1.0 PURPOSE This procedure provides guidelines and a standard format for preparing a Project Scope Report. 2.0 SCOPE A Project Scope Report is to be prepared on all projects. On multi-unit projects, a Project Scope Report should be prepared for each unit, with a total Project Scope Report summarizing all units. 3.0 DEFINITIONS 3.1 Project Scope Report (Exhibit I) A monthly report comparing the initial project scope to the current take-off or forecast. The Project Scope Report is an attachment to the Project Status Report and is reviewed in the Management Project Review Meeting. 4.0 RESPONSIBILITY 4.1 Project Manager The Project Manager or designee is responsible for the preparation of the Project Scope Report and its distribution as an attachment to the Project Status Report. 4.2 Lead Engineer or Designer The Lead Engineer or Designer in each discipline is responsible to review that disciplines' portion of the Project Scope Report and submit to the Project Manager a mark-up of last month's report, with all significant changes indicated. 5.0 BASIS FOR DEFINING ITEMS This section provides guidelines for defining items as listed in the Project Scope Report. As with all guidelines good engineering judgment and consistency must also be used. 5.1 Effective Plot Area This is the area designated by a perimeter drawn at a distance of five feet from the nearest major equipment or pipeway. It will consist of lines drawn parallel to the plot plan base lines. This is not the area within the battery limits. There may be holes within the battery limits, which will be excluded from the Effective Plot Area calculation. Show total square footage of plot area. 5.2 Pipeway Deck Area This is the area within the pipeway outline. It includes cantilevers and the area of each level of the pipeways. Show total square footage of pipeway deck area. 5.3 Piping Areas This is the number of piping areas based on the physical drawing sizes appropriate for the project. The piping areas would be consistent with the Piping Drawing Index. Show number of piping areas. 5.4 Equipment Piece Count This is the number of pieces of equipment listed by category in accordance with Litwin standard cost codes. The ground rules for counting pieces of equipment are stated in the Equipment Piece Count Procedure No. PEM-5.3. 5.5 Motors

Count motor drives for all equipment included in the Equipment Piece Count. Do not count air conditioning units and non-three phase service motors. Show total count and total connected horsepower. 5.6 Piles Count each individual pile. 5.7 Underground (U/G) Concrete Report quantity in cubic yards for all underground concrete such as foundation pads, blocks and piers (including that portion aboveground), and conduit encasement. 5.8 Roads, Paving and Building Slabs Report quantity in cubic yards for all concrete roads and building slabs. Report all asphalt in square yards. 5.9 Elevated Concrete Structures Report quantity in cubic yards for all elevated concrete structures including concrete pipe supports. 5.10 Structural Steel Report quantity in tons for steel structures and piperacks including stairways, ladders and platforms, and miscellaneous steel supports. 5.11 Buildings Count each individual building (i.e., compressor shelter, switchgear, control room, etc.). Show total count and total square footage. 5.12 Flanged Valves (Aboveground) Count each flanged carbon steel and alloy valve per the latest Piping & Instrument Diagrams (P&ID's). Do not include nonferrous and nonmetallic valves, or cast iron. Show total count carbon steel (C.S.) and total count alloy. 5.13 Pipe (Aboveground) Report quantity in linear feet of all carbon steel, alloy and specialty aboveground piping. Show total count of all numbered lines (from line list) per the breakdown indicated. 5.14 Control Valves Count each control valve. Do not count solenoid valves, regulators or motor operated valves which are manually controlled. 5.15 Major Instrument Loops Count each major instrument loop as shown on the latest P&ID. 5.16 Transformers and Motor Control Centers (MCC's) Count each motor control center and transformer. Show total count transformers and total count MCC's. Do not count switchgear equipment. 6.0 INSTRUCTIONS FOR COMPLETING REPORT

The first column on the Project Scope Report titled "Initial Scope" will contain the quantities which were derived from the initial project scope. These numbers should never be changed. The second column, titled "Current Take-off or Forecast", will contain quantities based on current design. Each month the Lead Engineer or Designer will review the quantities listed in that disciplines' column. The third column, titled "Remarks", should explain differences of more than 10% between the quantities in columns one and two.
