Continuous professional training in the new context in public administration: possibilities and constraints
At the turn of the century, public administration faces a new context for its action. If, on the one hand, legality and equity concerns in providing services for society must continue, on the other, the imperative of productivity dictated by the private
sector forces public administration to a professional and organizational evolution in order to comply with the goals of complexity, as well as to keep up with the exponential speed of change. In this sense, continuous professional training (namely, behavioural training) plays a decisive roll in determining the new professional profiles of public servants, preparing them and turning them into proactive actors of innovation and modernization. Nonetheless, corporate practices of professional training management are still a significant obstacle today in many EU countries, hindering training in public administration in peacefully following the path of organizational learning.
