DEALING WITH FOOD INSECURITY HEAD ON— GOVERNMENT TO INVEST BILLIONS INTOIRRIGATION PROGRAMMES COUNTRYWIDE
 Faced with the current challenges of  rising food prices, the government is investing billions of shillings to expand and construct irrigation projects countrywide and transform agriculture into business
 TheGovernmentwillspendKSh10.2billioninFY2011/12forexpansionandconstruc-tionofnewirrigationprojectscountrywide.CompletionoftheseprojectswillassurefoodsecurityforKenyansonasus-tainablebasis.Kenyahasahugeuntappedpotentialforirrigationagricultureestimatedatabout1.7millionacres.Todateonly20percentofthishasbeenuti-lized.TheEconomicStimulusProgrammeirrigationprojectssuccessfullybroughtanaddi-tional40,000acresunderricecultivationinBuraandMwea,andmaizeinHola. Todealwithfoodinsecurityonceandforall,thegovern-mentwillinvesthugeamountsofmoneytoexpandandiniti-atevariousirrigationprojectsspreadthroughoutthecountry.KSh8.6billionisaconditionaltransfertoNationalIrrigationBoardtocompletealltheon-goingirrigationprojects,initi-atenewprojectsandfasttrackcompletionofdesignsfornewstrategicirrigationprojects.Thecompletionofon-goingproj-ectswillbringunderirrigationatotalof36,100acresofagricul-turallandthatwillbenetabout560,000households,whilethenewprojectswillbringunderirrigationabout16,000acresinthe2011/12outof70,000acres weplantocompleteinthemedi-umterm.Thisinterventionwillbenetabout300,000Kenyans. Towardstransformingagricul-tureandlivestockintobusiness,thegovernmenthaslaunchedanAgribusinessandLivestockDevelopmentFund,withanini-tialamountofKSh.1billionandKSh.400million,respectively. TheAgribusinessFundispartofawiderprojectofKSh.5bil-lionImpactInvestmentFundundertheKenyaIncentiveBasedRiskSharingAgriculturalLending(KIRSAL)tobeimple-mentedoverafouryearperiodinordertoleverageKSh.50bil-lionlendingtoagriculturalsec-torandruraldevelopmenttar-getinganother1.5millionsmall-holderfarmersandover10,000agribusinessesthroughoutthecountry. Theoperationalizationoftheprojectwillempowerandposi-tiontheprivatesectorplayersintheagriculturalsectortodeliverpro-pooreconomicgrowth,di- versifyourexports,expandem-ployment,reducepoverty,andassurefoodsecurityonalastingbasis.

SAFETY NET FOR THEVULNERABLE
SCALING UP YOUTHEMPLOYMENT PROGRAMMES
 TheGovernmentwillspendKSh1.8billionforKenyaYouthEmpowermentProjectcoveringlabour-intensiveworksandsocialservices.ThiswillreducethevulnerabilityofunemployedyouththroughexpansionandenhancementoftheKazikwaVijanainitiative. Theadditionalamountofmoneywillen-hancethecoverageoftheprogrammeandtargetyouthsagedbetween18-35yearsun-dertheKKV.Itaimstoputmoneyintothepocketsofouryouthswhileatthesametimeenhancingcommunityaccesstosocialandeconomicinfrastructure.Privatesectorrmsofferinginternshipandtrainingplacementforyouthwillalsobenetfromtaxrebatesfortrainingandpassingontherelevantworkexperienceandenhancingtheemployabilityoftheyouth.Privatesectorrmsarecalledupontorecip-rocateandavailopportunitiesforinternship whilealsoharnessingonthepotentialoftheKenyanYouth.TheImplementingAgenciesincludeOfceofthePrimeMinister,Min-istryofYouthAffairs,andotherlinemin-istries,whileKEPSAwillprovideananchorfortheprivatesectorinvolvement.
HOW MUCH IS GOING TO BE SPENT?
CUSHIONING THE POOR FROMTHE CURRENT HIGH FOOD PRICES
KSh13.3billionhasbeenallo-catedtocushionthevulnerablemembersofoursocietyfromthecurrenthighpricesoffoodandfuel.Partofthealloca-tionscompriseadditionalKsh385millionforcashtransferprogrammetargetingthephysi-callychallengedpersons,Ksh.260millionfororphanedand vulnerablechildrenandKsh.470millionfortheelderlyper-sons,amongothers.Forthelat-ter,theamountincludeanup- wardadjustmentofthemonthlytransferstoKsh.2,000asrecent-lydirectedbyParliament.The2011/12budgetalsopro- videsarelieftothewillingandabletoworklowincomehouse-holdsintheinformalsettle-mentsinourmaincitiesofNairobi,MombasaandKisumu. TheGovernmenthasallocatedKsh.845milliontotheUrbanFoodSecurityProgramcur-rentlyfundedbytheEuropeanCommissionandAFD. Theprogramwaslaunchedin2008focusingonimprovingurbanfoodsecuritythroughsackgardeninginslumareasinresponsetosoaringfoodpricesandincreasedfoodinsecurityamongurbanslumdwellers. Theamountwillgotowardsthepurchaseandprovisionoftwoemptysacks,soil,pebblestones,manureandseedlingofanyveg-etablestoeachhouseholdcov-ering80,000householdsinveurbanslumsinNairobi,50,000householdscoveringthreeslumsinMombasaand50,000householdscoveringtwoslumsinKisumu. Thisprojectwillnotonlymakethesehouseholdsfoodsecure,butalsoprovideasourceofin-come,savingsandaboveallcuretheragingfoodinationinourcities.Italsohasenvironmentalbenetsthroughuseofwaste water,greeningoftheslumareasandrelocationofwastedisposaltodesignatedareastocreateroomforsackgardening.
