprietor of Phil's Repair, LLC. My wife Anita and I have been the co-presidents of City High School's Band Associates of City High (BACH) since 2009. My family consists of my lovely wife of 18 years, Anita who works as an RN at the University of Iowa Hospitals & Clinics; my 17 year old daughter, Monica who will be a Senior at City High next school year; and my mother-inlaw, Marciana Carlos who has lived with us for 5 years and works at CVS Pharmacy at Old Capitol Mall.

I am a lifelong learner, eager to learn everyday, able to appreciate the current condition of the district and its accomplishments but also driven to see "what could be" because "what is" will not be adequate enough for our students and our district five and ten years down the road. I feel a sense of urgency about this because we don't want to be left behind in this rapidly changing world.

I have the ability to make changes that need to be made to keep us financially stable, to create a facilities plan that benefits students in all areas of the district, and to make unpopular decisions when they are in the best interest of the district.

I am a good communicator and want to be able to start conversations with our staff, parents, and others in the communiy about some of the amazing opportunities and possibilities that could be in our future. If we are truly "future-focused", we need to do this today.

I respect process but we need to use it to make progress every time we meet if we are going to -nset the demands of this decade.

I have experienced the whole spectrum of the educational process in this district from employee to parents to volunteer at the building and district level. Even when my children graduated, I continued to work as a volunteer and support person.

I know parents and/or staff in almost every building and area of the district and am open to conversations with anyone.

I believe my greatest contributions to the school board will be in the areas of budgeting, efficiency studies, and collaboration.

My experiences in various career and volunteer jobs have given me knowledge in the budgeting process. Prior to my time as a State Farm agent I worked for State Farm as a supervisor for 6 years and each year we put together our department's budget. I also have been a Finance Advisor with a local Sorority for 10 years and oversee the budget process yearly. I have been running a successful small business for 11 years and brought my skills in budgeting to running my business. I will be able to bring these skills to the complex budgeting process of the Iowa City Community School District.

I have extensive experience analyzing work flows, staffing. and the integration of technology in claim offices around the country. My ability to make the complex simple is integral to successfully make efficiencies in areas that affect the bottom line.

I relate well to people and desire to come up with solutions that foster collaboration between board members and the community.

Education is very important to me and I chose to move our family to this community when my son was starting school due to the reputation and strength of this district. I would like the opportunity to help move our district forward as we face the many challenges of a growing area.

My son and daughter are both enrolled in Iowa City Public Schools. My son is a sophomore at City High School and my daughter Is in the 7th grade at South East Junior High School.

I served on various committees on the Helen Lemme PTA. I served three years on the executive board as President Elect (2007-08), President (2008~09) and Past President (2009-10). My duties as president, included presiding over all meetings, serving as needed on each of the various committees coordinating activities and assisting with preparing the budget.

In spring 2009 I volunteered after school, offering a photography club for 5th and 6th grade students at Lemme. In the 2009-10 School Year I worked with two other parents lead a newspaper club C'The Leopard Times") that met one day a week at the school and produced a monthly edition of a student newspaper. I worked along side the other parent volunteers to help the students with story ideas, photography and layout of the newspaper.

During the current school year I volunteered my time with Iowa City Community School District Foundation. I worked with the director and members of the Grants Committee to create an on-line method for completing Excellence Fund Grant Applications. This online method of completing applications provided the ICCSD staff and board members a streamlined method of reviewing applications.

I graduated from Iowa State in 1984 with a degree in Computer Science. I have lived and worked in the Iowa City area since 1984. During that entire time I have been employed at Pearson (former1y NeS) in progressively greater positions of responsibility. I started as a programer and now work as a director over several IT departments. My job duties have taught me to prepare a budget, conduct effective meetings, work to coach and develop staff, how and when to work wIth consultants, how to build innovative solutions for customers and to work in a collaborative way with my colleagues.

As an introduction, I gave thought to running for school board election about a year ago and completed but did not submit an application after attending two meetings and detennining I would be unable to make a time commitment. My interest in re-exploring a position relates to my anticipated full retirement from academic medical practice (Pediatric Cardiology) on 8/1/2011 and available time to "give back" to the community in which I have lived since 1987.

I have organizational skills, a strong work ethic, and a desire to positively influence the lives of children. I am a champion of education and have a sensitivity for the complexity of structuring the process. My perspective would incorporate health concerns and their attendant impact on lives. I feel I could add a selfless objective point of view, unfettered by personal gains and motivated by a desire to contribute positively to the missions of the ICCSD. This short term appointment would seem an ideal way to assess mutual benefit of service for me and the Board.

My involvement and/or experience with the ICCSD came in conjunction with the education in Iowa City of my three children: Peter, Martha and Arthur. All attended various ICCSD schools between the years 1967 and 1962 and were National Merit Scholars. Peter later graduated from Grinnell College and the University Of Iowa College Of Law. Martha later graduated from Rice University and received her PhD from Stanford in Materials Science and Engineering. Arthur graduated from Columbia University and received his PhD from Berkeley in Economics.

It is difficult to envision that any contributions I would make to the ICCSD BOE would be "great". I do have, however, extensive experience dealing with educational policy, legal and budget issues from my sixteen years in the Iowa General Assembly. Perhaps that experience might prove useful.

Also, at the request of Davenport Mayor William Gluba I spent a considerable amount of time during the past year researching and talking with people knowledgeable about charter schools. The City of Davenport was interested in exploring getting a charter school established because there were numerous indications of dissatisfactions with the current school system. Those dissatisfactions were perceived by city administrators to be having an impact on the city's ability to attract new businesses. The current Davenport city administrator had earlier helped establish a successful charter school in an Illinois city and he was encouraging an effort to consider new educational alternatives in Davenport. Some of the information I assembled was found useful when Davenport submitted a proposal for federal funding for their school system.

I also spent spend a few years as Director of Information for Measurement Research Center (later Westinghouse Learning Corporation) in Iowa City. That company was involved in educational testing and measurement. I did quite a bit of writing for the companies. Two pieces I wrote for the director of the company were published in educational journals.

Finally, I did spend three years teaching at Saint Ambrose COllege in Davenport before going off into other directions and law school.

My son started kindergarten at Longfellow Elementary School in August 2002 and my daughter started in August 2004. I have been an active parent at Longfellow since, working with my children and their teachers as they engage in learning! volunteering and chaperoning at events, and participating in the PTA. My son and I both have attended the PSTO meetings at Southeast Junior High over the past two years and I have volunteered at events during the fall trimesters. I have attended several remarkable IEP meetings at both Longfellow and Southeast Junior High and am a pleased user of PowerSchool as a parent. I am looking forward to staying involved this fall as my son transitions to Iowa City High School and my daughter to Southeast Junior High.

I also have attended several school board meetings and public events, and have spoken during the public comment period at school board meetings. I attended events as part of the selection process for Iowa City's new superintendent, as well as several events that followed to get to know Mr. Murley. Most recently. I spoke at the school board meeting in October of 2010 in support of school anti-bullying programming and I attended meetings after to follow progress on the issue.

In 1985, I managed multi-million dollar budgets as treasurer of the University of Iowa student government. Shortly after that, I moved to Washington, DC, where I ran national nonprofit associations and continued my education, ultimately earning masters degrees from Harvard University and the University of Maryland.

When I moved back to Iowa City in 2001, I launched West Wind Education Policy Inc. (www.westwinded.com). a small business dedicated to building the capacity of education leaders to imagine and enact an education system that overcomes inequities and engages each and every child in learning.

Through my work, I have helped leaders across the nation implement standards-based whole-system reforms. This has included work here in Iowa; we conducted focus groups across the state, wrote Iowa's Race to the Top application, and supported the Grant Wood AEA with grant writing. This has contributed to my knowledge of education policies and regulations in Iowa and provided the opportunity to get to know many state and local leaders.

My children are now old enough and my business is strong enough that I have the necessary time to devote to local public service. My job requires that I stay on top of the latest research in education as well to contemplate the appropriate roles and relationships between school boards, central offices, schools and school personnel, students, and the community. I believe I can hit the ground running and, thus, it is my responsibility to step up and support the community through service on the ICCSD School Board.
