This has been the procedure in the past and will continue to be the procedure. Companies have the right to protest anything we deny and we don't want to have to testify al a protest hearing that we didn't send out a denial letter. if you have reduced a refund because of Partial denial but haven't sent a formal letter, you need to send out a letter to that effect immediately.
