Singrauli is the 50th district of Madhya Pradesh State of Union Republic India. It was granted district status on 24th May 2008, with its headquarter at Waidhan to fullfill the aspirations of people of this place. It has been formed after dividing it from Sidhi district. Singrauli has three tehsils namely 1. Singrauli 2. Deosar 3. Chitarangi. It has three develovment blocks by the same name. Singrauli Town is a municipal corporation with a population of about 2 lakhs. The estimated population is about 11 lakhs. Singrauli is fast emerging as an energy hub of India , especially for electric power and coal and therefore locally it is also called Urjanchal ( a Hindi word which means land of energy ). The total installed capacity of all power plants at Singaruli is around 10% of total installed capacity of India. The area in the eastern part of the state of MP and the adjoining southern part of Sonebhadra Distt. in the state of UP is collectively known as Singrauli. Singrauli is emerging as India's Energy Capital, the place earlier known as Shringavali, named after the sage Shringi, was once upon a time covered with dense and unnavigable forests and inhabited by wild animals. The place was considered so treacherous that it was used by the Kings of Rewa State, who ruled the area till 1947, as an open air prison for detaining errant civilians and officers. Just two generations ago, small holders were tending their parcels of land here, and the original inhabitants were gathering honey and herbs in the forest. In the late fifties, a large scale dam banked up the water of the River Rihand. The dam known as Govind Vallabh Pant Sagar, was inaugurated by Pt. Jawahar Lal Nehru in 1962. Later, rich coal deposits spread over an area of 2200 km in the state of M.P. and U.P. (southern part of Sonebhadra Distt.) were discovered close to the artificial lake that could be used to generate electricity. In this district, Northern Coal Fields (NCL) is spread over a vast area with a production of about 15-20 percent of total coal in the country. There are 11 Open cast mines of the NCL which supplies coal to around 8-9 Power Projects spread in and around Singrauli both in Madhya Pradesh and Uttar Pradesh. Vindhya Nagar NTPC is the single largest Super Thermal Power Project of the country with a power production of 3260MW. NTPC Shaktinagar is adjoining this place with another 2000MW power capability. NTPC Rihand is nearby with another 2000MW capacity. Apart from these power projects there are at least 5 Power Projects of the State Government of UP with a combined capacity of about 4500MW. Singrauli is going to become the "Power capital" of the Country with new power projects being set up in near future. Apart from Power Projects 9 Open cast coal mines are also going to start production within 3 years. Land Acquisition for all these Power Projects are all most over and these power projects will get commissioned by 2011-12. Reliance, ESSAR, Hindalco, Jaypee and DB Power are establishing their power projects here. Hindalco is establishing its" Aluminium Smelter" Plant under the SEZ Act and this unit is going to be a total Export Oriented Unit. The Combined Investment of all these projects is going to be around 1 lakh Crores. Singrauli with its natural resourses and enabling environment by the State Government and District administration has become most suitable destination for investment. The Chief Minister of M.P. Sasan Ultra Mega Power Project (S.P.L.) ReLI NCe

1. Reliance Power Ltd. is executing 3960 MW Sasan Ultra Mega Power Project (UMPP) through its 100% wholly owned subsidiary Sasan Power Ltd. (SPL) at village Sasan, District Singrauli, Madhya Pradesh. 2. Sasan UMPP has been allotted 3 captive coal mines namely Moher, Moher-Amlohri extention and Chhattrasal. These are the largest mines in the country in terms of volume handled. Sasan UMPP is the biggest integrated coal mine cum power project in India. 3. Sasan UMPP is a project of national importance and would benefit 35 crore people in 7 states of India. State of Madhya Pradesh is the largest beneficiary with 1,500 MW (37.5% of total capacity) allocated to the state. 4. The project is based on environment friendly Super Critical Technology and has far less impact on environment than conventional coal based plants. The plant also has very high efficiency resulting in lower coal consumption thereby saving precious natural resource coal. 5. SPL has advanced commissioning schedule of Sasan UMPP from the schedule in PPA. 6. Project has achieved Financial Closure. This is the largest debt financing on project finance basis in India. Within an estimated investment of over Rs 19,500 crores, project would play a significant role in economic development and industrialization in Madhya Pradesh. The project would generate several direct and indirect employment opportunities resulting in social and economic upliftment of local community. 7. Environment clearance and final forest clearance for power plant and Moher & Moher Amlohri extention coal mines have been obtained. In compliance to stipulated conditions by MoEF, Environment Monitoring during construction phase is in progress. 8. Engineering works are complete. Internationally reputed consultants such as Black & Veatch, Toshiba, STUP, HOK etc. are working on the project. Main power plant equipment is being supplied by Shanghai Electric Corporation (SEC), one of the largest power plant equipment manufacturers in the world.

9. Construction at site is in full swing. Site enabling works have been completed. TG Column erection, permanent store have completed while boiler & bunker erection, Power House Building (PHB), TG Deck shuttering is in progress. BOP civil works are also in advanced stage. 10. SPL is committed towards the social & economic development of project affected & surrounding villages. As a part of its proactive approach towards welfare of local community, SPL started a mobile medical facility including an ambulance van to provide free medical services to the villagers, much before construction work had commenced at site. 11. To relocate affected families, SPL has developed a R&R village Surya Vihar, spread over an area of 368.97 acres, with all basic facilities such as School, Health Care Centre, Market Place, Panchayat Bhavan, Temple, roads, drinking water, sanitation and electrification, etc. The SPL R&R package provides benefits better than NRRP & MP Model R&R Policy and ensures sustainable development. 12. SPL has constructed ready to move-in houses on residential plots of 5400 sq feet. The house has basic amenities such as toilet, kitchen, smokeless chulha, electrification, etc. About 450 families have got their House/Plot allotment done. 13. School in R&R village Surya Vihar, run by DAV organization, is providing free education & stipend to the wards of displaced families. Presently, 765 students are studying in R&R village school. 14. Free medical treatment & medicines is being provided at the health care centre at Surya Vihar, having functional laboratory. More than 5000 patients have benefitted from the hospital. 15. Trainings for skill development such as CIDC training and tailoring for women have been organized. 12 Cooperative Societies have also been formed by the PAPs who are being allotted works by SPL and its agencies. The cumulative value of works allotted till date is more than Rs 3 Crores. 16. Monthly old age pension & destitute pension is being provided which is in addition to the old age pension given by Government. Presently, 200 persons are receiving old age pension from SPL. 17. Weekly Bazaar, is being organized at Surya Vihar in the open built up shops constructed for this purpose by SPL in which villagers from nearby places also participate.

Allotment of Govt. land for Reliance Airport ( Phase - I) has been done. Land Acquisition for Airport (Phase -II) is under progress. This airport will be fully owned by Reliance and will be ready for operation in near future.

A BRIEF NOTE OF MOHER AND MOHER-AMLOHRI EXTENSTION COAL BLOCK (20 MTPA) INTRODUCTION Moher and Moher-Amlohri Extension coal blocks under the command area of Northern Coalfields Ltd have been allocated to Sasan Power Ltd by Ministry of Coal vide letter no. 13016/4/2006-CA-I dated 13th September 2006. In terms of the letter, the Govt. decided on the basis of competitive bidding about the developer of the Sasan UMPP and accordingly Sasan Power Limited along with the Moher and Moher-Amlohri Extension coal blocks were transferred to Reliance Power Limited on 7th August 2007. The volume of OB in the box-cut has been estimated as 12.65 Mm3. The North Pit is proposed to be developed from the year-2 onward from the box-cut area located on the western side for which 22.81 Mm3 will be excavated. Coal production starts from year-2 from the South Pit and the same from North Pit starts from year-3. xvi) Mining Technology ? The most suitable mining technology for the proposed opencast mine will be using a combination of Draglines and shovel-dumper system considering the following geo-mining conditions: ? Gentle gradient of Turra Seam floor, viz. 2-3 in South Pit and 3-5 in North-East Pit ? Mining of multiple seams viz. Turra (12.30-19.30m) and Purewa (19.50-26.15 m) Overburden cover above Purewa Seam (84.70m to 198.47m) and Parting between Turra and Purewa ? Seams is in the range of 51.97m to 68.70m Large scope of work including 20.00 Mt. of ROM coal and 78.21 Mm3 (Peak) per annum of OBR. ? Shovel-dumper system for higher benches and draglines on the parting between Turra and Purewa Seams ? has been proposed in the Mining Plan as this is the most suitable technology under the present geomining condition.

In terms of the letter, the Govt. decided on the basis of competitive bidding about the developer of the Sasan UMPP and accordingly Sasan Power Limited along with the Chhattrasal coal block was transferred to Reliance Power Limited on 7th August 2007. The coal produced from the above mines would be exclusively used for power generation by Sasan Power Limited (6X660 MW) as well as another Power Plants belonging to Reliance Power Limited. LOCATION: Chhattrasal Block is located in between Amelia Block, on the north and Mahan Block, on the south, in the easternmost part of Main basin, Singrauli Coalfield. It falls in between latitudes 24o 2' 41'' & 24o 4' 26 North and longitudes 82o 22' 34'' & 82o 26' 15 East and is covered by Survey of India toposheet No. 63L/8 on RF 1:50,000 (2cm=1km). Administratively, it is under the jurisdiction of Singrauli (Waidhan) tehsil, District Sidhi of Madhya Pradesh State. MINING STATUS: The block is free from mining activity. Nearby OCPs are located about 20 Km north-west of the block in Moher subbasin. Total 10 coal seams, including splits section of Seam III & V namely Seam I, II, III Bottom, III Top, IV, V Bottom, V Top, VI, VII and VIII in ascending order exist in the block. ? Open Cast proposition are for seams VII and VIII ? Seam VII is the thickest and most potential seam of the block. Life of the Project is 21 Years. Rated Production achieved on 3rd year of production. Minable reserve: 94.80 Million Tones Salient Mining features and post mining Activities : 1. Backfilling starts from 3rd year of mining operations 2. Total 88.82 Mm3 (16%) is proposed to be dumped in external dump and balance 461.66 Mm3 (84%) in internal dump 3. About 5% of the total mine area will be left as mine void. 4. Maximum depth of water in the left out void is less than 40m. This water reservoir will improve the water balance chart of the area and used for irrigation purposes.

Essar has already placed orders for all the long lead items for all its projects with reputed vendors and the supply of plant and equipments has also begun. Evacuation of power will be through dedicated transmission facilities under implementation through Essar Power Transmission Limited for which the open access approval has been received.

Free education to children of PAP's up to Class -10. Development of Medical centre with well qualified Doctor & provision of Ambulance Services. Difference between Land rate payable as per Land Acquisition Act -1894 & Guidelines for land Rate for the Year - 2008-09 to all land losers. PAP's are being provided plots of size 90 X 60 ft= 5400 sq ft (502 sq. mtr) Priority to be given the PAP's in jobs based on their skills & qualification. Provision of reservation for PAP's in Allotment of shops in R&R colony. All PAP's at R & R colony are being provided Transit accommodation for the period of construction of their houses. Most of their construction materials are being transported by EPMPL from their existing house to their respective plots. Construction of infrastructure facilities in R & R colony - Roads, Sanitation, Sewage system, High School, Community centre / Panchayat hall, Cooperative Stores / Market, Religious Place, Health Centre, Grazing ground, Cattle sheds, Cremation & Burial ground. 722 children from PAFs communities are getting education in Essar aided Saraswati Shishu Mandir School at Nand Vihar Colony, Nagwa, and the school has been commenced since July 2010. 603 plots have been allotted to displaced PAFs. Under priority of project affected perosns' engagement through petty contractor, 476 persons are working in different construction activities of the plant. Roads-15 km of roads developed. Water - 60 no. of hand pumps install and 10 nos. are in progress. Sanitation - 15 km of drain developed. School - School building's construction is completed & started functioning from Ist July 2010 with strength of approx 700 students. Community centre / Panchayat hall - under construction. Cooperative stores / Market - under construction. Religious Place - under construction Health center- made available in Visthapit Colony and construction of hospital is in progress. Grazing ground -made available Cattle sheds - constructed. Cremation & Burial ground - under construction Separate community Bath Rooms & Toilets have been provided for Ladies & Gents. Entertainment Room provided with Colour TV & Dish TV connection. Cultural programs are being organised in Visthapit Colony. Electrification of Rehabilitation Nand Vihar Colony is almost completed.
CSR Initiatives by EPMPL Free education to children of PAP's up to Class -10. One building for junior section has completed & started functioning from Ist July 2010 with strength of approx 300 students. Now 722 students have admitted in junior classes and school operates in two shifts with additional teachers and school staff. Under Free Computer Training to Project affected youth, 240 students have benefitted so far. Free Medical facility by Site clinic and Ambulance facility for PAP's Under skill improvement of project affected communities 105 youths have got free ITI training. School Stationary , Bag & Water Bottle distribution (2500 nos.) to all school going children in the project areas Blanket distribution to every PAP on vacation of his residential accommodation. 2 schools' buildings have constructed in lieu of previous school buildings had acquired due to project area & simultaneously 1 Aganwadi is being constructed due to affected by project. All three buildings are situated in village Bandhoura. 6 plots had allotted to Ganiyari blast victims on the request of District Administration. As on date 13 cooperative societies of PAP's (324 nos.) have been registered & allotted work without tendering amounting to Rs. 90 lacs. 3 special camps have been organized for Khairahi & Nagwa village for taking care of Heat stroke patients.

MAHAN COAL BLOCK Mahan Coal Limited (MCL), a joint venture company between Hindalco Industries Limited (HIL) and Essar Power M.P Limited (EPMPL), has been granted a captive coal block (Mahan Coal Block) in Singaruli District of Madhya Pradesh, which will mine coal for the two ventured companies. The total coal reserves are about 144 Million Tonnes with the grade of coal as E to F. The Mahan Coal Block is to produce 8.5 Million Tonnes of coal per annum by open cast mining system Location of Mahan Coal Block Mahan coal block is located on the plateau on the eastern fringe of the Main Basin in Singrauli Coalfield, Sidhi District, Madhya Pradesh. Almost entire ML area (1182.35 ha) falls under Mohanban Reserve Forest. Part of revenue land (17.65 ha) of Amelia and Budher villages of Waidhan block, Singrauli district falls under the Lease area. The block geographically extends from Longitude 82o 22' 30 to 82o 24' 49 E and Latitude 24o 00' 28" to 24o 02' 32" N and the entire lease area falls in Survey of India topo sheet-63-L/8. The block is about 35km from WAIDHAN , which is the district head quarter and is approachable from Rajmilan village and Parsona crossing. It is also approachable from Singrauli township and NCL (HQ) via Waidhan and Rajmilan by about 60km long fair weather road. A fair weather approach road from Rajmilan village passes through the northern part of the block and leads to Gajrabahra railway station, which is about 6-km from the western limits of the block. Nearest major town is Waidhan located about 35-km eastwards.

Need of the Project The activities in both these Power Plants are in very advanced stage and the plants are scheduled to be commissioned in middle of the year 2010. The coal project is to be worked by State of Art Opencast Mining Technology to keep the mining costs to absolute minimum. The ultimate capacity of the mine is 8.5 Million Tonnes per annum, which is required to be achieved by October 2011. The corresponding Overburden (OB) removal shall be around 50 Million Cubic Meters per annum, which has to be achieved from the second year of operation. The Mahan Coal Mining Project is proposed to cater to requirement of the twoThermalPower Plants of M/s Essar Power Ltd. and M/S Hindalco Industries Ltd for almost 15 years. Hindalco Industries Limited is proposing to set-up a greenfield integrated aluminum complex under the name of Mahan Aluminium with a production capacity 3,25,000 TPA (primary aluminium metal) near Bargawan, Deosar tehsil in Sidhi district, Madhya Pradesh. To cater to the demand of electricity on continuous basis, a 650-MW coal based captive power plant is also proposed in the complex. The coal requirement for the project is about 3.5-MTPA. ESSAR group is proposing to set-up 1200-MW thermal power plant, agreenfield project, under the name of Essar Power (MP) Limited near Karsua village, Waidhan block, Singrauli district, Madhya Pradesh. The coal requirement for the project is about 5.0-MTPA.

Socio-Economic Activities :
Against land acquired though Land Acquisition Act approximately 300 persons (land oustees) have been employed. 30 persons from above have been given training for 1 month at our Jaypee Cement Factory Training Centre, Rewa for running and maintenance of excavators, dumpers, drilling machines as well as production of cement bricks. Dispensary was commissioned in February 2007 and providing free medical consultancy through certified Doctor as well as free medicine. So far over 90,000 patients have received treatment. As per R&R policy Pension has been distributed to elderly land oustees from October 2010. 3 handpumps have already been commissioned in Majhauli village and further 3 more shall be commissioned in January 2011. 1 water tanker is deployed for providing drinking water to nearby Govt. School and villagers. Permission for maintenance of PMGSY road from Behtadand to Ujjani (Approx . 8Km) has been received and contracts have been awarded to parties for strengthening the same. As per R&R policy, land is being identified for land oustees (approx. 60 persons). Drawing for construction of school has been finalised and construction for same shall commence in 2011. As per R&R policy, an amount of Rs. 5 Lacs has been contributed to Collector, Singrauli towards exemption of Stamp Duty and Land Registry Fees for those land oustees purchasing land elsewhere for their livelihood.
The mining methods that shall be adopted are drilling, blasting, loading & haulage/ transport. Mine shall be opened up from in crop, coal lying at a depth of 14 meters. The coal will be transported from mining site to Nigrie Thermal Power Plant by rail.

DB Power Ltd, an unlisted company belonging to media house Dainik Bhaskar Group, plans to set up three thermal power plants in Chhattisgarh and Madhya Pradesh. The unit in Singrauli district of Madhya Pradesh will have a total generation capacity of up to 2690 MW. The first two power plants will be set up in Chhattisgarh, having a capacity of 1,320 MW and 270 MW, respectively. The first plant is expected to be commissioned in 2011. DB Power has already been allotted coal mines in Chhattisgarh having 100 million tons reserves. The third plant will come up in Madhya Pradesh and will have a generation capacity of 2690 MW. A fourth 270 MW unit, based on coal washery rejects and middling coal, will come at Korba. The Madhya Pradesh plant is expected to be operational a year after the Chhattisgarh facility.

Mutually agreeable Time Line Schedule: Mutually agreeable Time Line Schedule (MATS) is a new concept that has been developed in Singrauli for Land Acquisition and R&R. Land acquisition officer (LAO) & Project Head of the Company prepare the MATS draft and it is approved in the weekly Projects' Review meeting after thorough discussion. Mutually agreeable Time Line Schedule (MATS) is the requirement of changing times. Generally the land acquisition takes its own time because a prescribed procedure has to be followed--- sec 4/6/9/Award! The companies for which Land acquisition takes place assert enormous pressure for quick land acquisition. Land acquisition follows eviction for which pressure is exerted. Our officers also need some time to resolve issues and do land acquisition following due procedure. Hence a mutually agreeable time line schedule takes care of both sides' time lines. Projects' Review Weekly meetings are organized for breaking schedule into smaller actionable units & execution and also to review the implementation of MATS. If any emergency crops up or new developing issues have to be resolved then these weekly meetings help to resolve them immediately. Entirely new method of Transition: About 100-125 Class-3/4 officers were selected from various departments of the district. They were grouped into teams, each team comprising of 4-5 persons. They were trained by the Collector himself. Each day they were picked up in vehicles at 7am from a fixed place and dropped back by 12pm. Again picked up at 4pm and dropped back by 7pm. Each group was given a sheet with a list of 20 PAFs (Project Affected Families). The team visits the house of PAFs and sits in their house and talks to them. The team explains to them about land acquisition, the need for eviction & shifting to R&R Colony. They write down all issues raised by the PAF and redress the issues there & then itself if possible. They visit the same PAFs several times till they are convinced. If the issues raised by PAFs are beyond their jurisdiction then they bring it to the notice of Tehsildar/SDM. Tehsildar/SDM would solve such issues immediately and if not possible then those issues reach ADM/DM who resolve them amicably using their descrition. During such team visits some of the oustees had problems pertaining to shifting to new places/R&R Colony. They wanted time to construct their own house. Such PAFs were provided with a) Temporary rental arrangement b) Transit accommodation. In 3 months all issues resolved and BTG/EW of Reliance & ESSAR cleared.

District Administration organizes mega camps. These camps include: a) Lok Kalyan Shivirs b) Patta vitaran for PAFs shifted to R&R colony c) Rozgar Melas d) Redressal camps pertaining to R&R issues. Placement Based Skill Development Programmes: The set of activities include: (i) Free Industrial: At least one adult person of a displaced/affected family is being given free industrial training (ITI/CIDC). (ii) Free Computer training: Essar is giving computer training thru Aptech. (iii) Stipend: To encourage the PAPs to join such training programme a stipend of Rs 1000 per month is being provided. The stipend is being given on the basis of attendance and performance. (iv) Reliance has started a Women SHG which is into Stitching/embroidery etc. (v) Self employment: The District Administration is arranging for the loans from the banks for the displaced people, women, men, youth etc. of all ages to set up their own business. (vi) Employment opportunities at the R & R Colony are also being provided thru the training programmes under SGSY/CEDMAP to self-help groups. Organizing Rozgar Melas for the unemployed youth. (vii) Other Self-Employment opportunities were created thru the following organizations of the State Government: a) District Industries Center (DIC) b) Antyavsayi Corporation (SC Welfare) c) ST Welfare Corporation d) OBC Welfare Corporation
