1. Crude oil is the result of natural process in the
form of hydrocarbon which, in the condition of
atmosphere compression and temperature in the form of
liquid or solid phase, including asphalt, mineral wax
or ozokerit and bitumen obtained from mining process,
but not including coal or other hydrocarbon deposit
in solid form obtained from activities not relating
to oil and natural gas business activity.

4. Processing is an activity of refining, obtaining
parts, improving quality and increasing the value
added of crude oil and/or natural gas, but not
including field processing.

32. Continuous Emission Measurement System, hereinafter
referred to as CEMS, is a system intended to
determine the quantity of content of an emission
parameter or flow rate by periodical measurement,
used in-site in stack or by extraction using a gauge
installed close to the stack therein excluding
measurement based on individual sampling from the
stack.

36. Emergency response is a series of activities
conducted immediately at the time of occurrence of
emergency of air pollution control to handle any
arising bad impacts, covering activities of saving
and evacuating victims, properties, fulfillment of
basic requirements, protection, management of
refugees, infrastructures securing and recovering.
