Executive Summary
Child maltreatment is a serious concern for Wisconsin residents, one with both human and monetarycosts. In a simultaneous effort to protect the welfare of Wisconsin’s children and limit the external coststo society, the Children’s Trust Fund (CTF) of Wisconsin is considering implementing a home visitation program aimed at reducing child abuse and neglect. The three programs under consideration are HealthyFamilies America (HFA), Nurse-Family Partnership (NFP), and Parents as Teachers (PAT). To comparethese options, CTF requested a benefit-cost analysis of the impacts of each of program if expandedstatewide. Based on this analysis, we recommend that Wisconsin implement the Nurse-FamilyPartnership.In order to compare programs, we estimated the benefits and costs to participants and society. The benefits accrue due to the varying effects of each program on reducing child abuse and neglect, reducingcriminality, improving educational outcomes, and reducing substance abuse. Each program imposes arange of implementation costs. In order to account for uncertainty in our estimates, we used Monte Carloanalysis to predict a range of likely net benefits for each program. Our initial analysis estimates that, if implemented statewide, HFA would produce an average negative net benefit of $9.3 million, PATaverages positive net benefits of $15.1 million, and NFP averages positive net benefits of $44.50 million.Because NFP shows the largest likely net benefits, we conducted additional, more detailed analysis of itsstatewide implementation. We used participation estimates to develop an efficient implementation model.High-density counties would operate county-level programs. The remaining counties would be serviced by one of 14 regional programs. We again used Monte Carlo analysis to develop a range of possible net benefits. We estimate statewide NFP programs would reach approximately 31,000 participants over a ten-year period. Our calculations determine that, on average, each participating family will yield net benefitsof nearly $11,000. Over ten years, this results in a total state net benefit of $338 million.
