Haruhiko Kuroda

President Asian Development Bank Mr. Haruhiko Kuroda is the President of the Asian Development Bank (ADB) and the Chairperson of ADB's Board of Directors. He was elected President by ADB's Board of Governors in November 2004 and was reelected in November 2006 for a new five-year term. Before joining ADB, Mr. Kuroda was Special Advisor to the Cabinet of Japanese Prime Minister Junichiro Koizumi and a professor at the Graduate School of Economics at Hitotsubashi University in Tokyo. In a career spanning nearly four decades, Mr. Kuroda has represented Japans Ministry of Finance at a number of international monetary conferences as Vice Minister of Finance for International Affairs. During his tenure, Mr. Kuroda helped design and implement the US$ 30 billion Miyazawa Initiative-Japans response to Asian economies hit by the 1997-1998 financial crisis. Additionally, under his leadership, Japan helped Asian nations establish the Chiang Mai Initiative, a network of currency swap agreements designed to avert another crisis. Mr. Kuroda holds a B.A. in Law from the University of Tokyo and a Master of Philosophy in Economics from the University of Oxford.

Robert Orr

Ambassador, United States Executive Director Board of Directors Asian Development Bank Robert Orr was confirmed by the Senate as United States Executive Director with rank of Ambassador to the Asian Development Bank (ADB) in September 2010. From 2007-2010, he was Chairman of the Board of the Panasonic Foundation and concurrently Vice Chair of the National Association of Japan-America Societies, a member of the Board of Trustees of J.F. Obirin University, and a member of the Board of the East-West Center Foundation. Prior to this, Ambassador Orr was President of Boeing Japan and held positions as Vice President and Director of European Affairs for Motorola in Brussels, and Vice President of Government Relations for Motorola in Japan. Ambassador Orr has also spent many years in academia, and was a professor of Political Science at Temple University in Japan. His book, The Emergence of Japans Foreign Aid Power, won the 1991 Ohira Prize for best book on the Asia Pacific. Ambassador Orr holds a B.A. in History, cum laude, from Florida Atlantic University, an M.A. in Government from Georgetown University, and a Ph.D. in Political Science from Tokyo University.

Amory Lovins

Chairman and Chief Scientist Rocky Mountain Institute Amory Lovins is Chairman and Chief Scientist of the Rocky Mountain Institute. For four decades, he has worked in energy policy and related areas. Lovins worked professionally as an environmentalist in the 1970s, and since then as an analyst of a "soft energy path" for the United States and other nations. He has promoted energy efficiency, the use of renewable energy sources, and the generation of energy at or near the site where the energy is actually used. Lovins has also advocated a "negawatt revolution," arguing that utility customers dont want kilowatt-hours of electricity; they want energy services. In the 1990s, his work with Rocky Mountain Institute included the design of an ultra-efficient automobile, the Hypercar. Lovins has received ten honorary doctorates and won many awards. He has provided expert testimony in eight countries, briefed 19 heads of state, and published 29 books. These books include: Winning the Oil Endgame, Small is Profitable, and Natural Capitalism. In 2009, Time magazine named Lovins as one of the world's 100 most influential people.

Mohamed El-Ashry

Chairman REN21 Mohamed T. El-Ashry is Senior Fellow with the UN Foundation and Facilitator of the Global Leadership for Climate Action (GLCA), which he organized in 2007. He is also the Chairman of the Renewable Energy Policy Network for the 21st Century (REN21). Prior to founding GLCA, Dr. El-Ashry helped establish the Global Environment Facility and served as Chairman and Chief Executive Officer from 1994 to 2003. Dr. El-Ashry also held positions as Chief Environmental Adviser to the President and Director of the Environment Department at the World Bank, as Senior Vice President of the World Resources Institute, and as Director of Environmental Quality with the Tennessee Valley Authority. He has also served as Senior Environmental Adviser to UNDP, as Special Adviser to the Secretary General of the 1992 U.N. Earth Summit, as a member the International Commission on Climate Change and Development, and as a member of the World Water Council. Dr. El-Ashry has a B.S. Degree, with honors, from the University of Cairo, and M.S. and Ph.D. in Geology from the University of Illinois.

John Byrne

Distinguished Professor University of Delaware John Byrne is Director of the Center for Energy and Environmental Policy (CEEP) and Distinguished Professor of Energy and Climate Policy at the University of Delaware. Since 1992, he has contributed to Working Group III of the United Nations-sponsored Intergovernmental Panel on Climate Change (IPCC), whose work received the 2007 Nobel Peace Prize. He is co-founder and co-executive director of the Joint Institute for a Sustainable Energy and Environmental Future, an innovative research and policy advocacy organization headquartered in the Republic of Korea with the mission of promoting sustainable policy options in East Asia. He is also a founding member and first research chair for the International Solar Cities Initiative a pioneering program to assist cities around the world in building sustainable futures. In 2011, he was appointed Distinguished Professor at the Daegu Gyeongbuk Institute of Science and Technology, a new university created by the Republic of Korea to lead its plan for green energy technology and policy development.

Orestes Anastasia

Regional Environment Advisor USAID Regional Development Mission for Asia Orestes Anastasia joined USAIDs Regional Development Mission for Asia in 2004 where he has managed regional and national-level programs relating to climate change, disaster early warning systems, and environmental governance. Orestes currently oversees USAIDs regional clean energy, greenhouse gas accounting, and low carbon development activities, as well as USAIDs environment programs in China which support green buildings, green industries, and environmental law. Prior to joining USAID in Asia, Orestes served as a senior climate change project manager supporting USAID, the US Department of Energy, US Environmental Protection Agency, the State of California, and several private sector organizations in the US and abroad. Orestes has also served as an environmental attorney in Washington with USAIDs Global Environment Center, the Center for International Environmental Law, and the North-South Center.

Jennivine Kwan

Vice President, International Operations US Green Building Council (USGBC) Jennivine Kwan, Vice President, International Operations at the US Green Building Council (USGBC), is responsible for the development, coordination and implementation of the USGBCs unified engagement efforts with global green building leaders that share our vision and mission around the world. These efforts, known as the LEED International Program, emphasize global consistency at their core, while opening dialog to speak to regional realities as a global community and providing local leaders access to green building resources, education and tools that support successful use of the LEED green building rating system. She speaks fluent Mandarin, Cantonese, Spanish and French.

Donald Anderson
Vice President ICF International Don Anderson is a green buildings specialist with 25 years of experience supporting both US and international programs, and is a recognized authority on building energy performance. He has advised several of the largest green and energy-efficient buildings programs in the US, including the ENERGY STAR and the US Green Buildings Council, and over the past decade has assisted clients to transfer experience from those programs to fast-developing global building markets. Currently, Mr. Anderson provides corporate sustainability consulting services for several Fortune 500 clients, specializing in building portfolio performance improvement. Mr. Anderson also serves as an expert advisor to the China Green Building Councils Green Public Buildings Group, founded in March 2008 by the China Ministry of Housing and Urban-Rural Development, and is an Adjunct Professor at Tongji University Sino-German College of Applied Sciences and Shanghai Normal University Business School.

Rana Yusuf Nasir

Director, Rating and Technology Green Building Council of Indonesia He was one of the 7 professionals who was initiating on establishment of Green Building Council Indonesia (GBCI). As a Director of Rating & Technology of GBCI he is responsible for developing the Indonesia green building rating tools, certification process and training the Greenship Professional (GP) to have competency on implementing the green building concepts. He was the President of American Society for Heating Refrigerating & Airconditioning Engineer (ASHRAE) Indonesia Chapter 2009-2010 and active since 1993 until now in developing the strategic plan for Indonesia for ozone depleting substance phase out under Montreal Protocol implementation as a Chair of Airconditioning Sector in Technical Team of Ministry of Environment of Indonesia Government. He was awarded by the the Minister for his active role in environment movement. He is a founder of his own company PT Airkon Pratama, business line in Building Utilities Operation & Maintenance, Audit Energy, Building Energy Efficiency and Upgrading Building Performance.

Malcolm Verdict
Associate Director Texas A&M University, Energy Systems Laboratory Malcolm Verdict is an Associate Director of the Energy Systems Laboratory at Texas A&M University with over 35 years of energy management experience in the public and private sectors. Mr. Verdict currently provides retro-commissioning services to public and private facility owners, worldwide. From 1992-2001, he was a senior program manager at the Alliance to Save Energy in Washington, DC where he was responsible for their energy financing, Home Energy Rating, Federal Agency Energy Productivity, and Energy Star Home initiatives. In 2006, he was appointed by Texas Gov. Perry to the Western Governors Association's Clean & Diversified Energy Task Force. Prior to joining the Alliance in 2001, he was Deputy Director of the Texas State Energy Conservation Office where he helped create the award-winning $98 Million LoanSTAR energy retrofit revolving loan program which has funded $240+ million in loans and saved over $212 million since 1989. Prior to joining the Texas State Energy Office, he was a commercial loan officer in NW Louisiana. He holds a Bachelor of Science (BS) from the U.S. Air Force Academy and a Masters in Business Administration (MBA) from Louisiana Tech University. He is a Certified Energy Manager (C.E.M.) and was selected the 2005 Energy Manager of the Year by the U.S. Association of Energy Engineers.

Steven Gray
Vice President Climate Change Capital Steven leads the UN regulatory and policy stream and advises CCC's funds on policy and regulatory developments of the international carbon market and broader international climate policy developments. In relation to CCC's research programme he focuses on financing mechanisms and financial products to support policy incentives. He is active in the discussions around new flexible mechanisms and the evolution of carbon finance under the UNFCCC (United Nations Framework Convention on Climate Change) and Kyoto Protocol. Steven leads CCC's finance pieces for the EU Commission's "Global Sectoral Approaches" project with CCAP (Centre for Clean Air Policy), focusing on Mexico and China. He Chairs the Post 2012 and Institutional Reform working group of the Carbon Markets and Investors Association. He is also involved in the creation of a new platform to facilitate a dialogue between business, decision makers and representatives from the international community around emission trading schemes and broader policies related to climate change. Prior to joining CCC, he worked on linkages between climate change regulation and development at ODI (Overseas Development Institute). As a qualified Mexican lawyer he has experience in environmental and planning law. He has provided legal advice to international and domestic companies with regard to compliance with environmental legislation and has negotiated with Mexican environmental authorities on behalf of clients. Steven holds a law degree from Universidad Iberoamericana in Mexico City and a Master's in Law from the London School of Economics.

Isabelle Vincent
Project Manager Environment and Infrastructure Division Agence Francaise de Developpement Isabelle Vincent is a senior project manager (energy/climate) in Agence Franaise de Dveloppement (AFD). After engineering studies including a master in environmental economics she joined the French Ministry of Infrastructure for 3 years, as head of a division within the General Department of Transport and Sea. She then joined AFD as project manager, first in the headquarters in Paris, where she handled energy projects in West Africa and Asia, and then from Bangkok, as regional energy/climate specialist.

Satoshi Fukushima
Energy Specialist Asian Development Bank Satoshi Fukushima is Energy Specialist in the South Asia Regional Department. Prior to ADB, he was working as Manager of Corporate Planning at Kansai Electric Power Company, an electric utility in central-western part of Japan and he was in charge of power system planning and wide-area cooperation among electric utilities.

Energy Specialist Asian Development Bank Len George is Energy Specialist and the Program Leader for the Maldives in the South Asia Regional Department. Prior to ADB, he was working as Senior Manager at PwC, a company which provides industry-focused assurance, tax and advisory services .

Christianne Carin

Eugene Yun
Managing Partner EOS Investment Partners Dr. Eugene Yun is co-founder and Managing Partner of Eos Investment Partners, a Seoulbased investment firm. Eos Investment Partners specializes in cross-border investments with particular emphasis in climate change investments, natural resources and distressed situations. Dr. Yun also serves as Advisor to the Asian Development Bank where he helps develop and establish the Climate Public Private Partnership Fund. Dr. Yun has had the pleasure in the past of working in many different fields with Soros Fund Management, Deutsche Morgan Grenfell, Schroder Securities, Maeil Kyungje Shinmun, University of British Columbia and Ewha University. Dr. Yun studied economics at Yonsei University and received a Ph.D. (Economics) from the University of Minnesota.

Jun Tian

Advisor, Regional and Sustainable Development Department Asian Development Bank Mr. Tian is Advisor of Regional and Sustainable Development Department of the Asian Development Bank, advising on energy and development policies and operations of the Bank. Mr. Tian had worked since 1986 at the National Development and Reform Commission (former SPC/SDPC) of P.R. China in departments of policy research, industrial policy, longterm planning and international cooperation, holding positions from section chief, Director, Director General along his career. Before joining ADB in 2006, he was the Counselor for Economic Affairs of China to the US. Mr. Tian was one of chief drafters of various industrial policies of China in 1980s and 1990s, including national industrial policies of 1989 and 1994, industrial policies for sectors of automobile, electronics, machinery, telecommunications, energy and transportation. He was also participated in developing China's 8th, 9th, 10th five-year plans and policies regulating foreign investment. He was one of chief negotiators for China's accession to the WTO, responsible for industrial policy, foreign investment and industrial subsidy and other TRIM issues. Mr. Tian represented China at various international/multilateral organizations such as APEC energy, infrastructure and government procurement groups and the World Energy Council. He was also the chief drafter and coordinator of China-US Initiative of cooperation on energy and environment 1997 and Agreement on Peaceful Use of Nuclear Energy 1998 and chief organizer of China-US dialogue on energy and environment and Oil and Gas Industry Forums between 1997 and 2005. Mr. Tian is a citizen of the People's Republic of China, receiving his BSc in mathematics from Peking University, MEng in operations research from Beijing Institute of Technology and was a research scholar at London School of Economics.

Irman Boyle
Contractor, Indonesia Country Manager USAID ECO-Asia Clean Development and Climate Program Irman Boyle has been the Country Manager for Indonesia of the USAID funded ECO Asia Clean Development Climate Program (CDCP) since October 2010. He is responsible for the planning, promotion, delivery, and monitoring of CTI-PFAN program activities, focusing on the facilitation of clean energy project financing. He is also a consultant to the International Finance Corporation, help to manage a transaction advisory for power generation and infrastructure projects. From 2004 to 2008, Mr. Boyle served as a staff consultant in ADB Indonesia Resident Mission, working on providing public sector loan and technical assistance in energy sector. Mr Boyle holds an MBA degree from the Cass Business School, City University in London, the United Kingdom in 1999, and an undergraduate degree in electrical engineering from Bandung Institute of Technology, Indonesia in 1993.

Hong Miao
China Country Manager, USAID- Eco-Asia Clean Development and Climate Program and PFAN China Manager Hong Miao, China Country Manager of USAID Funded Eco-Asia Clean Development and Climate Program, and PFAN China Manager. Having been worked in clean energy field for more than 10 years, she gained rich experience on clean energy businesses and projects development and financing, as well as strong background of international project development and implementation in clean energy field in China. She used to work for GOC/GEF/World Bank China Renewable Energy Scale-Up Program, which is the largest GEF supported program in renewable energy field in the world, and Renewable Energy Development Project, which was the first GEF supported project in renewable energy development in China, served as Executive Director of Project Management Office and PV manager correspondingly; Candian International Development Agency Solar Energy for Rural Electrification in Western China. As a consultant, she also involved in many international program development and implementation in renewable energy and energy efficency fields. In the current two years, served as PFAN China Manager, she leaded the team, incorporating with partners, to bridge clean energy businesses and projects with public and private investors, and obtained visible achievement, meanwhile, with PFAN regional team, her team engages in technology transfer and business cooperation and development within China and in the regional countries, including India, the Philippines, Indonesia, Vietnan, and Thailand. Lee Jia Jing

In University Malaysia Sabah, Ms. Lee has successfully simulated and produced a paper on Plant Design of a Multipurpose Herbal Extraction. Prior to joining Biomass-SP as the Project Manager, she has experience in the oil and gas separation engineering and implementation of several European Union projects.

Preeti Malhotra
Director Alstom Power Preeti Malhotra has over 14 years of experience in the field of Climate Change, Renewable and Rural Energy. She has worked in a variety of organizations-Research Institution, NGO, Diplomatic Mission (UK) and Corporate. She has also advised UN and Multilateral Banks such as ADB. Her skills lie in Advocacy and Research. Over the years, she has held several positions, as Head of Department, Senior Advisor and Country director. She has extensive project experience having worked in over 20 projects for Government of India, Private and Public sector companies & Bilateral and Multilateral agencies. She has traveled extensively in India & abroad and has authored several books and research papers in refreed journals. She is currently Director, Power & Env Policies, Alstom.

Bart Edes

Director, Poverty Reduction, Gender, and Social Development Division Regional and Sustainable Development Department Asian Development Bank Bart W. des is Director of the Poverty Reduction, Gender, and Social Development Division (RSGS) in ADBs Regional and Sustainable Development Department. RSGS provides quality assurance and technical support to ADB operations departments on education, gender, health, labor issues, social protection, and the social dimensions of projects and programming. It also generates and disseminates knowledge on these sectors and themes. Mr. des serves as the first Chair of ADBs Social Development and Poverty Community of Practice, launched in 2010. In previous positions with ADB, Mr. des has coordinated relations with civil society organizations, served as the institutional focal point for consultation and participation, and managed the formulation of the Public Communications Policy. Between 1994 and 2000, Mr. des oversaw communications at the SIGMA Program, a joint initiative of the European Union and the Organization for Economic Cooperation and Development providing support on public governance reform to countries in transition. While at SIGMA, Mr. des created a knowledge-sharing program, advised governments on modernizing their public information activities, and contributed to the launch and coordination of an anticorruption network in Central and Eastern Europe. Mr. des has also worked as a journalist, policy analyst, and international trade and investment specialist. He has a Masters Degree in Public Policy from the University of Michigan, and a Bachelors Degree in Government from Georgetown University.

Rajan Velumail
Regional Technical Advisor for Energy and Climate Change UNDP Asia-Pacific Regional Centre Rajan is the Regional Technical Advisor for Energy and Climate Change at the UNDP AsiaPacific Regional Centre in Bangkok, Thailand. His primary focus is on access to sustainable energy services, linking to poverty reduction. His principle areas of service include policy advice, design and implementation of national programmes on energy access, capacity development and knowledge sharing on energy, poverty and gender. Rajan works closely with development partners and institutions to promote South-South cooperation. Prior to joining UNDP, he served as the head of the Energy Policy Unit in the Ministry of Energy in Malaysia.

Edita Bueno
Administrator National Electrification Administration, Philippines Edita S. Bueno is the Administrator of the National Electrification Administration. She joined the rural electrification movement right after college. She is therefore considered as a homegrown expert and technocrat in rural development and corporate governance. She also excels in policy administration/management, art/humanities and energy development and management. She is a Career Executive Service Officer, a distinction in rank conferred by the President of the Philippines. She is a member of the steering committee of the ADBinitiated Energy for All Partnership and is a Fellow of the Institute of Corporate Directors. She earned her degree in public administration graduating magna cum laude. She continues to lead in rural development advocacies by her various undertakings.

Johane Meagher
Executive Director The Global Sustainable Electricity Partnership (formerly the e8) Since 2001, Johane Meagher has served as Executive Director of The Global Sustainable Electricity Partnership (formerly the e8), an international NGO composed of the world's leading electricity companies whose mission is to play an active role in global electricity issues within the international framework and to promote sustainable energy development through electricity sector projects and human capacity building activities in developing and emerging nations worldwide. Ms. Meagher has more than 30 years of experience in the electricity sector. She previously worked for Hydro Qubec, Montral, Canada in various managerial positions in operations & transport, finance, engineering planning, wholesale commercialization, and regulatory affairs. She also held economist positions with a gas company and the Canadian Transport Commission. Ms Meagher received her bachelor's degree in Sciences from the University of Montreal and her Master in Business Administration from the Hautes tudes Commerciales (HEC), Montreal.

Seethapathy Chander

Co-chair, Energy Community of Practice Asian Development Bank Since March 2009, Mr. Seethapathy Chander is the Principal Director of the ADBs Office of Information Systems and Technology, which is responsible for planning, implementing and maintaining ADBs communications and information technology platforms and systems. Mr. Chander is also concurrently the Chair of ADBs Energy Community of Practice which provides advice and guidance to ADBs operating departments on policy matters and initiatives in the energy sector. Mr. Chander is a first class graduate in electrical engineering from the Indian Institute of Technology Delhi, India majoring in power systems engineering. He later acquired a diploma in management, and a special diploma in human resources management from the Indira Gandhi National Open University, Delhi, India. Mr. Chander worked for 15 years in various positions with NTPC, Indias largest electric power utility. He was part of the team that designed and constructed NTPCs first 400 kV transmission systems and the engineering manager of NTPCs and Indias first HVDC transmission systems. In his last position as assistant to the Chairman and Managing Director, he was responsible for policy coordination as well as acquisitions and mergers. Joining ADB in 1992, Mr. Chander worked in the energy divisions serving South Asia and the Mekong countries. He coordinated the aid efforts of six aid-agencies working in Bangladeshs energy sector during 1992 through 2002 and led ADBs work in the reform efforts of the electricity sectors in Gujarat and Madhya Pradesh states in India. He led ADBs team on cross border gas pipelines and electricity lines during 1999 2003, including the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, and the Bhutan-India, and LaosThailand, power interconnections. From 2003 through 2008, Mr Chander played a key management role in the restructuring and expansion of ADBs Private Sector Operations Department, growing its annual turnover from less than $250 million in 2003 to over $2.2 billion in 2008. Profitability and portfolio quality were also significantly improved during this period.

Mayur Karmarkar
Director, Sustainable Energy International Copper Association Mayur Karmarkar is Director, Sustainable Energy of the International Copper Association, whose mission is to promote the use of copper that make this sustainable element an essential contributor to sustainable development. Mayur oversees institutional and program strategies, approves new lines of work, and is responsible for ICAs Sustainable Energy Initiative in Asia. Over last two decades, he has promoted energy efficiency, the use of renewable energy sources, and the generation of energy at or near the site where the energy is actually used. Currently he is working with many Asian & Middle East countries in developing energy efficiency & renewable energy institutional frame-work, policies & market mechanism. Previously, he was leading the marketing team of the multinational, whose mission is to develop & promote new technologies, products favoring energy conservation. He has received post graduate diploma in Marketing Management & graduate degree in engineering for Pune University.

Tika Limbu

Energy Economist South Asia Department Asian Development Bank Tika is an Energy Economist with South Asia Department, ADB. He joined ADB with more than 20 years of industry experience in the area of operation and maintenance of distribution network, rural electrification, transmission and distribution planning, power system analysis, power system reliability analysis, and electricity economics and pricing. He has specialisation in the area of Energy Economics, Electricity Market design and operations, and generation investment analysis. Before joining ABD, he has worked in Aurecon International (former Connell Wagner), in Australia as a Senior Electrical Engineer (October 2008 to June 2010), Ergon Energy Corporation Ltd. Grayson Heffner
Senior Energy Efficiency Advisor International Energy Agency (IEA) Grayson Heffner is an authority on the design, management, and evaluation of clean energy policies and programs, including energy efficiency, demand side management, and renewable energy. He has over 30 years of power sector consulting and project management experience, including long-term assignments with Pacific Gas and Electric Company, the Electric Power Research Institute, the Lawrence Berkeley National Laboratory, International Resources Group, and the World Bank. He is currently a Senior Energy Efficiency Advisor for the International Energy Agency in Paris, France. Dr. Heffner has conducted studies and managed projects on power sector reform, electric power pricing and costing, energy efficiency, renewable energy, distribution loss reduction, and rural electrification around the world. He has designed and supervised clean energy studies and projects throughout Asia (China, Laos, Papua New Guinea, Thailand, Indonesia, Philippines, and Vietnam), Africa (Kenya, Tanzania, and South Africa), South Asia (India, Bangladesh, and Pakistan) and the Middle East (Turkey, Egypt, and Saudi Arabia). Dr. Heffner has published extensively on energy efficiency, power sector reform, and renewable energy in magazines and journals including The Electricity Journal, The Energy Journal, Energy: The International Journal, IEEE PES Transactions, and ASHRAE. He is a Senior Member and past San Francisco Chapter Chairman of the IEEE Power Engineering Society. Dr. Heffner received his BSEE and M.Eng.ME degrees from the University of California at Berkeley and his Doctor of Public Administration from The George Washington University in Washington, DC.

Philip C. Erquiaga

Mr. Erquiaga is an American with over 32 years of professional experience, most of which has been in Asia. Director, Sustainable Infrastructure Division Regional and Sustainable Development Department Asian Development Bank Mr. Gil-Hong Kim is the Director for the Sustainable Infrastructure Division of the Regional and Sustainable Development Department, Asian Development Bank (ADB). Mr. Kim's portfolio of initiatives includes clean energy and energy efficiency, sustainable transport, water supply and sanitation, urban development, and public-private partnerships. He is responsible to develop and implement ADB's sector policies and operational plans for energy, water, transport, and urban; develop innovative approaches and new business models for infrastructure development; and work as ADB's anchor for internal knowledge management and external knowledge partnership in the infrastructure sector. He is co-chair of Steering Committee of Energy for All Partnership Initiative which aims to provide energy access to 100 million people in Asia and the Pacific by 2015. He has 25 years experience in country development planning and operations, regional economic cooperation, infrastructure planning and development, and infrastructure project management. He has been working for ADB since 1996 in operations in Mekong and Southeast Asia Region, Strategy and Policy Department, and Regional and Sustainable Development Department. He served as the Country Director of ADB's Lao Resident Mission during 20082010. Mr. Kim, a South Korean national, has a Ph.D. in Economics from the University of Texas at Austin, USA.

ICFI Consultant IFC International Mark Allington CEng, MBA is Managing Director responsible for European operations of ICF International www.icfi.com, a 4000-strong, global consulting firm, active in energy, environment and many other fields. He has a broad background covering environment, energy, defence, aerospace and controls systems engineering, including twenty five years experience in innovative technology, marketing, sales and project management. Saurabhs current research focuses on enterprise solutions for energy access, and helping companies provide clean energy products and services for the economic base of the pyramid. He is co-author of two WRI publications on clean energy sectors in India: Power to the People, a study of the renewable energy market in rural India, and Powering Up, an analysis of the investment potential of Energy Service Companies (ESCOs). Originally from Mumbai, Saurabh has previously worked on rural water and sanitation issues in several states across India. Peter du Pont
USAID Contractor, Chief of Party ECO-Asia Clean Development and Climate Program Dr. Peter du Pont has more than 25 years experience developing sustainable energy and efficiency programs in the U.S. and Asia. Since 1989, he has worked extensively throughout the Asia region, in NGO, private-sector, and government-sector organizations to design and advise on the implementation of clean energy strategies and initiatives. He currently leads the major regional USAID program in Asia promoting clean energy options to mitigate greenhouse gases, the ECO-Asia Clean Development and Climate Program. During the past two years, he has spearheaded the expansion of the Private Financing Advisory Network (PFAN) into four countries in Asia. Woochong Um

Deputy Director General Regional and Sustainable Development Department Asian Development Bank Mr. Woochong Um is the Deputy Director General for the Regional and Sustainable Development Department (RSDD) of the Asian Development Bank. He is currently overseeing the ADBs climate finance program with particular focus on leveraging private sector and carbon market financing. His responsibilities also include sustainable infrastructure, gender and social development, governance and public management, environment, and safeguards. Brad Sterley

Director Standard Chartered Bank Brad joined Standard Chartered Bank in September 2006 as a member of the Renewable Energy & Environmental Finance (REEF) team that forms a specialist industry resource to provide Standard Chartereds clients with advisory, financial structuring, M&A, principal finance and debt funding services globally. Prior to Standard Chartered, Brad gained six and a half years of Project and Structured Finance experience at ANZ Investment Bank in Australia and Singapore. Prior to joining ANZ, Brad gained three and a half years of Project and Structured Finance and other banking experience in South Africa. Brads experience includes transactions in the Power (renewable and non-renewable), Mining, Oil & Gas, Telecommunications and Infrastructure sectors. She is also the Carbon Footprint Technical Committee Chair for carbon footprint for products in Thailand. Dickey Edwin Hindarto

Coordinator National Council on Climate Change Indonesia Dickey Edwin Hindarto is currently the Head of the Carbon Trading Mechanism Division of the National Council on Climate Change of Indonesia (Dewan Nasional Perubahan Iklim/DNPI). In this capacity, he coordinates and directs programs involving carbon market mechanisms by formulating the rules and policies for the carbon market mechanism; analyzing and preparing new carbon market schemes for Indonesia post-2012; cooperating with national and international institutes on carbon market development; and assisting the Head of The Secretary of the National Council on Climate Change. Mr. Hindarto also has served as Lead Negotiator of Indonesia during UNFCCC negotiations, including the Kyoto Protocol, and COP 14, 15, and 16. He is the Head of the Secretariat of Indonesia Designated National Authority where he evaluates CDM proposal projects and develops new opportunities for CDM development in Indonesia, including direct foreign investment.

Ivan Gerginov
Energy Efficiency and Renewable Energy Financing Specialist Econoler Mr. Gerginov is a senior expert with extensive experience in Project Finance and Fund Management. Over the last 6 years, Mr. Gerginov worked as Financial manager in the development and implementation of energy efficiency and renewable energy financing mechanisms. Mr. Gerginov managed the start-up and expansion of the Bulgarian Energy Efficiency Fund, establishing it as a lead financing institution for energy efficiency in Bulgaria. Since 2010 he has been managing the structuring of a KfW supported EE/RE credit line with China EXIM Bank. He has also been involved in structuring a dedicated EE/RE funds in Chile and other countries.

Yue-Lang Feng

Lead Natural Resources Specialist Asian Development Bank Dr. Yue-Lang Feng is the Lead Natural Resources Management Specialist in East Asia Department, Asian Development Bank. She has a Ph. D. degree in Environmental Science, and has been working in ADB for 13 years. Dr. Feng is the project officer of two biomass energy investment projects for the Peoples Republic of China. The two projects are financed by ADB, and cofinanced by GEF to explore innovative approaches to solving the pollution problems of livestock waste and improving rural livelihoods in China. One of the biomass renewable energy projects will be piloting centralized biogas plants to establish business models for large-scale biogas plants.

He has led projects for a range of multilateral agencies, national governments and a large number of private companies, working internationally on low-carbon power projects in 20 countries around the world, in particular within Asia and Europe. He is a Chartered Energy Engineer and obtained his first class Masters of Engineering degree from Oxford University.

Emmanuel Guyot
Director Conergy Renewable Energy Emmanuel Guyot specializes in renewable energy project development in emerging markets. He has more than 20 years of experience in the environment and energy sectors. He started his career at EDF (Electricite de France) and then worked for BCEOM (a leading French engineering company) on energy and environment policy framework reforms in Asia, Latin America, Africa and Eastern Europe related to European Commission and World Bank development programs. He was at that time the Director of the Energy Department in the company. Afterwards, he joined Theolia and Ecolutions to develop wind farms, biomass and solar plants within the Kyoto protocol framework (CDM projects) to create carbon assets. He worked during this period in North Africa, India and China. He recently joined Conergy and is responsible for Project Development in the AP and Middle East region, with a mission to bring equity investors and Conergy together on solar PV plant development.

Bernhard Raninger
Technical Project Director German Development Cooperation (GTZ) & FECC of MOA, PRC Professor Berhard Raninger currently works as the Director of GIZ Sino-German Biomass/Biogas Utilization Project in Beijing. Prior to this, Professor Raninger was a CIM expert at SYIAE Hangkong University at the Institute for Clean Energy and Environmental Engineering (ICEEE) on waste management and biotechnological waste processes research. While working at ICEEE, he received the China National Friendship Award in 2007, the highest award for foreign experts in China. Professor Raninger has also served as the Team Leader for Asian Development Banks Preparatory Technical Assistance Project on Preparing the Integrated Renewable Biomass Energy Development, as well as worked as the EU CoDirector of EU-China Liaoning Integrated Environmental Programme. He has worked on projects concerning biotechnological waste treatment plants in 20 countries, including the US, West Africa, the EU, China, and Austria. Professor Raninger holds a Ph.D. from Karl Franzens University Graz in Austria.

Matthew Lynch
Programme Manager World Business Council for Sustainable Development Matthew Lynch is the Program Manager for the Development Focus Area of the World Business Council for Sustainable Development (WBCSD) based in Geneva. The WBCSD is a CEO-led, global association of some 200 companies dealing exclusively with business and sustainable development. He is currently managing the WBCSDs new Access to Energy Initiative. Matthew is an engineer with his initial professional background in environmental management in the mining and petroleum sectors. In 2002, he took a position as an adviser with a community-development NGO in Afghanistan, followed by a program role with the intergovernmental environment organization for South Asia (SACEP) headquartered in Colombo. Before joining the WBCSD, he was the Program Manager for the NGO Engineers Against Poverty in London. Matthew has a Masters Degree in Environmental Technology majoring in Environmental Economics and Policy from Imperial College, London and a Postgraduate Certificate in Sustainable Business from the University of Cambridge Programme for Industry.

Harry Verhaar

Michael Wilshire
Global Head of Research Bloomberg New Energy Finance Michael first joined the UK Department of Energy in the 1980s, where he worked on variety of energy policy areas, including one of the very earliest privatisations (Amersham International), as well as deregulation of the gas industry, renewable energy, nuclear policy and the financing and privatisation of the electricity industry. He was Private Secretary to both the Minister of State for Energy and the Permanent Secretary during the mid-late 80s, including during the oil crisis and the miners strike in the UK. He then joined McKinsey, where he worked across a range of industries including energy, consumer goods and telecoms. He specialised in technology related industries and telecoms where he became a partner, serving clients across Europe as well as in Asia and the US. Kyung-Jin Boo
Senior Fellow New & Renewable Energy Division Korean Institute of Energy Economics Dr. Boos is a Senior Fellow with the New & Renewable Energy Division of the Korea Energy Economics Institute (KEEI), a unique government-sponsored research institute that develops policies on national energy and national resources. Dr. Boo has been a researcher with KEEI since the 1980s, and his main areas of concern are in new and renewable energy policy development, economic analysis, institutional arrangements, education, outreach, and international cooperation. Dr. Boo is also a member of the Advisory Group to the Ministry of Knowledge and Economy (MKE), where he shares his knowledge and experience in Renewable Energy and Economic Policies for invigorating the development and deployment of renewable energy technologies in Korea. Bundit Fungtammasan

His expertise lies in the areas of thermo-fluids, combustion, and energy policy. Prior to his appointment as VP, he was the Director of the Joint Graduate School of Energy and Environment (JGSEE), which is a center of excellence and a fiveuniversity consortium in energy technology and environment. Shantanu Dixit
Founding Member Prayas Energy Group Shantanu Dixit has been working in power sector in the area of analysis and advocacy for nearly two decades. He is a Core Team Member of the Prayas Energy Group. He has worked on a range of power sector related issues from techno-economic, legal and broader public interest perspective. Ingo Puhl
Managing Director Carbon CME Ltd. a subsidiary of South Pole Carbon Asset Management Ltd Ingo is a Senior CDM Expert with a 14-year track record. He has been an active participant in the design and use of market-based instruments for climate mitigation since 1994. He has been involved in the design of the CDM on behalf of the IEA/OECD and lead the development of a large project portfolio in South East Asia. Pradeep Perera

Senior Energy Specialist East Asia Department Asian Development Bank Dr. Pradeep Perera a senior energy specialist of ADB's Asian Development Bank has over 20 years of experience in energy sector policy analysis and financing energy sector projects. Dr. Perera qualified as an Electrical Engineer for Sri Lanka and he obtained his PhD from Imperial College UK in energy economics. Prior to joining ADB in 2003, he was with IFC and the World Bank engaged in energy sector policy dialogue and structuring financing for energy sector projects. Since joining ADB in 2003, Dr. Perera had been the team leader for several ADB financed clean energy projects in Viet Nam and Laos including a large hydropower project and engaged in policy dialogue to establish competitive power markets in Viet Nam. He was also attached to ADB's independent evaluation department for two years during which he undertook a special study on Climate Change impacts on ADB's energy sector operations and evaluation studies on ADB's energy sector investments in Bangladesh, Bhutan and India. Currently he is attached to ADB's East Asia Department, where he is preparing an ADB project to finance industrial energy efficiency in Hebei Province of PRC as well as ADB support for domestic carbon market development in PRC.

Nitin Pandit President International Institute for Energy Conservation Since 2000, Dr. Pandit has been the President of IIEC, a non-profit based in the Washington, DC, area and working through its offices in India, Thailand, Philippines, South Africa, and Brazil to implement novel sustainable energy programs in developing countries. Dr. Pandit's focus is to conceptualize and cultivate multi-disciplined approaches to scale-up energy efficiency practices through innovative technical and financial mechanisms, and through public-private partnerships. In the past few years, Dr. Pandit has guided IIEC in the implementation of several trend-setting programs in demand side management with utilities, development of project pipelines in urban and rural sectors, fiscal impacts of energy efficiency, and in mainstreaming financial mechanisms for constructing energy efficient Eco-Housing in India. As a civil and environmental engineer, he is currently working in applications that address the nexus of several sectors, such as water, construction, and SMEs with energy. Before IIEC, Dr. Pandit worked with several reputed environmental consulting firms. He has two masters degrees in engineering and a doctorate in public policy.

Dirk Muench
Regional Manager Asia E+Co Dirk Muench currently functions as Regional Manager for E+Cos Asia activity and coordinates the development of E+Co's Asia Clean Energy PE Fund. As the Asia Regional Manager, Dirk oversees the investment and portfolio management of E+Co's Asia operations. Responsibilities include developing, planning and implementing partnerships for the extension of clean energy access in Southeast Asia and China. Dirk brings 8 years of experience in international finance to the team. Jeroen Verschelling

As director and co-founder of Kamworks (est. 2006) Jeroen and his partners manage this innovative and ambitious social enterprise. Kamworks aims at providing innovative, clean and affordable solutions for off grid electrification. Kamworks flagship product is the MoonLight, an award winning solar lantern that was developed in a participatory design project with local villagers. Prior to his job at Kamworks, Jeroen worked as consultant with Ecofys and with UNDP in New York on renewable energy projects in developing countries. In Cambodia, Jeroen lives with his wife and 3 young children amidst the rice fields in a 100% solar powered, passive house of his own design.

Julius Alip

As a Committee Member he assists in the monitoring of CARDs 1,200 microfinance branches. Sophie Punte
Executive Director Clean Air Initiative for Asian Cities (CAI-Asia) Center Sophie Punte is the Executive Director of the Clean Air Initiative for Asian Cities (CAI-Asia) Center in Manila, and works with government agencies and other organizations to improve air quality and reduce greenhouse gas emissions in the transport, energy and other sectors and make Asian cities more livable. Jitendra Shah

Advisor Regional and Sustainable Development Department Asian Development Bank Dr. Jitendra (Jitu) Shah, Advisor, Regional and Sustainable Development Department (RSDD) ADB has over 25 years of professional experience in various environmental and development areas in Asia and the U.S. He is assisting with promotion of ADBs low-carbon infrastructure program, with a focus on energy, transport and urban sectors. Prior to ADB, Jitu worked with the World Bank for 17 years across Asia. Jitu was president and founder of G2 Environmental Inc., an environmental management consulting firm in Portland, Oregon. Jitu has a PhD in Environmental Science from Oregon Graduate Institute in the U.S.; an MBA from Portland State University in USA; a Masters in Chemical Engineering from Georgia Tech USA; and a Bachelor in Chemical Engineering from the Indian Institute of Technology in Kharagpur, India.

Ernesto L. Camarillo
Consultant Sustainable Transportation and Traffic Management City Government of Makati, Philippines Mr. Camarillo has over 20 years of transport management experience and he studied Environment and Public Transportation Management in Sweden. He was the former Executive Director of the Metro Manila Development Authoritys Traffic Operations Center. Mr. Camarillo has been active in transport initiatives and organizations including the Interagency Road Safety Committee, Technical Working Group on the Metro Manila Urban Transport Integration Study (MMUTIS), Metro Manila Air Quality Improvement Project, Presidential Task Force on Traffic Improvement and Management, among others. Since 2002, he has been the Consultant for Sustainable Transportation and Traffic Management of the City Government of Makati.

Cresencio Montalbo, Jr.

Associate Professor, School of Urban & Regional Planning University of the Philippines Dr. Cresencio Montalbo Jr. has masters and doctoral degrees in urban & regional planning from the University of Tsukuba (Japan) and a bachelors degree in civil engineering from the University of the Philippines. His academic and professional interests and advocacies are in public transportation, non-motorized transportation, environmentally sustainable transport, public involvement, social marketing. He has been involved in the conduct of local Bus Rapid Transit (BRT) studies in Metro Manila (2007), Cebu City (2010) and Davao City (2011). Dr. Montalbo is a faculty member of the UP School of Urban & Regional Planning (SURP) handling masters and doctoral students. He is also a Fellow of the UP National Center for Transportation Studies (NCTS), University of the Philippines, Diliman, Quezon City.

David Margonsztern

Urban Development Specialist (Transport) South Asia Department Asian Development Bank Mr. Margonsztern is a national of France. He obtained his Master in Urban Planning and Management from National Engineering School (ENPC), Paris, France in 1997, and his Bachelors in Political Science, from Political Science Institute of Grenoble, France in 1995. He obtained his Certificate in Urban Planning and Public Transport from University of California of Los Angeles, USA in 1996. He currently holds a position of urban development specialist with a focus on urban transport, within the Urban Development and Water Division (SAUW) of ADBs South Asia Department. He works on urban transport projects in Nepal, Bangladesh, India and Sri Lanka. Prior to joining ADB, he was working in Vietnam as a Director in HCMC Urban Development Management Support Centre where he defined and delivered institutional support on public transport, urban planning, and urban design. He also worked as Director in Institute of Urban Matters in Hanoi, where he was in charge of conceiving, launching and directing cooperation program in the field of urban planning and public transport. Noticeably, he participated to a project of restructuration of the Hanoi bus network funded by the E.U, and to the definition of a metro project. Earlier in his career, he also worked as Project Manager in SCET Ile-de-France and as team member in City of Rouen where he was in charge of defining and negotiating with the stakeholders the legal and financing framework and urban concept.

Toru Kubo

Principal Climate Change Specialist (Clean Energy) Regional and Sustainable Development Departmentn Asian Development Bank Mr. Toru Kubo is Principal Climate Change Specialist (Clean Energy) and the Head of Carbon Market Program at the Asian Development Bank (ADB). He joined in 2004 as ADB's first staff to focus on climate change mitigation and managed the CDM Facility, a pilot assistance program to support developing countries on CDM procedures. He then designed and launched the Carbon Market Initiative, now upgraded to the Carbon Market Program (CMP) which focuses on providing upfront finance and technical assistance to boost new low-carbon project development. Besides carbon market issues, Mr. Kubo is designing and implementing new initiatives focused on energy security as well as transfer and diffusion of climate change mitigation and adaptation technologies. Toru is a mechanical engineer by training with particular expertise in thermal systems. Prior to joining ADB, he was Asian Business Manager and Policy Analyst at Trexler Climate and Energy Services (now part of Det Norske Veritas), and Research Associate at the American Council for an Energy-Efficient Economy in Washington, D.C.

Sungwoo Kim

James M. Donovan

Kala Mulqueeny

Senior Counsel Asian Development Bank Kala Mulqueeny is a 2011 Young Global Leader of the World Economic Forum, a 2010 Yale World Fellow and a Senior Counsel in the Office of General Counsel (OGC) at the Asian Development Bank (ADB). She has a Doctorate of Juridical Science from Harvard Law School, and until heading to Yale, was an Adjunct Professor equivalent at the University of the Philippines. Australasian Legal Business: Legal News named her one of the Top 40 Hottest Lawyers in 2010. At ADB, Kala is responsible for regulatory work relating to the environment, and energy and climate change. She led ADB's Asia Pacific Dialogue on Clean Energy Governance and Regulation among energy policy-makers and regulators in Asia, and USAID, the International Energy Agency, and World Resources Institute. She was the lawyer on the first Integrated Gas and Combined Cycle (IGCC) Project in China (and the developing world) and is responsible for ADB's technical assistance on the regulation of the important Carbon Capture and Storage technology. She has also worked on the financing of other sovereign projects in the water, transport and energy sectors in Nepal, Bhutan, Mongolia, China, Laos, Sri Lanka, Bangladesh. Kala was counsel involved in developing ADBs Asia Pacific Carbon Fund and has worked on agricultural waste, biogas, and hydropower Clean Development Mechanism. Kala currently administers an approx. $2 million research project into the effectiveness of energy and water service supply regulation in South-east Asian countries and small island developing countries, including the Pacific. This work includes establishing an Energy Regulators Network within the Association of South-east Asian Nations (ASEAN), which was endorsed in 2010 by the ASEAN Senior Officials on Energy Meeting. Kala also leads work on forging an Asian Judges and the Environment Network supported by senior judiciary and chief justices, which includes a program to strengthen the capacity of Asian judiciaries to decide environmental cases, and worked in partnership with UNEP and the US Environment Protection Agency. In Sri Lanka, she oversaw a post-tsunami legal empowerment and access to justice project, which has directly helped about 80,000 people. Kala is also counsel responsible for legal work on ADB's accountability mechanism, which investigates complaints against ADB on its involvement in projects, including its compliance with its environmental and social safeguard policy. At the University of the Philippines, College of Law, Kala has taught international energy and climate law, and international environmental law. Kala is on the Advisory Board of the Harvard Law Schools Law and International Development Society, and a strategic advisor on climate change education to Nahdlatul Ulama, the largest Islamic Organization in Indonesia.

Neric Acosta
Secretary General Council for Asian Liberals and Democrats Dr. Acosta is the Vice President for Mindanao of the Liberal Party of the Philippines and Secretary General of the Council of Asian Liberals and Democrats. He was a 3 term congressman representing the first district of Bukidnon province in the House of Representatives of the Philippines. During his term as congressman, he principally authored many of the major environmental laws in the Philippines including the Clean Air, the Clean Water Act, the Solid Waste Management Act, and the Biodiversity Protection Act After completing his Bachelors degree in the Philippines, he went on to complete an MA in Public Affairs (International Relations and Political Studies concentration) from the Indiana University of Pennsylvania and a PhD in Political Science from the University of Hawaii as an East West Center Scholar. He has attended the special programs Leaders in Development (1999) and Environmental Economics (2002) at the Kennedy School of Government of Harvard University. In 2004, Dr. Acosta was named the first Filipino World Fellow of Yale University.

John Haffner
Vice President, Development Bridge Renewable Technologies Based in China, John Haffner is a business executive, consultant, and writer engaged in a variety of clean energy projects in Asia and Canada. As vice president for Bridge Renewable Energy Technologies, he is developing biomass gasification projects in Thailand and Indonesia. Vince Perez
CEO Alternergy Partners Mr. Prez is chairman of World Wide Fund for Nature (WWF) Philippines and a member of the board of WWF-International. Mr. Prez was Philippine Secretary of Energy from June 2001 to March 2005. He boosted energy self-sufficiency, promoted clean indigenous energy, and crafted an ambitious renewable energy policy framework. He served briefly in early 2001 as Undersecretary at the Department of Trade and Industry. After his cabinet stint, he was a World Fellow at Yale University from 2005 to 2006, where he researched and lectured an MBA class on various policy frameworks that promote renewable power in emerging countries. He has also consulted for ADB and IFC on renewable energy policy. Mr. Perez is an independent director of regional companies in Australia, the Philippines, and Singapore. He is a director of Northwind Power, the first commercial wind farm in Southeast Asia, a founder of Alternergy Partners, a renewable power company, and until recently, was an independent director of Energy Development Corporation, the geothermal power company. Mr. Perez is active in non-profits, and has served as chairman of Malampaya Foundation, as chairman of the Philippine Solar Car Challenge Society, and as chairman of the Foundation for Rural Electrification and Economic Development. He is currently chairman of WWF-Philippines where he was one of the founding trustees since 1996. Mr. Perez is also a member of the WWF-International Board and was a member of the National Council of WWF-US, a director of Asian Conservation Foundation, a member of the advisory board of the Yale Center for Business and Environment, and was appointed in 2009 as NGO representative and vice chairman of the National Renewable Energy Board. Prior to 2001, Mr. Prez had 17 years experience first in Latin American debt restructuring at Mellon Bank in Pittsburgh, and later in debt trading, capital markets, and private equity in emerging countries at Lazard in London, New York and Singapore. He resides in Manila with his wife Leigh Talmage, and enjoys diving and sailing. His book Chasing Moonlight commemorated his 50th birthday in 2008.

Frank has specialized in the development of rural sustainable energy markets in developing countries. As entrepreneur, he has been active in developing distribution markets for solar energy in rural Africa. Within the development community, Frank has managed the EASE program (Enabling Access to Sustainable Energy) that supports innovations to scale up energy access markets in Africa, Asia and Latin America. Wim van Nes

Renewable Energy/Biogas Network Leader SNV Wim van Nes joined SNV in 1989, first as biogas researcher and from 1992 to 1997 as manager of the biogas programme in Nepal. After a break, he rejoined SNV in 2000 as governance advisor in Tanzania and since 2004 as the Network Leader on Renewable Energy covering Asia, Africa and Latin America. Wim started his career in 1982 as project leader on renewable energy with CE in the Netherlands. In the period 1998 to 2000, he served at NL Agency as programme manager responsible for stand-alone applications of photovoltaic solar energy. His education includes MSc in Chemical Technology, Business Administration and Public Administration.

Islam Sharif
CEO Infrastructure Development Company Limited (IDCOL) Islam Sharif is the CEO of Infrastructure Development Company Limited (IDCOL), the largest energy, infrastructure and renewable energy financing company in Bangladesh. Under his leadership, the number of Solar Home System (an off- grid financial and energy access implementation model) installations under IDCOL SHS program has more than tripled, providing electricity access to 972,000 off-grid households benefitting 4,860,000 people. IDCOL domestic biogas installations reached 18,000 providing rural people access to clean cooking energy. He is spearheading IDCOLS other renewable energy and energy efficiency programs i.e. biogas and biomass gasification based power plant, solar photovoltaic powered irrigation pump, solar photovoltaic (PV) based micro-grid, efficient lighting initiative, etc. He is also playing primary advocacy role to introduce Feed-in-Tariff system to commercialize renewable energy in Bangladesh. Ji Zou

She received her bachelor degree in Chemical Engineering from ITB, Indonesia, in 1995 and then her master degree in System Engineering, Policy Analysis and Management from TU Delft, the Netherlands, in 2002. Sununtar Setboonsarng

Principal Natural Resource and Agriculture Economist Southeast Asia Department Asian Development Bank Ms. Setboonsarng leads and provides technical expertise on regional cooperation opportunities on new and emerging issues in agriculture and rural development including: climate change mitigation and adaption; bioenergy; and e-trade facilitation. South East Asia Regional Manager The Gold Standard Foundation The Gold Standard Foundation, a non-profit based in Geneva, operates a global benchmark certification scheme for high quality carbon reduction projects with monitoring and verification of sustainable development and environmental co-benefits. As the Regional Manager, Ellen, oversees the advancement of more than 100 GS projects through the project cycle. She also provides capacity development and maintains avenues of engagement with the various stakeholders, including consultants, auditors, national authorities, project developers, NGOs, or policy makers. Rehan Kausar

Senior Infrastructure Specialist Southeast Asia Department Asian Development Bank Rehan Kausar is a Senior Infrastructure Specialist at the Asian Development Bank in Manila, Philippines. He works on energy related issues in Southeast Asia. He started his career in the energy sector on the oil and gas sector and after a short stint in the telecommunications industry, he worked as a consultant in the energy and petrochemical sectors. He later joined the World Bank as a staff consultant on infrastructure policies and after a few years, moved to the Asian Development Bank where he supports the Banks' infrastructure operations for Southeast Asia. Currently he is assigned to the ADB President's Office. Zhang Mi
Deputy Director China Association of Rural Energy Industry Mr. Zhang Mi is Deputy Director of Biogas Committee, China Association of Rural Energy Industry (CAREI). He also is the chairperson of ADB/SNV Energy for All Partnership Expert Group on Domestic Biogas. He graduated from Chengdu University in 1981 and received National Biogas Certificate from BIOMA in 1984. Prior to working at CAREI, he worked as a research engineer, project manager, professor of BIOMA and managing director of CEEIC. He spent more than 10 years in African countries such as Tunisia and Rwanda for innovative biogas demonstration both on domestic and industrial fields since 1984.

Prakash Ghimre

Lyndon Frearson
General Manager CAT Projects Lyndon Frearson is General Manager of CAT Projects and has over a decades experience working in heavy industry and manufacturing and more latterly in the renewable and NGO sectors, covering roles in project management, engineering and production management. Mr Frearson also has extensive experience implementing medium to large scale infrastructure projects, including 3 of the largest solar power plants in Australia. Mr Frearson has a Bachelor of Engineering (Electrical) from the University of Melbourne. Mr Frearson played a formative role in the development of the award winning Bushlight Australia program as Engineering Manager. Lyndon is a National board member of the Australian Solar Energy Society, and represents Australia on Tasks 8 and 13 if the International Energy Agencies, Photo Voltaic Power Systems program. Mr Frearson is also a respected advisor to Commonwealth and State/Territory governments on energy policy development particularly with respect to remote areas and communities.

Rimtaig Lee
Chairman Korea Wind Energy Industry Association (KWEIA) Dr. Rimtaig Lee is chairman of the Korea Wind Energy Industry Association (KWEIA). Established in March 2010, KWEIA works to promote the utilization of wind energy in Korea and worldwide. Dr. Lee is also concurrently CEO of Halla Wind Energy Co. Ltd, which is currently promoting a 100MW offshore wind farm project in Jeju and chairman of Hanshin Energy, which operates the 33 MW Samdal Wind Farm on Jeju Island, Korea. Md. Fazley Rabbi

Ann Quon

Principal Director Department of External Relations Asian Development Bank Ms. Ann Quon was appointed as Principal Director, Department of External Relations of the Asian Development Bank (ADB) in June 2009. As Principal Director, Ms. Quon is responsible for guiding and coordinating the media and communications, publishing, information disclosure, and web strategies of the Manila-based multilateral bank. Ms. Quon is an award-winning journalist and held a number of senior editorial positions at the South China Morning Post, Hong Kongs leading English-leading newspaper. Steve Sawyer

Secretary General Global Wind Energy Council Steve Sawyer joined the Global Wind Energy Council as its first Secretary General in April 2007. The Global Wind Energy Council represents the major wind energy associations (China, India, Japan, Brazil, Australia, Canada, USA, Europe, Germany, Spain & Italy) as well as the major companies involved in the global wind industry. As of the end of 2009, cumulative global installed wind power capacity exceeded 158,000 MW, with over 38,000 MW installed in 2009, representing capital investment of more than 60 billion euros. See http://www.gwec.net Steve has worked in the energy and environment field since 1978, with a particular focus on climate change and renewable energy since 1988. He spent many years working for Greenpeace International, representing the organization at intergovernmental and industry fora primarily on energy and climate issues. He was the CEO of both Greenpeace USA (86 to 88) and Greenpeace International (88-93), and a member of its international Board of Directors from 1983-1988 and 1993-1995. He has served as Head of Delegation to many UNFCCC negotiations, as well as leading delegations to many other intergovernmental negotiations. Steve is also a founding member of the REN21 Renewable Energy Policy Network and was an advisor to the Chinese government on the formulation of its renewable energy legislation, as well as an expert reviewer for the IPCCs Working Group III. He grew up in rural New Hampshire and holds a B.A. in Philosophy from Haverford College, is married to Kelly Rigg, has two children Layla (22) and Sam (17) and has lived in Amsterdam since 1989.

Zhou Dadi
Director General (Emeritus Energy Research Institute, NDRC Zhou Dadi, is the director general (emeritus) of the Energy Research Institute (ERI) of the National Development and Reform Commission, where he served as director general for eight years, focusing on energy efficiency and energy system analysis. He was also the founding director of the Beijing Energy Efficiency Center (BECon). He was instrumental in developing the $200 million World Bank/GEF loan for energy efficiency service companies in China, and was deputy director for the $65 million China Green Lights program. Zhou was the lead representative from China to the Intergovernmental Panel on Climate Change. He holds physics and engineering degrees from Tsinghua University in Beijing.

Xianbin Yao

Director General Regional and Sustainable Development Department Asian Development Bank Mr. Xianbin Yao is the Director General of the Regional and Sustainable Development Department of the Asian Development Bank, and leads the Bank's environment, social and climate change program. Mr. Yao joined ADB in 1991 as a Young Professional and has worked in different functional areas in ADB, including country operations, education and agriculture sector operations, and economic research. Mr. Yao, a national of the Peoples Republic of China, holds a doctoral degree in Agricultural Economics from Michigan State University.

Jennifer Morgan

Director World Resources Institute Jennifer L. Morgan joined the World Resources Institute (WRI) as the Director of the Climate and Energy Program in September 2009. Ms. Morgan is WRIs lead representative at international climate meetings, including during UNFCCC negotiations. She is also a Review Editor for the 5th Assessment Report of the Intergovernmental Panel on Climate Change, a member of Siemens Sustainability Advisory Board, a member of the Scientific Advisory Board for the Potsdam Institute, and a member of the Danish Institute CONCITOs international advisory board. Prior to joining WRI, she worked at E3G as its Global Climate Change Director, and remains a non-executive board member. She also led the Global Climate Change Program of Worldwide Fund for Nature, and headed its delegation to the Kyoto Protocol climate negotiations. She has a B.A. from Indiana University in Political Science and Germanic Studies and an M.A. from the School of International Service, The American University in International Affairs.

Alfred Nakatsuma
Director Office of Environment USAID Indonesia Alfred Nakatsuma is currently the Director of the Office of Environment for USAID in Indonesia where he supervises a portfolio of programs in clean energy, climate change, forestry, marine management, clean water and sanitation, disaster response and risk reduction, which total approximately US$ 250 million. Mr. Nakatsuma has also worked for USAID offices in Washington D.C., the Philippines, Guatemala, and Bolivia. Outside of his work with USAID, Mr. Nakatsuma was a Fulbright Scholar where he advised the government of Peru on engineering, economics, and planning for the countrys irrigation network. He has also been a lecturer at a number of universities, including the University of California at Los Angeles, the University of Philippines Diliman School of Law, and Kanazawa University in Japan. Mr. Nakatsuma has a B.S. in Civil Engineering from Stanford University, and an M.A. in Economics and an M.Pl. in Urban and Regional Planning from the University of Southern California.

Ursula Schaefer-Preuss

Vice President, Knowledge Management and Sustainable Development Asian Development Bank Ursula Schaefer-Preuss is Vice-President of the Asian Development Bank (ADB) for Knowledge Management and Sustainable Development. She assumed office in November 2006. Dr. Schaefer-Preuss is responsible for ADBs Regional and Sustainable Development Department and Economics and Research Department (Office of the Chief Economist). Prior to joining ADB, she was the Director General of the Federal Ministry for Economic Cooperation and Development in Bonn/Berlin, Germany. She was responsible for policies and principles of German Development Cooperation and the German Development Policies for Asia and Latin America. She was also engaged in bilateral cooperation with countries in Asia, Latin America, and Europe. Previously, she was Chief of Cabinet of the Federal Minister for Economic Cooperation and Development from November 1998 to 2000. She also held postings as Alternate Executive Director of the Inter-American Development Bank, Washington D.C., in the Permanent Mission of the Federal Republic of Germany to the United Nations in New York, and the German Embassy in Khartoum, Sudan. A German national, Dr. Schaefer-Preuss is an economist and has been engaged in the field of development policy for more than 30 years. She took her post-graduate studies in political science, economics and sociology in Freiburg and Bonn, Germany and earned her Doctorate and Master's degree in Economics at the Albert-Ludwig University in Freiburg. She has economics and sociology degrees, major in development policy, from the same university. Dr. Schaefer-Preuss is a member of the advisory board of various research oriented development institutes, a member of the German Society for Foreign Policy, and has written publications on development issues. She speaks English, Spanish, French, Italian, and Portuguese. She plays piano, tennis, and enjoys mountain hiking.
