 AN ACT IMPLEMENTING PROVISIONS OF THE BUDGET CONCERNING GENERAL GOVERNMENT.
Be it enacted by the Senate and House of Representatives in GeneralAssembly convened:Section 1. Subsection (a) of section 17b-278g of the general statutes,1as amended by section 94 of senate bill 1240 of the current session, is2repealed and the following is substituted in lieu thereof (

):4(a) To the extent permitted by federal law, no payment shall be5provided by the Department of Social Services under the Medicaid6program for more than one pair of eyeglasses
 
every two years, except7payment may be provided under the Medicaid program for an8additional pair of eyeglasses during the two-year period when a9Medicaid recipient's health care provider determines that such10eyeglasses are necessary because of a change in the recipient's medical11condition. Said department shall administer the payment for12eyeglasses and contact lenses as cost effectively as possible.13

Sec. 2. Section 69 of senate bill 1240 of the current session is repealed14and the following is substituted in lieu thereof (

):15Notwithstanding the provisions of section 60 of public act 05-251,16effective January 1, 2012, the personnel, payroll,

administrative

 17affirmative action and business office functions of the Board of18Education and Services for the Blind and the Commission on the Deaf19and Hearing Impaired shall no longer be merged and consolidated20into the Department of Administrative Services and will be assumed21by the Bureau of Rehabilitative Services, provided the director of the22Bureau of Rehabilitative Services may extend the effective date for the23transfer of functions for six months, to June 30, 2012, by submitting a24written notice to the joint standing committees of the General25Assembly having cognizance of matters relating to human services and26appropriations and the budgets of state agencies.27Sec. 3. Section 11 of public act 11-6 is repealed and the following is28substituted in lieu thereof (

):29(a) The Secretary of the Office of Policy and Management shall30monitor expenditures for Personal Services, during the fiscal years31ending June 30, 2012, and June 30, 2013, in order to reduce such32expenditures by $12,014,800 for such purpose during each such fiscal33year. The provisions of this subsection shall not apply to the34constituent units of the state system of higher education, as defined in35section 10a-1 of the general statutes.36(b) The Secretary of the Office of Policy and Management shall37monitor expenditures for Other Expenses, during the fiscal years38ending June 30, 2012, and June 30, 2013, in order to reduce such39expenditures for such purpose by $9,440,200 during each such fiscal40year. The provisions of this subsection shall not apply to the41constituent units of the state system of higher education, as defined in42section 10a-1 of the general statutes.43Sec. 4. Subsection (a) of section 12 of public act 11-6 is repealed and44

energy assistance provided pursuant to60subsection (a) of this section.61Sec. 6. (
Effective July 1, 2011
) Up to $100,000 of the unexpended62balance of funds appropriated to the Banking Department in section 663of public act 09-3 of the June special session, and carried forward by64section 55 of public act 10-179, for Other Expenses, shall not lapse on65 June 30, 2011, and such funds shall continue to be available for the66purpose of upgrading software during the fiscal year ending June 30,672012.68Sec. 7. (
Effective July 1, 2011
) Up to $15,000 of the unexpended69balance of funds appropriated to the Banking Department in section 1670of public act 09-3 of the June special session, for Equipment, shall not71lapse on June 30, 2011, and such funds shall continue to be available72for the purpose of upgrading software during the fiscal year ending73 June 30, 2012.74
