Dear Mr. Baker: Thank you for meeting with me on June 14,2010, at the Navy Exchange to discuss your letter dated June 9, 2011. I do apologize that we previously kept missing each other in our efforts to make contact, but I feel that the meeting we had was very productive and it provided you with an opportunity to state your issues and your concerns regarding the Koko Head Shooting Complex ("Complex"). want to submit to you a short summary of our meeting, including how you think the Department of Parks and Recreation ("Department") may be able to improve our management of the Complex and how we can use your expertise in the area of weapons training:

You requested to assist the Department in establishing rules governing the operation and management of the Complex. The City recognizes that the establishment of rules governing the operation and management of the Complex will promote consistency in the implementation of our permit application process. You requested to be treated in the same manner as other park users. The Department acknowledges that federal, state and county laws prohibit discrimination in the use of public facilities.. You requested to be allowed to submit permit applications without prejudice. lt is the Department's practice to follow our established procedures when filing for a use permit in a fair and consistent manner.

Other issues we discussed included the continuance of night shooting at the Complex. I will have my staff re-evaluate the decision to discontinue night shooting at the Complex. ln regards to the operating hours, I will have staff evaluate our operating time to determine the fiscal as well as staffing impacts of extending the operating hours of the Complex and consider adjustments where possible. The reduction of our operating hours was due in part to work furloughs and fiscal limitations. ln closing, we both were in agreement that neither party would prefer to pursue litigation on this matter, and for this, I am appreciative. I hope I have captured the key points of our discussion and if you are in concurrence or if the foregoing summary does not accurately reflect our discussion, I would appreciate a reply from you.
I do want to take this opportunity to once more thank you for meeting with me, but more importantly, to thank you for your continued service to our country and carrying the torch on behalf of our Nation.
