Abstract E-learnings concern is that it gives everyone an equal opportunity to learn and improve their education despite their unequal educational level, age difference and, distance barriers. As a goal of diploma project, I choose to make introduction website of Mongolian and Korean Joint Technical College with dynamic access. The school will have advantage to provide information about their function quickly and to update their information regularly. Here is the aim of this work: 1. Publish the schools introduction 2. To make E-learning page with dynamic access 3. To have model lessons for E-learning 4. To raise advantages and disadvantages of E-learning I chose E-learning technology lessons subject as a research object. Research methodologies are system analysis and comparative study. In theory section I considered the usage types of E-learning, organization scheme, especially a web-based learning and, initiation process in Mongolia. I chose Joomla! 1.5.20 system to make web model. Also I defined technical recommendations of user computer. In section 2, E-learning subject, I considered historical perspective and types of Elearning. Also Ienclosed further study of SCORM standard, which includes learning environment, sources, united model and conducts operational procedures of learning units. Web-based learning, types of E-learning, its standards, advantages and, disadvantages are also investigated. In research component of this section, I investigated current development of information technology in Mongolia, computer, hardware and, networks matters using numerical and observational methods of study.

In order to perform web-based learning, I explored students free time activity and their preference of learning environment. I used questionnaire in this survey and defined their circumstances to attend web-based learning. Also studies and evaluation of model lesson of web-based learning, particularly the stages to develop video lessons and its methodology, materials are included. Changes in teaching and learning progress, accomplishments and, weaknesses are defined. In section 3, I determined the structure of fulfillment which contains accurate description of learning standard, content and, technique. Also website of open school is introduced. Finally I have come to following most important conclusions: Actualizing E-learning is basic step to make education available to all, especially in Mongolia, which has sparse population and whom people live in long distance of each other and from Ulaanbaatar. Also transforming from rigid, conservative learning form into web-based learning which is flexible, suitable for students time schedule and, demand has a lots of advantages for both students and teachers. Research findings confirmed that in Ulaanbaatar hardware, technology and, network requirements to organize E-learning is adequate. Also our government takes actions to support E-learning. Education and media organizations have organized E-learning cooperation with foreign organizations and achieved further accomplishments. Above all have become impulse to develop E-learning.
