ommitteeonCriminalOffendersrecognizedtheirneedforsuchananswer.TheCommitteewasorganizedonthepremisethatprisonscouldrehabil-itate

thattheprisonsof

ewYorkwerenotinfactmakingaseriouseffortatrehabilitation,andthatNewYork'sprisonsshouldbecon-vertedfromtheirexistingcustodialbasistoanewrehabilitativeone.TheproblemfortheCommitteewasthattherewasnoavailableguidanceonthequestionofwhathadbeenshowntobethemosteffectivemeansofrehabilitation.MycolleaguesandIwerehiredbythecommitteetoremedythisdefectinourknowledge;ourjobwastoundertakeacomprehensivesurveyofwhatwasknownaboutrehabilitation.In1968

rimeControlandSafeStreetsAct,thestateestablishedaplanningorganization
