Adjunct Lecturer: (for Fall or Spring going forward the course will be offered in the Fall) The Master

r in Public Policy Program seeks an experienced instructor to teach a 13-week semester course on Public Finance and Budgeting. The course will focus on building skills in the analysis of state and federal budget and tax policy issues. Areas may include the adequacy and equity of the state revenue system, impacts of state and federal decisions and policy proposals on low- and moderate-income families, tax expenditures, fiscal accountability, and the interaction of federal and state fiscal policies. The course is designed to analyze the role of government in the economy and the impact of public policy on the allocation and distribution of resources and development of social welfare in the United States. Particular emphasis is on exploring the political concerns around public finance decision-making and related issues of equity and social justice. Students will learn how to understand and predict the effects of public expenditures, taxes, and regulations and will examine these issues at the federal, state, and local levels. They will learn: about the activities of government and how they are financed; explore issues in evaluating government expenditure and taxation programs; examine relations between the various levels of government and their roles in providing and financing social programs. This is a required course for MPP students and is open to Ph.D. students and others upon permission of instructor. We are looking for candidates with: Experience analyzing public policy issues, especially budget and tax issues, at the state or federal level as legislative staff, executive-branch staff, and/or independent researcher or advocate; A relevant graduate degree in public policy, public finance, economics, political science or related fields; Teaching experience at the undergraduate or graduate level in this area. A commitment to issues affecting low- and moderate-income families; An ability to explain complex public policy issues to broader audiences.
