ACTION PLAN FOR FULL DEVELOPMENT OF TELUGU LANGUAGE

INTRODUCTION:
English language is used predominantly in education, office correspondence and business
transactions in Andhra Pradesh denying Telugu language its deserving position. The
objective is to replace English with Telugu in all walks of life in the state for better social
and economical development of its people. This paper explains the procedure to be
implemented for achieving this goal and also attempts to find out the necessary
expenditure. The expenditure to achieve this noble task is single day earnings only of
eighty million Telugu people.
TARGETED GOALS:
Telugu, the mother tongue of majority people in Andhra Pradesh, should completely
replace English in all walks of life in the state within next eight to ten years.
To implement Telugu as medium of education up to post graduation level in Andhra
Pradesh fully in next eight to ten year.
To implement Telugu as sole medium of correspondence in all state government
institutions in next three years.
To implement Telugu as medium of correspondence in all central government institutions
and private institutions located in the state as parallel mandatory language.
To involve all educated and learned people in the state and Telugu people elsewhere, for
ushering Telugu language development at par with English.
To create monetary opportunities incentives to the scholarly people who excel in their
field of learning.
To attain ade!uate science " technology base at par with the research and development
capabilities of leading developed countries.
DETAILED ACTION PLAN:
Telugu translation of all published and used English books in the Country:
#. Translation of most of English books $nearly %&,&&&' used in the country for
learning all arts and science subjects.
%. Translation of all the books which cover the syllabi of universities in the country,
junior colleges, secondary and primary education in the state.

1. Translation of fre!uently used office documentation in state government
institutions such as project reports, in house design memoranda manuals, office
manuals, instruction manuals, operation " maintenance manuals, code of
conduct, disciplinary rules, service rules, etc.
(. Translation of hand books on various topics which are used in -ndia.
2. Translation of all 34E5P6 topics, instruction manuals, etc. of various computer
software tools packages.
-t is estimated that translation of nearly #& million pages $e!ual to /&,&&& books' falling
in above categories will incur an expenditure of 7s. /&& crores. Please refer the
3Annexure6 in last page for more details.
Telugu language terminology development:
-t is estimated that nearly %,&&,&&& new words in Telugu will be created to make it at par
with English. Expert committees in every subject will be constituted to examine screen
suitable words for English terminology to accept the most suitable word among the
proposed words. -t is proposed that )&&& rupees for each accepted new word will be
given as reward to the proposer.
The Telugu terminology generally should have some of following features
-t should have Telugu8ness
-t should follow Telugu word formation norms convention
-t should be easy to pronounce.
-t should be simple to write and not lengthy
-t should be self explanatory
-t can be Telugu variant of English word $ex9 3bassu6 for 3bus6'
-t can be an existing Telugu word. $-t is to be noted that a word can have many
different meanings but no two different words are having exactly same meaning
in any language'
-t is estimated that Telugu terminology development would cost nearly 7s. 0& crores.
Telugu version of all computer software / tools used in the country:
Telugu version of the widely used proprietary computer software tools would be made
available for use. .tate government would negotiate with the software owning firms.
:onetary or non8monetary benefits would be given to these software firms for providing
software using facility in Telugu. This would not incur heavy cost to software firms as it
amounts to adding Telugu 3labels6 in menu $input output' screens of Telugu version.

are available free of cost but Telugu language versions are not yet developed. Also few
central government institutions and universities have been already working on computer
application versions in -ndian languages. .tate government should enter in to a
commercial agreement with best capable companies which can devise full fledged Telugu
version. An office software in Telugu should be made available with following main

Web based or machine aided automatic translation of Telugu in to other
languages and vice versa:
These computer software tools would translate one language in to another language.

). All major foreign languages in to Telugu and vice versa.
These translation tools are available in many foreign languages. These internet based
tools are fre!uently used by the people to translate an unfamiliar language in to the
known language. -t is estimated that these useful computer tools development would
incur nearly %/ crore rupees.
Publishing of Telugu dictionaries and teaching books in all major
languages:
-t is estimated that advanced level dictionaries in Telugu covering )& major -ndian and
foreign languages will be published. <etailed Telugu language learning books will also
be published in )& major -ndian and foreign languages. These jobs would cost nearly
7s.#% crores.

An advanced thesaurus in Telugu would be published. This job would cost nearly 7s. )
crores.
tandardi!ation of Telugu language:
An expert committee will totally review the Telugu prose grammar and syntax in usage.
-t will recommend the accepted conventions grammar to standardi=e Telugu prose
writing. This exercise would cost nearly 7s #& crores.
Training in Telugu usage:
The teaching staff in the state belonging to primary schools, high schools, junior colleges
and university colleges will be imparted training to take up education in Telugu. All the
relevant personnel of state government, central government establishments and private
establishments will be given training to carry their jobs in Telugu and Telugu version
computer software tools. Training material will be developed for all re!uirements.

LEGISLATIVE REQUIREMENTS:
.tate government should impose following regulations to implement Telugu at all levels
and replace English in next ten years.
#. English, as medium of education shall be stopped immediately up to seventh standard
in primary and high schools. Every year, one successive standard class should be
stopped in English medium education. Thus English as medium of instruction should
be phased out gradually from the schools and universities over next #& years.
%. English language teaching should not be included in the syllabi up to graduation
level. 4owever, it can be included as an optional subject for post graduate students
and research students in the universities. This is to keep them abreast with the latest
global developments in their field of learning.
). There should be proportionate job selection for English and Telugu medium
educations in the state.
+. All the competitive examinations shall be made available in Telugu at national level.
The selection shall be proportionate to state population and also in the ratio of Telugu
and English medium students in the state.
/. Proficiency in English shall not be selection criteria in any competitive examination
conducted by any institute or company, which are in receipt of government funding in
cash or kind.
0. -nstitutes of national excellence such as --Ts, A--:., etc shall not be teaching
schools for graduation and post graduation levels. They should give up these tasks
and transform in to state of the art research institutions. >-Ts and state universities
will completely take over the responsibility of teaching re!uirements in local
languages.

1. English shall be discontinued as official language immediately in state government
establishments and all computer tools in English shall be removed from usage
gradually and replaced by tools in Telugu in a three years period.
(. All linguistic minorities in the state should either study in their mother tongue or

IMPLEMENTATION PROGRAM:
These identified tasks would be further subdivided in to many parts depending on their
priority and the se!uential re!uirements to implement in phases. All the tasks should be
targeted for completion within eight years. The targeted period should be less than %
years for the tasks which are re!uired for Telugu usage in state government
establishments.
HUMAN RESOUCES:
The people who can effectively contribute this task are teaching faculty $professors,
lectures and teachers of all subjects', Telugu scholars writers poets, Telugu journalists,
Telugu artists, Telugu T? " cinema story dialogue writers, publishers, computer
professionals, copy right owners of original books and other -ndian foreign language
scholars. >early /,&&& scholars would be actively associated for ( to #& years in
accomplishing this noble task. -nvolvement in this kind of knowledge oriented tasks,
would also hone their professional skills to par excellence. The rich experience of the
associated people in this task would also fetch life long professional opportunities in
future to meet the Telugu translation re!uirements without help from the government.

The estimated cost for bringing Telugu in to supreme usage in all walks of life in Andhra
Pradesh is only 7s (0& crores. The Bross <omestic Product $B<P' of AP is
approximately 7s. ),%&,&&& crores. The state government6s annual budget is exceeding
7s. #,&&,&&& crores. The expenditure re!uired for Telugu language development over
next ten years period is e!ual to one day B<P of Andhra Pradesh people. This noble
task6s annual expenditure is e!ual to one hour income of the state people every year for
next ( to #& years.
:ore over, this spending on Telugu language, which is not substantial would enhance the
self esteem of Telugu people and also galvani=es the science " technology base in the
state to take up lead position in future science " technology developments. -t will also
establish seamless communication between the educated people and common man in the
state to step up the capabilities and productivity of common man. The short term and long
term social and economical contributions to AP people by accomplishing this noble task
is substantial.
There is a misunderstanding among the middle level educated people in the state that
English proficiency is the main reason for getting jobs abroad. The people who are going
to English speaking countries for employment are less than one percent of total educated
people annually. The advantage of AP people in computer software is also incorrectly
attributed to English medium education. -f this notion is true, the educated people from
those countries with English as native language, should have monopoli=ed the computer
software sector. This credit shall be really attributed to their better analytical and logical
thinking derived from basic grounding in :athematics. Already, the available educated
people with English proficiency are ade!uate to avail with the job opportunities abroad.
After ( to #& years, the state people will find local employment more advantageous than
opportunities abroad. 7eplacing English language role by Telugu in the state will not
affect employment opportunities in future. *hen Telugu is to replace present role of
English after ten years, state people will not be looking for jobs abroad any more.
COCLUSION:
AP government can easily allocate the re!uired finance for this task. Already, Carnataka
government allocated 7s. #+& crores in the current financial year for Cannada language
development. AP government shall constitute a fully empowered institute department
with ade!uate funding provision and talented staff to achieve the various mile stones
without time lapse. The chief minister of AP, under whose vision and commitment, this
noble task is accomplished, will be revered as the most outstanding Telugu personality
ever born by the future generations.

data tables, preface, glossary of words, index, references, etc.
Page@ Gor cost estimation purpose, a page is assumed to contain /&& words of English
matter excluding pictures, numeric data, etc.
Word@ A meaningful word in English
Translator@ The person or the entity which has taken up translation of an English book in
to Telugu language.
Translation remuneration@ The remuneration for translating for a page is 7s /&& or 7s
# per word. This remuneration is only reward to the translator. .tate government would
not get any copy rights for the translated book. The translation rights are to be ac!uired
by the translator by entering in to an agreement with the original copy rights owner. The
translator would also reap additional income along with original copy right owner from
the sale of Telugu version. Expert committees will approve the !uality and content of
translation by examining whether the translation reflects the same expression similar to
original.
-n translation jobs, there is no re!uirement of devising new terminology in Telugu for the
English words. The same English words can be used by the translator wherever
e!uivalent Telugu word is not available. There would be separate team of experts to
devise the re!uired Telugu terminology in every subject.
