Thisresolutionbeginstheformalrule-makingprocesstoincreasetuitionratesinaccordancewiththerecentlyenactedNY-SUNY2020ChallengeGrantProgramAct;increasescertaingraduateprofessionalprogramspursuanttofive-yearplanssubmittedbytheimpactedcampuses;andincreasesotherratespursuanttoafiveyearplanbaseduponareviewofmarketconditions.Theserateswillbecomeeffectivewiththefall2011semester.
Resolution
IrecommendthattheBoardofTrusteesadoptthefollowingresolution:WhereastheNY-SUNY2020ChallengeGrantProgramActauthorizestheBoardofTrusteestoincreaseresidentundergraduatetuitionbyanamountnottoexceed$300for2011-12;andWhereastheNY-SUNY2020ChallengeGrantProgramActauthorizestheBoardofTrusteestoincreasenon-residentundergraduatetuitionforstudentsenrolledateachoftheUniversitycentersbyupto10%subjecttotheapprovalbytheGovernorandtheChancellorofalongtermeconomicandacademicplansubmittedbyeachUniversityCenter;.and

June30,2011Whereasanalysisofthetuitionschedule,appropriatecomparisonstosimilarlysituatedinstitutions,andreviewofmarketconditionsdemonstratesthattheresidentgraduatetuitionshouldbeincreasedby6%,thenon-residentgraduatetuitionshouldbeincreased10%,andnon-residentundergraduatetuitionshouldbeincreasedby7%forstudentsenrolledattheOtherResearch/Doctoral,UniversityColleges,andCollegesofTechnology;andWhereastuitionratesforcertaingraduateandgraduateprofessionaldegreeprogramsareinthesecondyearofafive-yearplan;themedical,dental,law,pharmacy,doctorateofphysicaltherapy,anddoctorateofnursingpracticeshouldbeincreasedby9%forresidentstudentsand10%forout-of-stateresidentstudents;tuitionformastersofbusinessadministrationshouldbeincreasedby8.9%forresidentstudentsand10%forout-of-stateresidentstudents;andtheratefortheoptometryprogramshouldbeincreasedby7%forbothresidentstudentsandforout-of-stateresidentstudents;andWhereasthetuitionformastersofarchitectureshouldbeincreasedby10%forbothresidentstudentsandforout-of-stateresidentstudents;thetuitionformastersofsocialworkshouldbeincreasedby9.5%forresidentstudentsand10%forout-of-stateresidentstudents;tuitionforphysiciansassistants(masters)shouldbeincreasedby9%forresidentstudentsand20%forout-of-stateresidentstudentsaspertheinitialyearofafiveyearplan;andWhereasadoptiononanimmediatebasisofthesetuitionincreaseseffectivefortheFall2011semesterisnecessaryinorderfortheStateUniversitytotimelyobtainnecessaryrevenuewhilemaintainingprogramqualityandaccessandtogiveappropriatenoticeoftheincreasestostudents,theirfamiliesandfinancialaidproviders;now,therefore,beitResolvedthattheChancellor,ordesignee,be,andherebyis,authorizedanddirectedtoprepare,inaccordancewiththeprovisionsoftheStateAdministrativeProcedureAct,aNoticeofEmergencyAdoptionandProposedRulemakingwithrespecttoamendmentstosection302.1(2)(b)ofTitle8oftheOfficialCompilationofCodes,RulesandRegulationsoftheStateofNewYork,toreadasfollows(bracketsdenoteoldmaterialtobedeleted;underliningdenotesnewmaterialtobeadded):Section302.1.TuitionandfeesatState-operatedunitsofStateUniversity.
