JOINT RESOLUTION URGING THE CONGRESS TO PASS THE HB 468 ALSO
KNOWN AS “THE SANGGUNIANG KABATAAN REFORM AND
EMPOWERMENT ACT OF 2010”

Whereas, the Federated Youth Organization of lligan City is the confederation
of all youth organization in Hligan City having its member an age bracket of not
less than 15 and not more than 30 years old which is included in the Youth
Sector.
Whereas, the Federation drive for the youth participation in nation-building
and aims to empower every youth individual.
Whereas, the Federation commits to its invaluable service and participation for
the progress of the youth in the city.
Whereas, the 1987 Philippine Constitution (Article II Section 13) tells that “The
State recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual, and social well-being.
It shall inculcate in the youth patriotism and nationalism, and encourage their
involvement in public and civic affairs”.
Whereas, the Federation is compose of youth organization which aims to
participate in all policy-making that affects the youth sector, be it in the local
or in the national.
Whereas, the Federation strongly support the HB 468 provision most
especially the strengthening of the Katipunan ng Kabataan or KK as an
oversight body in the affairs of the KK.
Whereas, the Federation supports HB No. 468’s provision on the creation of
the Katipunang Pangkaunlaran ng mga Kabataan which has the mandate to
draft the youth development plan of the SK which aims to guide and drive the
SK to plan a comprehensive projects and programs for the youth.
Whereas, the Federation recognizes the need to, as HB No. 468 provides,
democratize the access to power by introducing anti-dynasty provisions.
Now Therefore and Finally Resolved, the Federation strongly supports the
passage of the HB 468 also known as “The Sangguniang Kabataan Reform and
Empowerment Bill”.Proposed by Federation Representatives:
