2011-08adoptinga2011-12AnnualBudgetfortheCityofClearlake.
DISCUSSION:
ThisbudgethearingwascontinuedfromtheCouncil'sdiscussionoftheProposedBudgetonJune9,2011.TheCityCouncilalsoheldthreepublicworkshopmeetingsonMay4,May5,andMay31todiscussadraft2011-12BudgetfortheCityofClearlake.Asaresultofthesemeetingsandinputfromthepublic,theproposedbudgethasgonethroughanumberofcorrections,revisions,deletions,andadditions.TherewereagainanumberofrevisionsrequestedbytheCityCouncilonJune9,andtheproposedbudgethasbeenchangedtoreflectthediscussionsatthatmeeting.ThefollowingrevisionshavebeenmadetothebudgettoaddressCouncilinputattheJune9,2011meeting:TheproposedCostofLivingAdjustment(COLA)forallemployeeshasbeeneliminated;Onemoreswornpoliceofficerhasbeenadded(makingthreeadditionalofficersintotal)whohasbeenfundedthroughreductionsinsomelineitemsandtheresultofcorrectionsmadeinseverallocationsintheGeneralFundandprogramsbudgets;There-hiringofalaid-offMaintenanceWorkerforthePublicWorksDepartmentisnowagaininthebudget,andinadditionaMaintenanceWorkerthreehasbeenaddedwhowouldbequalifiedtooperateequipment,ThisisbeingfundedprimarilythroughGasTaxfunding.Overall,theoriginaldraftbudgethadthefollowingthreechangesproposedtostaffpositions:1.Re-hiretheMaintenanceWorkerIasafull-time/benefitsemployee;2.CreateaPlannerIIpositiontobefundedbysavingsfromthemid-yearretirementoftheCity'spart-timeEngineer.
 
3.ReinstatetheCityAdministratorandtheCityFinanceDirectorasfull-time/benefitspositions;Asaresultoftheworkshopandpublicmeetings,thefollowingadditionalstaffchangeshavebeendirectedbytheCouncil:4.CreatethreenewswornPoliceOfficerpositions;5.CreateanewOfficeWorkerIposition,enablingareorganizationofstaffdutiesthatwillresultina

-timeCodeEnforcementposition;6.CreateanewMaintenanceWorkerIIIpositiontoaddressthepublicandCouncilconcernsforimprovedstreetsmaintenanceactivities.StaffisprovidingtotheCouncilthosepagesintheProposedBudgetthathavechangedasaresultofallthemostrecentrevisions.
IMPACTSOFSTATEACTIONS:
TheimpactstotheCityofanyStateLegislativeactioneithertoadoptaStateBudgetoreliminateorreviseredevelopmentagenciesremainsunknown.However,itisverylikelythattherewillbesignificantlossofrevenuetotheCityifsomedrasticactionistakenbytheStateLegislatureandsignedbytheGovernor.TheCity'SabilitytofundsomeofthesenewpositionstobetteraddresspoliceandpublicworksservicedemandsinClearlakeispartiallydependentonthefiscalabilityoftheClearlakeRedevelopmentAgencytopaypacktotheCityGeneralFundloansthathavebeenmadeovertheyears.Ifthatcannotbedone,thentheprojectedrevenuetotheGeneralFundwillbegreatlyreduced.
An
updateoftheStateBudgetandredevelopmentlegislationwillbegiventotheCouncilonThursdayeveningatthemeeting.
In
themeantime,theCityCouncilshouldnotwaittoadoptitsbudgetbasedontheState'slackofaction.WhentheStatesactionsareknownandtheimpactsontheCity'sbudgetcanbecalculated,thenitwouldbeappropriateforthestafftobringtotheCouncilabudgetamendment,asneeded.Asaprecaution,however,itwouldbeappropriatefortheCounciltoholdbackonhiringanynewly-createdpositionsthatarefundedviaredevelopmentorGeneralFundsuntiltheStatebudgetissuesaresettled.
STAFFRECOMMENDATION:
Approvethe2011-12ProposedCityofClearlakeBudget,butdirectthestafftodelayanyrecruitmentorhiringofnewlycreatedstaffpositionsrelatedtoRedevelopmentorGeneralFundsuntiltheimpactsoftheStateBudgetsituationisdetermined.
